You can actually create a functional site for someone with such amount, I have created many vtu website for people with such amount before but they will have to pay 2500 naira monthly for domain renewal. Moreover all you need is the script which is available already with domain name and hosting which is atleast 3k for dot com dot ng. I also sell vtu script if you can install it by yourself which goes for 10k .
