He was jailed NOT for owing taxes but for a passport violation.
As far as owing taxes are concerned you can only be jailed for refusing to pay i.e. You have the money and are hiding it
If you cannot pay you can file for bankruptcy. Government can auction your property etc

Doing business is not bad or working for salary is evil but what matters here is ability to create wealth is what matters. You can't have business without producing a product or service and getting there you need capital (in the form physical cash). If you are not from a rich family, you will need to seek loan, donation or salary to open a business and run it successfully at the end.

Andy Jessy is the CEO of Amazon (One of the biggest companies in the world). In 2022, his total compensation package plunged to $1.3 million annually from $212 million in 2021. That's a whooping 99% drop. Imagine Andy blowing through $212 million in 2021 (don't tell it's impossible to blow through $200 m in a year. You might want to check the price of super yacht first) only to be stung with a 99% salary drop the following year. An employee will always be at the mercy of the employer.
