Was it the people that were terrorizing the habitat of the hippo or the hippo that was terrorizing their river, while the loss of lives is regrettable, the preservation of the habitats of exotic animals should be a top priority issue, benue should not be like other states that cannot let the defenseless breathe
Even in America, king of animal rights, when an animal or even a dog kills a human, that animal is put down. Once the animal becomes a threat they very well can take it out.

Only went gangster or did something along the lines of terrorism because the community directly encroached on it's habitat and poaching? We have a lot to learn from developed nations, even other parts of Africa.
These animals are incredibly rare and offer significant value in the balance of the ecosystem not to talk of being a tourism asset.
We should be organised enough to create sanctuaries for these endangered beasts and relocate them whenever they stray.
There should be a department of wildlife in that State responsible for preventing clashes between man and beast.
We both need each other to survive and thrive.

PS. And if they do not have the capacity to, they can engage NGO's more equipped to do the job. There are lots of them around the continent.
This is not necessary.

The question you should ask is how the contact arose in the first place.
If a wild animal strays into human habitats it must mean it is in search of food.
It doesn't just appear there to kill human beings and take over their business.

Human beings are apex predators because we have far higher intellect and a soul capable of empathy so we should be the ones to do whatever is possible to avoid clashes. When a wild beast is spotted we are the ones to give way and act appropriately to avoid loss of lives on both sides.
