Lagos is too small, that is the problem. There are local governments in the North that are bigger than Lagos at least x2 but with less than 500k people, meanwhile Lagos host over 20M people, and it's the smallest state in Nigeria. Problems like these are meant to occur. Not excusing the lack of political will to develop Lagos, after all its GDP is larger than countries such as Ghana, but its challenges are huge also.
