It should not even have been done then as well. It is just academic economics. The policy on ground now when effectively implemented, will stabilise naira. Dollars will not remain dominant for ever.
It could have been done then because our fundamentals were quite strong. Single digit inflation almost zero debt, GDP growth rate of over 7%(higher than population growth rate) and forex reserve of over 60bn with favorable balance of trade. The fear then as it is now is the loss in stored value but that could have been savaged by importation which is a normal thing.
How can the policy on ground be better implemented exactly in your estimation?
Tinubu is being pro-West so I don't see him doing anything to hurt the dollar in Nigeria.

Redominating will not stop that. You forget money is essentially a store of value. What redominating simply does is to turn 1000 in your pocket to 100. Are you better off that way or worse off? It's deflation pro max.
What needs to be done is simple. From Buhari to Tinubu simply lack the balls to take it head on.
Without that, any other thing is cosmetic and will always backfire

Country without coins 😂🤣 and looking for ways to stabilize naira are dreaming. Due to our useless politicians and greedy lifestyle the removed coins in order to steal well. Because with coins in the economy larger denomination will be phase out and coins will check inflation instead of rounding up figures ,it will be increased by 1 or 2 naira,thereby if there is any increments it will be in kobo. Soludo wanted doing this all our useless NASS shouted the policy was dropped

Is this really possible? So if naira becomes #1000 per a dollar and 1paint of garri is #1000.
After removing a zero from the currency, I will carry #100 note and give the garri seller for one paint and he will collect!. Its really weird.
This would mean that inflation is not really a threat. Since we can easily redenominate our currency when it loses too much of its value.
