Look, even if it's the Governor that gave the directive, the recipient of the message is a civil servant and so he would never say Governor said we should not allow her.

By training, a civil servant would not disclose the identity of the Oga that gave the directive. Not to even talk of the governor. So, it's a lie. Why would medical director call Gov. He would not. He can only call his Health Commissioner not Gov. Is it everybody that can reach Gov direct bypassing your commissioner?

And Commissioner would never say tell her that Gov said they should not allow her to visit the victims.
