Enforcement of discipline, abiding by stipulated rules and regulations is part of preparing them for the outside world

Their rules, no doubt. But wanting students to wear suits and tie in a tropical country does not make sense. Students in Singapore and even conservative Malaysia don't wear such.

However, I am surprised the students even dared to wear indecent dresses in a Catholic-managed university.

Well, Igbos are largely liberal and very secular in certain issues.

No study has proven that these measures work.
The Nigerian public space still don't get it.
The more you openly ban these things,the more people are inclined to do them outside the confines of the school environment.
Universities and indeed all tertiary institutions should know the university age is the period of increased body awareness,sexual drive, experimentation and freedom to try to be independent or at least believe one is.
The only reasonable route is to appeal and try to guide these students and to encourage moderation in their ways.
Forcing them is detrimental because sometimes live's best lessons sadly are learnt by experiencing it.
