we keep hearing Ecowas left and right but we can't find a link or documentation to this Ecowas deal Nigeria/Lagos made with Ecowas.

Maybe people have forgotten with Light rail mean. How would a light rail serve Ecowas any propose ? I ask ?

It is purely a Nigerian project funded by Nigeria which we should be proud of.

Anyone with the Link to an ECOWAS project? My people, let us STOP spreading lies, hatred and rumors. It doesn't do good justice to neither of us. Unless I'm wrong, Lagos Rail is a PPP project, so I'm confused to how it's an ECOWAS project. Nevertheless, like I previously stated before, light rail is economically efficient than monorail, the numbers speak for themselves.

The Lagos State Government is also constructing a light rail system under a public private partnership (PPP).

Both lines were developed on a PPP basis, with the Lagos State Government providing all rail and station infrastructure. The private sector will be invited to operate the system under a 25 year concession structure.

Arosa:

Lol,

Did your structural analysis, take into account the porous nature of Lagos soil, the constant vibration the building will be subjected to because of the daily train traffic and the fact that thousands of people will be going in and out of that building daily?

This is what happens when every tom ,dick and harry believes he can just sit in his armchair and pass judgement on stuff that took many people years to study and understand. To the uninitiated, it is very easy to construct, an engineer knows better. Where you will even know that Arosa got it all wrong was his belief, by referring to his architect sister, that architects are responsible for the structural design of a structure. It is possible to be literate, and yet uneducated. Arosa, unfortunately falls into this class. Instead of asking foolish questions or writing idiotic statements that seek to attract unmerited stain to proffesionals, why not ask to be educated on the issue. You are not a specialist, construction is a specialist job, you don't wake up one day to become a civil or structural engineer, you actually have to study hard, work your ass off and be intelligent enough to graduate as one.

Let me now educate Arosa, like the structural engineer stated, ARCHITECTS ARE NOT RESPONSIBLE FOR OR CERTIFIED TO CARRY OUT STRUCTURAL DESIGN.Their job is limited to the aesthetical conceptualization and design of a building, it becomes the responsibility of the engineer to structurally design the building, not minding how crazy the concept is, to make its construction possible.

Secondly, Civil and Structural Engineers, consider everything before they design, starting from the geotechnical and geophysical investigations of the area to be built upon, to the most remote environmental possibilities possible, that is why we have dead loads, live loads, loads due to vibration(eg earthquakes). it is your geological study and other related social and environmental investigations that will determine how you go about your design. They have factors of safety, they have checklists, some crazy ones that you cant even imagine, they factor in everything, they have codes, The BS CODE,ASCE CODE, IBC...so it shows how ignorant you are about the construction industry to suggest that they might not consider the geology of the area, or design to mitigate the adverse implications of the geology or environment, people that studied the principle of harmonics in secondary school physics, and the implications of forced vibration do not need to question whether they have factored in those points in the design of a vibration producing, live load induced heavy duty public utility, You dont talk where doctors are gisting, if you are not a doctor, but you can ask questions that do not aim to tarnish the image of the domain experts. Construction technologies is not like banking, or any course in the social sciences, where you just wake up one day and become an expert just by reading a few journals, or magazines, Arosa, stop making a fool of yourself, next time look before you leap.

Also, know that anything can be structurally designed to be stable, no matter how unbalanced it is to the untrained eye, once you get the analysis right, and you model correctly, your design will be straightforward.

Eko Rail is entering into an innovative public-private partnership with the government of Lagos State to equip, operate and maintain the Blue Line for 25 years. Negotiations are being finalized and a concession agreement is expected to be signed in the near future. Lagos State has already started to make significant progress with building the rail tracks and stations. Eko Rail is utilizing URS Scott Wilson, one of the world's leading railway infrastructure consultancies, to ensure that the infrastructure is built to global standards.

I mean, its not even an intercity rail (except Ogun state), not to talk of a rail that connects Nigeria with Benin rep. So, what would be the point of ECOWAS (all west african countries shocked shocked) to finance such a capital intensive project??!

Bro, I am not an architect or structural engineer but I clearly see what you were talking about it. Lagos is a coastal state and the vibration from the trains can cause "liquefaction" (where the sand compresses to the bottom) and that can cause an uneven distribution of weight.

You make sense guy!

I don't see the sense in what the guy was writing, even a pupil engineer knows all about these things that you just googled up, it is very elementary. have you heard about ''sinking support''...? do you know anything about differential settlement, or piling...? and do you know how engineers are trained to design to mitigate geologically and socially induced complications....?..No. You are not an engineer, stop all these armchair critiquing.

YES, we want the link to show it's an ECOWAS project. How can you make unsupported claims? Btw, the links that have been posted on numerous occasions clearly stated it's a PPP project, therefore, rules out the ambiguity that it's an ECOWAS Project.

Why can't Lagos start a project like that? One of the largest city in Africa? The state with the highest IGR? I have my own beaf with LASG on certain economic policies, however, I do endorse a rail in Lagos even though I thought it would have been a heavy rail standard metro system. Nevertheless, it shows that there's hope at the end of the tunnel called Nigeria.

Why would they need assistance and cooperation from surrounding nations? Dude Really? Do you know how much ROI an investor will make if this is profitable? Why do you think my beaf with SE Governors has been with their monorail idea that after calculating numbers, it was dead-end? They don't need assistance from surrounding nations where we have banks, home and foreign BANKS and INVESTORS who are willing to dole out the money with one condition - that there's sincere commitment and for sure it will MAKE MONEY.

My thinking might be the total contribution of the "PUBLIC SECTOR" not the entire paternership. For instance if the Public sector holds 50%, therefore, FG has 45 of the available 50% stake, and so on.
Re: Orile Light Rail Station Complete (pictures) by Beaf: 7:46pm On Jun 05, 2012
The Blue Line will run 27km from Okokomaiko to Marina, one of the most densely travelled corridors in Lagos. The rail infrastructure is being developed in conjunction with the Badagry Expressway project, a proposed toll road running from Lagos to Badagry. The Blue Line will run on an exclusive 15 metre right of way in the middle of the expressway.

In total there will be thirteen stations, three which will be shared with the Red Line system. The stations will be located above the tracks, with large pedestrian walkways crossing the expressway. Large, concrete barriers will be placed between the rail lines and the expressway to ensure no external factors will disrupt service. The Blue Line system will require the construction of two bridges. The larger of the two, to be shared with the Red Line, will connect the mainland with the island. The second bridge will be across the river at Mile 2.

The fixed assets, including construction of the alignment, bridges, and stations, will be wholly funded by the Lagos State Government. A concessionaire is currently being sought to procure and finance rolling stock and depot facilities, as well as provide operations and maintenance over a 25 year period. The concessionaire will be compensated through passenger revenues as well as revenues earned from retail activities within stations.

For more comprehensive information on the Blue Line project, please view the Project Briefing Document.

I don't believe the FG has a stake, bro. I just posted some text containing an overview of the funding.
It seems its all Lagos or sourced by LASG.

1) Lagos-Badagry Expressway was part of ECOWAS contribution to the abandoned Trans-Africa Highway (the road, not the rail project).

2) The Lagos-Ogun Mega City project would have been financed by the Federal, Lagos State and Ogun State governments. It was abandoned when Obasanjo, Tinubu, Daniel and Osoba left office. (I hear it's going to be restarted). It had a rail component

3) The Blue Line rail project is financed by the Lagos State Government. The state government expands the road and lays the track, while the private sector participant will provide and maintain the coaches.

naptu2: I posted these links on the rail thread. I think they'll be useful here.

The Trans-African Highway project was conceived as a means of bringing Africans closer. Lagos-Badagry Expressway was supposed to be part of Ecowas' contribution to the project. The project was later abandoned.

The Obasanjo Administration planned the Lagos-Ogun Mega City Project. One of the things the project is meant to do I to create a railway line from Lagos to Ogun (the Lagos-Ogun Mega City Project office is on Queens Drive, close to Ship/Naval House). Not much has been heard of the project since Obasanjo, Tinubu and Daniel left office.

Governor Fashola states that the Lagos Mega City is a status conferred on Lagos by it's population size. It is not a project. The challenge is for government to react appropriately to the increase in population and make it a modern city(note: it used to be called Lagos-Ogun Mega City, but I've not heard Fashola call it that).

The Lagos-Badagry Road project is one of the ways the government reacts. It would expand the road to 10 lanes, including BRT lane and a rail service. The Lagos State Government got a loan from the World Bank to execute the project (they were initially considering various funding models, including ppp, tolling, etc). The road is designed to open up the western axis, just as the lekki road project is opening the eastern axis. Fashola stated that many people do not want to live and work in that axis because of the traffic jam, even though people complain of shortage of land and houses in lagos.

The Federal Minister of works, Hassan Lawal threatened to stop the project (this was while Yar'Adua was in hospital. Despite the fact that Yar'Adua's administration guaranteed the World Bank loan).

After acting president Goodluck Jonathan reshuffled the cabinet, the new minister of works, Sanusi Daggash stated the the problem had been solved and Lagos State could continue with the project.
