The Federal Government may consider all kinds of solutions, including political ones, in order to resolve the crisis surrounding separatist agitations in Nigeria.

The Attorney-General of the Federation and Minister of Justice, Abubakar Malami (SAN), gave the indication on Wednesday in an interview with journalists in Abuja on the pardon granted to Boko Haram insurgents while leaders of other separatist movements are facing prosecution.

The minister also spoke on other issues, including the current controversy between the Federal Government and the Nigerian Governors Forum over the Paris Club Refund, international arbitration involving Nigeria and Process and Industrial Development Company and Sunrise Power Transmission Company of Nigeria Limited and the Mambila Power Projects.

When journalists sought to know whether the Federal Government was not disposed to a political solution to the separatist agitations of the leader of Indigenous People of Biafra, Nnamdi Kanu; and Yoruba nationalist, Chief Sunday Adeyemo, also known as Igboho, Malami said although such consideration was not yet on the table, the government would not mind taking a shot at it.

“As far as the security situation is concerned and as far as governance and this administration is concerned, you cannot rule out all possibilities. But then, there has to be an approach for government to consider,” he said.

The minister, however, said he cannot be pre-emptive at this stage by stating clearly that reconciliation was being considered without an approach being made.

He said, “We will look into it (approach) for the purpose of looking at its weight, the authenticity of it, the good faith associated with it and then bring about the considerable factors relating to the negotiations or otherwise.

So, it is not a conclusion that one can outrightly make without juxtaposing associated facts relating to the reconciliation; there has to be an approach and then a counter consideration.”

Speaking on the payment of $418 million consultancy fees to contractors who allegedly helped the 36 state governments to recover excess deductions from the Federation Account during the payment of the Paris Club loans, Malami berated the governors for “approbating and reprobating at the same time.”

He explained that the governors cannot come to deny liability in 2021, having consented to it and made several payments.

While arguing that the Federal Government was obligated to obey court orders, he said the current litigation by governors over the payment of consultancy services fees was belated.

The minister said, “I have told you earlier that the judgment in contention was a 2013 judgment and it was a consent judgment in which ALGON and governors forum consented to a judgment.

So what judgment are you talking about in 2021 against the background of the fact that they consented to the judgment in 2013, against the background of the fact they have been effecting payment as far back as 2013, against the background of the fact that they have written in there right, under their respective hands, committing to the payment of this consultancy fee we are talking about?

“So, I think it is logical for all to see that they were indeed, submissive and they were indeed in agreement, and they have indeed conceded and consented to a judgment that created the liability they are now complaining about.

They have probated at a point in 2013 by way of submitting to judgment and then effecting payment over time. And in fact, among the claims relating to Paris Club that has been presented before the Federal Government over time is a component relating to consultancy fees.

“So, what they are doing is as good as approbating and reprobating at the same time conceding in 2013, and objecting 2021”.

Malami denied any relationship with the contractors or having any personal interest, saying his duty was to protect the Federal Government from unnecessary liabilities.

According to him, since the Federal Government was made a party to the suit, there is the possibility that the assets of the Federal Government can be seized to pay the debt.

Malami said, “So as far as the payment is concerned, the Office of the Attorney-General is not in any way involved. But the fact remains that judgments are meant to be enforced and then you are not expected to be speculative as far as the enforcement are concerned.”

President Muhammadu Buhari has attributed the partial closure of Nigeria’s border with Benin Republic to the massive smuggling activities, especially of rice, taking place on that corridor.

He said the limited closure of the country’s western border was to allow Nigeria’s security forces develop a strategy on how to stem the dangerous trend and its wider ramifications.

The exercise, code-named ‘Ex-Swift Response’ was being jointly conducted by the customs, immigration, police and military personnel and coordinated by the Office of the National Security Adviser.

The Nigerian leader gave the reason during an audience granted his Beninois counterpart, Patrice Talon, on the margins of the Seventh Tokyo International Conference for African Development (TICAD7), in Yokohama, Japan, yesterday.

Mr Femi Adesina, the president’s spokesman in a statement in Abuja said President Buhari expressed great concern over the smuggling of rice.

The president said the activities of the smugglers threatened the self-sufficiency already attained due to his administration’s agricultural policies.

“Now that our people in the rural areas are going back to their farms, and the country has saved huge sums of money which would otherwise have been expended on importing rice using our scarce foreign reserves.

“We cannot allow smuggling of the product at such alarming proportions to continue,” he said.

The president said the limited closure of the country’s western border was to allow Nigeria’s security forces develop a strategy on how to stem the dangerous trend and its wider ramifications.

Responding to the concerns raised by President Talon on the magnitude of suffering caused by the closure, President Buhari said he had taken note and would reconsider reopening in the not too distant future.

He, however, disclosed that a meeting with his counterparts from Benin and Niger Republics would soon be called to determine strict and comprehensive measures to curtail the level of smuggling across their borders.

Earlier, President Talon had said he called on the Nigerian President as a result of the severe impact the closure of the Nigerian border was having on his people.

Air Vice-Marshall Mohammed Maisaka(retd), Proprietor and MD of MSK Hospital Rigasa, has been killed by bandits in Kaduna State.

He was shot dead a few hours ago at his residence at Makarfi Road, Rigasa Kaduna.

The police in Kaduna State have commenced investigation into the murder of AVM Maisaka and his grandson.

The police called on members of the public to avail it with useful and timely information that could lead to the arrest of the killers.

Maisaka, who operated a private hospital in Kaduna, was killed by gunmen at his residence in Ragasi, Igabi Local Government Area of Kaduna.

Speaking to journalists, the Police Public Relations Officer, PPRO, of Kaduna Command, ASP Muhammad Jalige, confirmed the killing, saying the deceased’s gateman was also injured in the incident.

He said: “The incident occurred in the early hours of Tuesday. Maisaka’s gateman sustained injuries from the attack.

When the information was received, the Commissioner of Police, Mudassiru Abdullah, directed the Divisional Police Officer and the Area Commander to the scene.

“The corpse has been evacuated to the hospital and the gateman has also been rushed to the hospital for treatment.

Details of the incident would be made available soon,” he said.

Meanwhile, there was calm at the scene of the incident, but some people were seen in groups nearby, discussing the development.

Former Governor of Sokoto state, Alhaji Attahiru Bafarawa, has challenged President Buhari to be more proactive on the issue of insecurity, which he said has turned the Northwest zone into an area of deep calamity.

He spoke in an interview with the BBC Hausa service monitored in Kaduna.

His words: “This insecurity is a catastrophe that has befallen us. The situation in Sokoto and Zamfara states can only be described by those who have been there.”

The sad thing is that we all know that the security of the nation is in the hands of the Federal Government. Those people telling President Muhammadu Buhari that everything is ok, or are they telling him things are not ok? If they are telling him things are going on fine, they have cheated him and have cheated us too.”

“Allah knows that we are in a serous calamity in our zone.

Today, I traveled home and came back, I am an eyewitness, not that somebody told me. Our people are harvesting millet in abundance, we’ve gotten millet and rice, but people cannot convey the farm produce home. Whoever went to the farm to convey the crops home, will not come back alive.”

“Whoever goes to bring his rice back home, will not return alive. Furthermore, people are in a form of incarceration, like in Zamfara. A debilitating catastrophe, a situation that phones cannot work, markets are shut and there is no palliative for the poor to cushion the effect, to get food to eat.”

When reminded that some listeners would conclude that his assertions could be influenced by politics, he said, “my call here is that we should put politics aside. This is a situation that affects me, it affects the President and he is the one that will be answerable to Allah.”

“Allah will ask him questions, he the President) should constitute a special team to visit Barafawa and Shinkafi on a fact finding mission. Or they should go to the villages around Shinkafi, or Sabon Birni or Goronyo. All these places in the senatorial zone are in deep calamity.”

Responding to a question that Zamfara State Government was assisting its people with food, the former governor said he doesn’t know.

According to him, even if I am not a Zamfara indigene, I have rights in Zamfara as a citizen of the country and as an immediate neighbor. The distance between our home town, Bafarawa and Zamfara is not more that 8 to 9 km. I’ve not seen any food that was delivered to my immediate neighbor, Shinkafi.”

This talk that they have giving food, who took the food there, where are those who were given the food?”

“Besides this talk about food, why can’t you be given the freedom to bring back home the ones you cultivate? You already have, you just need the freedom and safety to bring the farm produce home. The one they are claiming is distributing the food, where is he?”

“Where is the Governor? Such things, if you give a directive, it behoves on you to monitor compliance. He should make sure shutting of telecoms is effective or not, closing markets is working or not. You should ensure there is due diligence.”

“This catastrophic situation that we found ourselves in the country, the President should come out of the Villa, put on uniform and form a committee including me to visit Zamfara for an on the spot assessment. And all that I’ve mentioned on radio, I will go and show them,” he said.
