I did not state that they will definitely be resurrected during the first resurrection but pointed at that being possible given Jesus's acknowledgement of them. Through scripture, we are made to learn that Jesus Christ, God's New Law and Covenant in the Kingdom of God, is only available to those who have the blood of Jacob/Israel coursing through their veins meaning all the non-Israelites who died outside of Jesus Christ simply perished in their grave as they will continue to even to this day - Genesis 3 vs 19 - 22.

Now, for the sinners of Israel who died before Jesus Christ, the penalty was Death - Deuteronomy 30 vs 15 - 20 - same as that described in Genesis 3 vs 19 - 22 — they cease to exist(mind, body, and soul). Here's the thing... the Kingdom of God was promised by God to Israel...

1. The Israelites reached the desert of Sinai in the third month of their trip from Egypt.

That is what the Kingdom of God ruled over by Jesus Christ is, a Nation of Priests — all of those who gain the reward of Heaven do so as God's priests from the blood of Israel.
