Your attached list supported what I said earlier, the only defunct agency amongst the 3 that has staff delineated between Commission and Authority is the defunct DPR. All staff of defunct PPPRA and PEF automatically become staff of the Authority. Aminu Said was from PEF, and he automatically becomes a staff of the Authority. Thank you

PEF no longer exists as an organisation. It has been merged and it’s staff have been split between the Commission (Upstream) and the Authority (Midstream and Downstream)

You are right on the part that PEF is now defunct but not splitted between NUPRC(Commission) and NMDPRA(Authority). It was merged with defunct PPPRA and Downstream part of Defunct DPR to form The Authority.
