Obi so far won in 19 states, have more than 25% in 24 states + FCT and highest number of valid votes casted, enough to see him through unlike other parties.

What does the highest vote mean?

It simply means you must have the highest number of votes which literally means win the popular votes and also have 25% of the votes of those who voted
