In spite of the media jamboree that often herald the invitation and arraignment of suspected politically-exposed looters in court, more often than not in the history of probing corruption cases in Nigeria, at the end of the day, none of the suspects gets convicted and sentenced to a prison term. With President Buhari’s commitment to fighting corruption to a stand still, INFORMATION NIGERIA has in this piece done a review of 5 high profile corruption cases that did not end up in the conviction of the persons involved… here are the 5 case studies…

1. The trial of former Managing Director of the defunct Bank PHB, Francis Atuche, has not even started seven years after it was filed in court. Atuche’s case, which started in 2009, was last November adjourned till February 16, 2016 just for “mention” by Justice Saliu Saidu.



2. A former Managing Director of the defunct Oceanic Bank, Mrs. Cecilia Ibru, who was convicted in 2010 for banking fraud, was sentenced to only six months imprisonment, a term she served in a highbrow hospital on Victoria Island, Lagos.

3. The trial of Chimaroke Nnamani, former governor of Enugu State, which started in 2007 has yet to see the light of the day, nine years after. However, there is a likelihood that Nnamani’s case may start afresh now that the trial judge, Justice Mohammed Yunusa, has been transferred from Lagos to the Enugu Division of the Federal High Court.

4. Saraki’s trial for alleged false assets declaration to the Code of Conduct Bureau has been stalled on account of Supreme Court’s order of stay of proceedings.

5. In Benin last year, Justice Abubakar Liman convicted a younger brother of a former Governor of Edo State, Lucky Igbinedion, Michael, of laundering N25bn belonging to the state. For the offence, Michael was sentenced to only two years imprisonment with an option of N3m fine and he of course chose the option of the fine.

The Committee for the Defence of Democracy (CDD) has raised alarm over an alleged plan by the federal government to arrest former President Goodluck Jonathan over allegations surrounding the purported $2.1 million arms deal.

The CDD in a statement by its Publicity Secretary, Comrade Akindele Lawson, described this latest move by the APC government of President Muhammadu Buhari as the height of the series of blame that the new administration has continued to put on the last administration of Dr. Goodluck Jonathan.



It asked President Muhammadu Buhari to stop blaming his predecessor, Dr. Goodluck Jonathan, for Nigeria’s problems, while urging the government to instead focus on delivering dividends of democracy to Nigerians, as promised during the electioneering campaigns.

“It is already eight months in the life of the Buhari government and all we have continued to hear is that our problems were caused by the last administration, without anything pointing towards a rescue plan by this government.”

The group stated that if the President continue piloting the affairs of this nation with so much focus on the past, then there will be a danger ahead as there may be no indication of any change, which Nigerians have earnestly anticipated from the APC government, in any near future.

On the so called arms probe by the President Buhari’s government, the CDD stressed that it was wrong for anybody to claim that ammunition and military hardware were not bought for the Nigerian Armed Forces during President Jonathan administration, as it asserted that the current probe is nothing, other than the probe of the campaign funding of the Peoples Democratic Party, PDP, which is just being sensationalized by the APC government.

“It is on record that despite the difficulties that the Jonathan administration faced in procuring arms from some western nations over alleged human rights issues, he still managed to source sizable quantities of platforms, weapons, bullets and other ammunition for the Nigerian Army, Navy and Air Force, which were used to tackle insurgency to a near end before the end of his administration.”

“There is no doubt that the purchase of massive arms and ammunition in the last one year of the Jonathan government made it possible for the military to root out Boko Haram terrorists from all parts of Yobe and Adamawa States, leaving only about three local government areas in Borno State, partially under the control of the insurgents, as at May 2015,” the statement further said.

The group, therefore, challenged the Buhari’s administration to deny the fact that the Nigerian military was still using the arms and ammunition procured by Jonathan to fight in those problem areas, insisting that Buhari’s government has not bought any new arms till date.

It added, “Finally, the CDD, wishes to remind President Buhari and the APC, that elections are over and less focus should be placed on Dr. Jonathan or his party, PDP. Our economy is sliding towards a recession and several uncertainties are already trailing our National polity, as it is time for the APC government to face the business of governance and stop the blame game.”

Hostilities and sporadic shootings have allegedly resumed in the creeks following more attacks on oil facilities by youths believed to be loyalists of the ex-militant Chief Government Ekpemupolo (alias Tompolo).

While the attacks accompanied with sporadic shootings in Gbaramatu Kingdom lasted, the entire Ijaw speaking communities in Delta State are under siege by thousands of military men.

In Gbaramatu the fierce looking military men heavily armed are seen brandishing their guns, while residents have allegedly deserted their homes for fear of the unknown.

However, the state commissioner of police, Mr. Alkale Baba Usman has assured the people of safety, saying that the police and the military were on top of the situation, but the fleeing residents have appealed to President Muhammadu Buhari to prevail on the military men not to kill innocent persons.

The latest attacks could spread to Bayelsa State and other states of the region within days, if steps are not taken to stop the sinister plans of the angry Ijaw youths.

The joint media campaign centre co-coordinator of the JIF, Col. Isa Ado had told journalists in Warri, that the situation was becoming precarious hence more military men were deployed to Gbaramatu kingdom to ensure law and order.

Security sources have insisted that Tompolo and his nephew were directly in control of the operation along with his close allies and other supporters who allegedly led the destruction of oil facilities in Warri North local government area of the state on Thursday.

Investigation revealed that dozens of ex-militants have returned to creeks in Warri in what is believed to be preparation for more onslaughts on oil facilities, security operatives and communities.

Residents of Gbarmatu Kingdom who spoke to our correspondent said there has been heavy shootings inside the creeks.

Reports said that oil and gas pipelines in the creeks of Gbaramutu and Ugborodo areas of Warri, South West and those in Egbema north local government area were struck in the early hours of Sunday, leaving confusion and fear in the entire Ijaw communities.

Sources told LEADERSHIP that the ex-militants parade weapons more in number and sophistication than those used in previous crisis.

A source familiar with the terrain said: “Boats are not moving as they used to, shootings are in sporadic manners, the ex-militants were seen dressed in war attires, they are giving directives to their members and supporters but the soldiers are prepared to deal with them”.

Meanwhile the gas pipeline which runs from Alero Creeks to Escravos have been destroyed in the latest attacks, while several crude lines were sabotaged with Makaraba, Otunana Cilton-Nana, Abiteye and Diabi flow stations bombed by the militants.

It has been alleged that the crisis was apparently in reaction to last Thursday’s order by a Federal High Court for the arrest of Tompolo in connection with an alleged N34billion fraud.



… Tompolo Write PMB Over Bombing Of Oil Facilities

The most wanted ex-militant leader in the Niger Delta region, High Chief Government Ekpemupolo popularly known as Tompolo yesterday sent a protest letter to President Muhammadu Buhari over alleged plot by some members of the rulling All Progressives Congress (APC) from Bayelsa and Delta states to frame him and present him as the sponsor of the bomb attacks against oil facilities in the region.

TompoloAccording to Tompolo, though he has repeatedly denied involvement in the alleged case of N13billion land deal fraud and bombing of oil facilities leveled against him, the investigation by him showed that the desperate plot to hang him is allegedly being hatched by the governorship candidate of the APC in Bayelsa State, a lawyer attached to the Economic and Financial Crime Commission (EFCC) and one of his kinsmen within Delta State.

Tompolo, in the protest letter made available to newsmen yesterday in Yenagoa, alleged that the anger of the governorship candidate of the APC in Bayelsa State, Chief Timipre Sylva and others involved in the plot are political and personal against his perceived influence in the region.

The letter reads in part: “I want you to beware of some of your party members in Bayelsa and Delta states.I wish to inform you that it has come to my knowledge that the leader of your party and governorship candidate of the All Progressives Congress, APC in Bayelsa and a few young men from Warri South West LGA of Delta State who joined the party from the Peoples Democratic Party,PDP,after the 2015 presidential election are hell bent on linking me to the renewed vandalisation of oil facilities in the Niger Delta region,whereas they are the ones carrying out the act to smear my name.

“They are doing this in connivance with the Economic and Financial Crime Commission, EFCC lawyer,who is also a member of your party, is at the forefront of prosecuting me because I refused to buy property from him.

The crux of this letter is to let you know them that,they are dubious, mischievious, desperate,pretentious, manipulative and corrupt,therefore do not share the same vision and mission with you,as well as do not believe in good governance.

“ I will briefly tell you some of their antecedents in this letter.The leader of your party in Bayelsa State approached me shortly after my meeting with you in Abuja,that I should accompany him to meet you and plead for him to be appointed as Special Adviser, SA and Chairman of the Presidential Amnesty programme committee,which I refused to do because of his antecedents, as not a reliable and trustworthy person.

“ It was thereafter he forced his way into the governorship election of the state,which almost tear the state apart with violence,beginning with the party primary in which he demonstrated a high level of desperation as was recounted by the chairman of the committee and governor of Edo State,Comrade Adams Oshiomhole.”

In another development, the Okpala-Uku of Umusadege, Utagba-Uno, Ndokwa West local government area of Delta State, Ogbu-Ewu Egbononwu Ojugbeli has raised the alarm over threat to peace in his domain and postponed the annual general meeting of the community.

According to the Okpala-Uku, as a result of the imminent and confirmed threat, the annual general meeting of the community scheduled for Monday, 18th January, 2016(tomorrow) has been postponed.

The Okpala-Uku who also wrote a save our soul letter to the Commissioner of Police, Delta State Command said the cancellation of the annual general meeting was unavoidable in the interest of peace in the community.

“There is a plot to cause trouble in the community during the annual general meeting and I cannot fold my hands and allow such to happen.Our governor, Dr Ifeanyi Okowa should use his good offices to intervene, all security agencies, especially, the police should take note of this development,” the Okpala-Uku said, adding, “crisis of any kind can only take us back, we have a new government in the state, we want a peaceful state, a peaceful community.”

In a letter to the police, the Okpala-Uku said, “I, Egbononwu Ojugbeli, the Okpala-Uku (traditional ruler) of Umusadege community, Utagba-Uno, hereby, write to notify you of the postponement of Umusadege annual general meeting earlier scheduled for January 18, 2016 in my palace owing to an imminent threat to peace and security. I most sincerely implore the Commissioner of Police, Delta State Command to deploy policemen to Umusadege, Utagba-Uno on Monday, the 18th of January, 2016 to enforce this cancellation and help maintain peace and order in my community.”

He added, “I sincerely appeal to all the Ikpalas and other interests with contrary or divergent views to religiously respect the culture and tradition of our people by hearkening to the voice of wisdom and reason by keeping the peace and remain law abiding.”

There are strong indications that the Defence Headquarters will this week set up a panel on its officers who are being investigated by the Economic and Financial Crimes Commission over alleged fraudulent arms purchase.

the affected serving officers would face the military panel, which the Defence Headquarters might constitute this week.President Muhammadu Buhari had on Friday ordered the EFCC to investigate 17 serving and retired military officers, including the past Chief of Defence Staff, Air Chief Marshal Alex Badeh (retd.); a former Chief of Air Staff, Air Marshal Dikko Umar (retd.) (2010 -2012) and the immediate past Chief of Air Staff, Air Marshal Adesola Amosu (retd.), in alleged fraudulent arms purchases between 2007 and 2015.

The 11 serving officers that will be investigated by the EFCC, who will also face the military panel, include Air Marshal A.M. Mamu (Chief of Administration, Nigeria Air Force); AVM Oguntoyinbo (former Director of Production, Defence Headquarters); AVM T. Omenyi (Managing Director, NAF Holdings); and AVM J.B. Adigun (former Chief of Accounts and Budget).

Others are AVM R. A. Ojuawo (Air Force Tactical Air Command, Markudi); AVM J.A. Kayode-Beckley (Director, Armament Research in Air Force Research and Development Centre); Air Cdre. A.O. Ogunjobi; Air Cdre G.M.D. Gwani; Air Cdre A.Y. Lassa; Col. N. Ashinze (Special Assistant to the former NSA, Dasukiwink and Air Cdr. S.O.Makinde.

An Air Vice Marshal is an equivalent of a Major-General in the Army, while an Air Commodore is on the same level with a Brigadier-General.

It will be recalled that Buhari had last year set up a committee to audit the purchase of defence equipment between 2007 and 2015.

The committee, in its report, said that it discovered that N643bn and $2.1bn were received for defence procurement between 2007 and 2015 by Defence Headquarters and the military services.

Based on the N197-to-the-dollar official exchange rate of the Central Bank of Nigeria, the sum of $2.1bn translates into a total of N413.7bn.

The $2.1bn (N413.7bn) when added to the N643bn, gives a total sum of N1.067tn that was received for defence procurements by the Defence Headquarters between 2007 and 2015.

It stated that N29bn and $2bn were expended on procurement by the Nigerian Air Force during the period.

A senior military officer, who spoke to SUNDAY PUNCH on condition of anonymity on Saturday, said the defence authorities had started a process of setting up a military panel that would also investigate the arms procurement scandal.

The senior military source explained that the affected senior officers of the armed forces would face the administrative process of facing a military panel or be relieved of their command positions.

The source said, “There are standard administrative procedures for doing things in the military when issues like this come up.

“The indicted officers are either relieved of their positions or they are summoned to appear before a panel which would make recommendations.”

The source, who could not speak on record because he was not authorised to speak on the issue, said the panel might be constituted this week.

The Acting Director, Defence Information, Brig.-Gen. Rabe Abubakar, also said the military authorities would not shield any personnel indicted in the ongoing probe from investigation.

He said the armed forces were totally committed to the President’s campaign against corruption because of the inimical effects of the scourge against national developments.

Abubakar said this while speaking with our correspondent on the telephone on Saturday.

He said, “Corruption frustrates development. Whoever is involved in corrupt practices should face the music because corruption has adverse consequences on all sectors of human endeavours. Corruption deprives the citizens from the expected getting benefits from the government.

“Our stance is that we are completely in support of any measure that would stop corruption in the military or in the civil sector. The military would do anything to support the fight against corruption which is a cardinal principle of this government.

“The present leadership of the military abhors corruption.”

Summary of Inaugural speech by His Excellency, President Muhammadu Buhari following his swearing-in as President of the Federal Republic of Nigeria on 29th May, 2015.

Muhammadu Buhari Thanked the Almighty God and Nigerians for their commitment and support in bringing about a truly democratically elected government.

He went on to also thank former president Goodluck Jonathan for his display of statesmanship stating that he has set a standard of political conduct in the country.

He also extended thanks to other Nigerians who did not vote for him saying “they have contributed to make our democratic culture truly competitive, strong and definitive.”

Buhari reaffirmed his independence “I belong to everybody and I belong to nobody.”


Buhari described rumours that he will seek vendetta against political opponents as groundless saying “the past is prologue.”

He reaffirms Nigeria’s commitment to play the leadership role Africa expects of it and reassures the international community of Nigeria’s willingness to fight cross-border terrorism.

He specially thanked the governments and people of Cameroon, Chad and Niger for committing their armed forces to fight Boko Haram in Nigeria.

The president praised founding fathers (naming several of them) for uniting in the establishment of a viable and progressive country but he lampooned their successors (who were visibly present at the inauguration) saying they behaved like spoilt children breaking everything and bringing disorder to the house.

Buhari promised not to encroach on the duties and functions of the Legislative and Judicial arms of government and promised to rebuild and reform the public service.

Promises to respect the limits imposed by the constitution in interfering with other tiers of government but says Federal Government will not fold its arms and close its eyes to what is going on in the states and local governments especially on the issue of the Local Government Joint Account.

He reassures his government’s intention to cooperate with labour unions, organized private sector, the press and civil society organizations.

Aside depleted foreign reserves, falling oil prices, leakages and debts, the president highlights the country’s major challenges; Boko Haram, the Niger Delta situation, the power shortages and unemployment. He described Boko Haram as the most immediate.

He said The Military command centre will be relocated to Maiduguri and remain until Boko Haram is completely subdued. He promised that his Government will do all it can to rescue the Chibok girls alive.

He said past efforts in fight against Boko Haram, a group he described as a mindless and godless, as bungling, negligent and complacent. He also promised to overhaul the rules of engagement by the military to avoid human rights violations in operations.

The amnesty programme in the Niger Delta is due to end in December, but the Government intends to invest heavily in the projects.

He said $20b invested in the power sector since 1999 has only brought darkness, frustration, misery, and resignation among Nigerians. He promised to identify the quickest, safest and most cost-effective way to bring light and relief to Nigerians.

He said unemployment will be tackled through revival of agriculture, solid minerals mining as well as credits to small and medium size businesses to kick – start these enterprises. He also promised to revive Nigeria’s railways, roads and general infrastructure.

He reassured Nigerians that he will take advantage of the goodwill and high-expectations currently enjoyed by the newly elected government.

He finally ended the speech with a passage in Shakespeare’s Julius Ceasar

Benue State civil servants have vowed to ‘disgrace’ the outgoing governor, Gabriel Suswam on Friday, by storming IBB Square, the venue of the handover ceremony, with live pigs in mockery of the governor for refusing to pay them their five months salaries.
