Eg out of 75b, you spend 40b, then build up the saving back to 75b, then spend 40b. That is how you have sustainable development without having to take loans!
But Ofcourse as he left office, his replacement saw the huge money and blew it all at once.
Now the state is back in debt. Obiano left nothing, Soludo has started taking loans.
