The Independent National Electoral Commission has said the collation of results of the 2023 general elections will be done manually despite the adoption of electronic transmission of results.

INEC’s National Commissioner and Chairman of its Information and Voter Education Committee, Festus Okoye, stressed that the commission would transmit results from polling units to its result-viewing portal, IReV, as witnessed in recent elections, but that the Electoral Act was clear on how collation should be done.

Okoye said in an interview with our correspondent on Saturday, “There is a marked difference between the transfer/transmission of results and the collation of results. Section 50(2) of the Electoral Act, 2022 gives the commission the absolute discretion to determine the mode and procedure of voting in an election and the transmission of election results.

“Sections 60 and 62 of the Electoral Act govern post-election procedure and collation of election results. Section 60(1) of the Act provides that the presiding officer shall, after counting the votes at a polling unit, enter the votes scored by each candidate in a form to be prescribed by the commission

Section 60(5) of the Act makes it mandatory that the presiding officer shall transfer the results, including total number of accredited voters and the results of the ballot in a manner prescribed by the commission. Thereafter, the presiding officer shall after recording and announcing the results deliver the same along with election materials under security and accompanied by the candidates or their polling agents, where available to such person as may be prescribed by the commission.

“The implication of this is that the collation process of results is still essentially manual, but the collation officer must collate subject to his verification and confirmation that the number of accredited voters stated on the collated result are correct and consistent with the number of accredited voters recorded and transmitted directly from polling units.”

He explained that while the collation of results would “essentially” be done manually, where there was a dispute regarding a collated result or the result from any polling unit, the collation or returning officer would use the original of the disputed collated result, accreditation data from the BVAS device and the results transmitted directly from the polling unit to determine the correctness of the result.

Transmission to Irev is different from collation

I hope you understand the English...

Transmission using bvas was the Cruz of the new electoral amendment...while manual Collation can be done when uploaded data is established to have been transmitted...

Op the above is the bone of contention

INEC and it's staffs deliberately refused to upload the results at the Polling unit sighting different reasons such as an instruction to not to upload, no password to login, no network etc

See how votes were distributed in SW with an Igbo winning a Yoruba state and compare with the nonsense they call results coming from SE where they rigged 95% of votes for Obi in their 5 SE States. They thought SS people will join their fo0lishness but got disappointed.

Walai if to say na me be INEC chairman.. I will cancel all the results from SE and order fresh polls under tight security. They will all raise up their hands at the polling units all through till e reach time to thumbprint and then leave. What rubbish.

Good u brought this up but this further dents INEC. The last paragraph of d write-up clearly ratified how a dispute will be handled that if the collated results appear rigged that d figures transmitted directly from d polling unit to INEC server shall be called up to determine d correctness or otherwise of d collated results.

If you read the article you will know the OP cannot read and comprehend.

Results can be collected manually but the BVAS data must be uploaded directly from the polling units and available to Nigerians to see in real time, meaning people can see the results on INECs portal immediately voting is completed. This is where they failed, results were not uploaded at the polling units but were taken to where ever they wanted and manipulated before being uploaded. Some are not yet uploaded even till now.

The electoral act states that such results be cancelled.

I don’t think they actually read it before signing it into law grin

forget all this talk,it was openly rigged. Let me just be honest with you,if the new government tow the path of the incompetent buhari they won't enjoy it and the revolution they have been talking about will start building up.

I knew tinubu will win because I know inec has been compromised since 2019 but Mark this down,the new government must not be worse than the outgoing one. They won't enjoy it....na all of us e go affect.

What you should ask yourself is was the results uploaded from polling units? Results were uploaded from collation centers and not polling units.....

There is a difference in uploading from polling units and uploading when they got to ward collation centers. Stop defending a fraud. The minute results were not pasted on the wall and uploaded at PUs, because voters can't go Collation centers without causing a protest, agents can held hostage and forced or coerced to manipulate results from ward collation. Only agents are allowed into the ward collation centers by the way.

So please, don't defend act of fraud.

Nobody has stopped collation, inec is free to conclude its collation but even Mahmoud himself knows that he can't declare a flawed results without looking into the details of that election. As far the election is concerned, the whole process has lost its integrity when the whole exercise is not inline with the guidelines for the election and the electoral act, collation or not. Nigerian will react because what INEC did was pure scam. Hope you know the numbers of new voters that picked up their PVC cos they thought the whole process will be credible only for INEC, scam them with false narrative that results will be uploaded from BVAS machine at the Polling unit.

Results were collated manually but before then all them were already visible on the IReV.

I don't know if you can read the room either.

Is the issue about the collation or the transmission? Did you even read the Punch Article you posted?

Results were not transmitted as and when due, in violation of Section 60(5). They were not visible to everyone; and when they did appear, alteration and differences with what was on ground.

Fortunately, more people have smartphones now; more young people knew what is at stake and with the rave of social media, there are numerous copies of results here and there.

His Excellency, Peter Obi will have a field day in court, challenging the capacity of INEC to deliver a free and fair election, evidenced by the miraculous differences in the results on ground and on their portal. Some officials even uploaded their private pictures instead of the result sheet 🤦🏾‍♂️

It's not all the entries that are visible. You can see it began from No. 22 on the sheet. Which means 21 and above is up there. The issue is not the Excel formula. The issue is the number put in; Garbage in, Garbage Out.
