Technical Writing is a broad term. Almost everyone who has come in contact with tertiary education will have done Technical writing. It is not particular to a certain profession.
Your obvious confusion is like claiming a mechanical engineer can do the job of a mechatronics engineer. Both sound alike but are wide apart.
