It's not about being greedy or being contented. In the face of extreme lack of basic needs, humans tend to do anything to survive. It is when we can acquire basic needs and a sense of comfort and security that we can talk about moral and ethics and how society should behave. Poverty and hopelessness -or the feeling of hopelessness - brings out the depravity in us and shove our morality aside.
Although we have will, as human, to choose what is right even in the face of extreme adversity, we all know that human beings are frail and not everybody can hold on for long.
That's why government must make sure everybody lives above the poverty line and can be able to provide for himself basic human needs like food, clothing and shelter. With that it is easy for people to be righteous and government will find it easy to nudge people to do that which is right.

When people don't get what they want from you, you'll see their worst part
