We know all our states cannot be concrete jungles. Some will be reserved for agriculture. However, these States still fare better than the states you mentioned.

When have you ever heard of any government in the world supporting small businesses over big conglomerates?

Except in COVID times where have you heard that government saved small businesses?

Governments deal with the big boys and expect the trickle down effect to cascade across the value chain.
