''Registered Environmental Manager'' : This is not offered in Nigeria. It is a system set up by the National Registry of Environmental Professionals -NREP- a non profit organization set up in 1987. The accreditation given by this body is recognized by Department of Energy and the USEPA. To be eligible to write this professional exam, one must have a degree in environmental sciences related discipline plus 5 years of work experience. This course is offered abroad.

Currently, there is no body by law regulating the Environmental Sciences Profession in Nigeria. At a time, NES -Nigerian Environmental Society wanted to charter the discipline and sent a Bill to the National Assembly. But like any good things in Nigeria, it was not seen as important not because it isn't. But because the body lacked funds to Lobby. With regards to Safety, it is now slightly and manageably different. We have ISPON.

Certified Hazardous Materials Manager: This course is currently not offered by any training school in Nigeria. I am not aware of any. This course was set up by the US Based organization, Institute of Hazardous Materials Management founded in 1984. It is considered a non profit organization. This is a U.S course so to speak. This independent course is recognized by a few states and their Departments in the US and they require it in the performance of certain types of work/jobs. The cost is about 535 US Dollars. Application involves having a related degree in hazardous materials management as part of the eligibility requirements. During application to sit for the professional exams the college transcripts can be uploaded online. Remember that at the end of the course, a professional exam is written.

''Control of Substances Hazardous to Health'': The COSHH training is supposed to give workers the knowledge and skills for preventing, establishing/identifying and eliminating/mitigating risks involved in working with hazardous substances. By UK law any personnel who comes in contact with hazardous materials or substances in the work place must have the necessary knowledge and skill to be competent in doing the job properly. Therefore, COSHH as an exercise/activity is backed by UK Legislation which is the COSHH, 2002 Legislation. It is as such, mainly a U.K activity and a Course mainly offered in the U.K. This is because by their law, this Training is REQUIRED. Note that the Regulation does not impose how the course will be per se. But it requires that the course must give employees the necessary level of competency so that the principle of ''COMPETENT PERSON'' is adhered to.

I doubt if we have adopted this regulations into any of our National Regulations in any of the sectors. I am not aware of any. I AM ALSO NOT AWARE OF ANY TRAINING SCHOOL OFFERING THIS IN NIGERIA. However, a little peek into the COSHH Curriculum, it includes modules like:

-Introduction to COSHH
-COSHH Legal Requirements
-Health Risk and Effects from Hazardous Substances
-Hazardous substances Identification and Classification
-COSHH Risk Assessment and Control Measures
-Health Assessment Monitoring and Surveillance

Now Admitted to study Postgraduate Diploma 2016 to 2017 in Environmental chemistry which is the study of the sources,transports, effect, reactions, fate of chemicals species on air, water, Soil and living environments and effect of technology thereon. I will also certified myself with these certificates Certified Hazardous Materials Manager (CHMM) , Registered Environmental Manager (REM) , Control of Substances Hazardous to Health (COSHH) . I think with that I am good to go.

OSHA is credible. They have this system where You have the materials and You study/take the courses online. Upon completion of the course You then write the exams online. If You pass, You can pay to get the certificate. Usually, when You pay the certificate is sent to you.

OSHA Certifies the training and not the individual. OSHA does not certify any individual as competent to do any task. They only certify that You have gone through the OSHA Course in line with the following standards:

-ANSI Z490.1-2009, Criteria for Accepted Practices in Safety, Health and Environmental Training,
-OSHA Publication 2254

These standards considers online courses valid if they meet the following basic criteria:

1. There must be adequate treatment of the subject in terms of content and currency.
2. The course and exam must be conducted by a competent person/body.
3. A standard knowledge test. Typically multiple-choice, true-false, or essay questions will be presented to the student.
4. At least 25 questions for complex procedures or topics.
5. A minimum exam pass score of at least 70% with no more than three attempts to pass a test.
6. An opportunity for student-instructor interaction.
7. A certificate of completion with unique student identification.
8. A student evaluation of training.

The OSHA Training you want to do online meets this criteria. If in doubt, send a mail to OSHA directly and inquire.

One thing to note is that You are in Nigeria, with all due respect to OSHA, get NISP/IPSON also and register with the body. That way You have satisfied/fulfilled the basic requirement for practicing the HSE Profession in Nigeria and with the OSHA You have an International View Point so to speak.
