My friend keep quite. The Dog most likely went through the gaps on the iron protector. Unfortunately he/she was still chained and ultimately hanged himself/herself. The owner was reckless.

The chain is hanging from the upstairs apartment. There is no way a human was responsible for this. He likely chained the dog upstairs and the dog, being curious and adventurous, found its way outside the railing.

Looks like an accident. Seems the dog was chained to the railing on the balcony upstairs and either jumped over or fell through the gap in the railings. So sorry for your loss.

No one killed d dog, it killed itself by accident. The owner must have chained it to d railings and gone out and it must have accidentally squeezed past d railings and strangle itself.

It seems the owner of the dog lives upstairs. If that's correct, I think the dog might have passed through the space between the burglar bars.
