The Lagos State government has denied involvement in the demolition of Sabo market in Itoikin area of Ikorodu carried out on Thursday night by unscrupulous and desperate developers acting in connivance with Local government and Court officials.

A statement issued on Friday by the Commissioner for Information and Strategy, Mr. Steve Ayorinde, stated that the state government did not demolish the market and would not demolish any market or property in the State without following due process.

The statement noted further that the state government’s preliminary investigation revealed that the market was demolished by some private developers, in connivance with some local government and Court staff just as it happened recently at Berger Retail Market.It explained that market administration is under the control of local governments and wondered why the State Government is being blamed for the demolition of the Sabo market.

However, to forestall similar occurrence, the statement said the government would henceforth beam its searchlight on markets in the State and their management so that the interest of hard working traders would be protected.“The current administration in the State is committed to the socio-economic empowerment of the people and has formulated policies and taken measures that would guarantee their economic well-being.”

“It would therefore not fold its arms and watch desperate individuals or groups deny hard working people in the State their means of livelihood,” Ayorinde said.The statement reiterated the commitment of the government to protect the right of every citizen and warned against further acts of connivance between developers and local government or court staff.

KADUNA State Governor Nasir El-Rufai was under fire yesterday for denigrating the contributions of Asiwaju Bola Ahmed Tinubu and his Southwest base to the victory of the All Progressives Congress (APC) in the 2015 elections.

The Chairman of the Senate Committee on Local and Foreign Debts, Senator Shehu Sani, took a swipe at El-Rufai, describing the governor’s remarks on the APC stalwart as the height of ingratitude.

In a statement made available to The Nation, Sani, representing the Kaduna Central Senatorial District, said the contributions of the former Lagos State governor and the Southwest to the victory of the APC in the last general elections, was unparallel, contrary to El-Rufai’s claim.

According to him, without Tinubu, the victory over the then ruling Peoples Democratic Party (PDP) would have remained a mere dream.

Describing Tinubu as the “lungs of the APC while President Buhari is the heart’, the senator said it was unfortunate that “el-Rufai, who smiles with Tinubu during the daylight, stings him at night”.

The statement reads: “The memo written by Kaduna Governor which tends to belittle the contribution of Asiwaju Bola Ahmed Tinubu and the Southwest is sad and unfortunate. It is perfidious and the height of ingratitude.

“We must accept the stalk truth that without Asiwaju Ahmed Bola Tinubu and the principled position of the south West, dislodging Goodluck Jonathan and the then ruling PDP could have still remained a pipe dream, a hollow hope or a political mirage. El-Rufai defecated on a broom that is supposed to clean the littered floor of the nation.

“President Buhari is the heart of APC and Asiwaju is the lungs. Tinubu’s contribution to the success of the party is unequal. El-Rufai smiles with Tinubu in broad daylight and stings him at night. He hugs Tinubu with a chest of hooks and shakes him with toxic palms.

“Asiwaju Bola Ahmed Tinubu is a man who built a castle for others to live and asked to appreciate the gift of a room in the boys’ quarters. Those who rubbished a hunter who borrowed them his arrow to disable an antelope will someday come back for same arrow to disable a lion.

“Tinubu honoured many official invitations to Kaduna, unknowingly; he was back-stabbed with an acidic memo. Tinubu has a history of being betrayed and has a history of overcoming betrayal.

“The future of the APC is with Buhari and the Southwest. Without Buhari and the Southwest, the change train will derail and end in smithereens like the fate of Yoguslavia or Soviet Union.

“President Buhari should be watchful of those who prey behind him and pray before him. Tinubu is an indispensable major component of change. My knowledge of Tinubu dates back to the NADECO days when we were in the trenches during the struggle against military dictatorship.

“El-Rufai should publicly apologise to Tinubu and the Southwest for degrading their contribution to the liberation of Nigeria. To insult a man publicly and apologise to him privately is eat your cake and have it. Those heavily drinking from the liquor of power should know that they will later or lately have to drive back home.”

Report reaching us revealed that a High Court of the FCT trying Justice AFA Ademola, his wife, former Lagos State Head of Service and a Senior Advocate of Nigeria, Joe Ago, for corruption and money laundering allegations has so far dismissed 14 of the charges. Ruling is still in progress. The Ruling is on the no case submission of the counsel of the defendants.
It would be recalled that operatives of the Department of State Services raided the official residence of some justices including two supreme court justice on 8th October, 2016. In the process, millions of naira and foreign currency were recovered. It is pertinent to state that the arrest of the judicial officers generated mixed reaction then. Details to come later

A High Court of the Federal Capital Territory in Maitama, Abuja, on Wednesday dismissed all the 18 counts, including gratification charges preferred against Justice Adeniyi Ademola of the Federal High Court, his wife Olubowale, and a Senior Advocate of Nigeria, Mr. Joe Agi.

Justice Jude Okeke discharged the three defendants in a ruling upholding the respective no-case submissions filed by the defendants.

Justice Okeke ruled on Wednesday that the prosecution was unable to make out a prima facie case with respect to any of the 18 counts on concluding its case with 19 witnesses and exhibits A to ZZZ to warrant calling on the defendants to enter their defence.

Justice Okeke in his final comments noted that the case of the prosecution was built on strong suspicion and speculation fueled by the feeling of fight against corruption which no reasonable court could base any conviction on.

The court held that it would amount to asking the defendants to prove their innocence contrary to the provision of ‎the Constitution which required the prosecution to prove their guilt.

Justice Okeke held that the prosecution was unable to make out a prima facie case showing that the sum of N30m paid by Agi into Olubowale’s bank account in three tranches of N10m each between March 11 and 26, 2015, was gratification meant to influence Justice Ademola in his official functions.

Justice Okeke held that the prosecution was unable to show any contrary evidence to the claim by the defendants that the sum of N30m was not a gift passed from two mutual friends of Justice Ademola and Agi by the SAN to Olubowale in support of the Ademolas for the wedding of their daughters held in April 2015.

The court ruled that the charges also failed to disclose which of the particular official functions of Justice Ademola – whether the judicial functions done in open court, administrative functions or prison – the N30m was meant to influence.

He also ruled that the evidence of the 16th prosecution witness, an officer of the Department of State Service, Mr. Babatunde Adepoju, who investigated the case, admitting that he could not link the gift of N30m to any case Agi was having before Justice Ademola was fatal to the case of the prosecution.

Enoch Adejare Adeboye, a pastor and general overseer of the Redeemed Christian Church of God (RCCG), only relinquished his position as head of the Nigeria church but will remain RCCG’s worldwide overseer, the church has clarified.

According to a statement signed by Leke Adeboye, the clergyman’s last son and personal assistant, the announcement of a new Nigeria overseer was made in compliance with the new legal requirements set up by the Financial Regulations Council for all registered churches, mosques, and CSOs, which stipulate that heads of non-profit organisations like churches now have a maximum period of 20 years to lead their organisations while in retirement.

Such heads are also not permitted to hand over to their families.

Leke Adeboye reiterated that Funsho Odesola, a pastor, will now serve as the new church secretary, Joseph Adeyokunu, another pastor, is the new church treasurer.‎

He advised all members of RCCG to “understand this new structure and go about their service to God and humanity in holiness and soul winning”.

“We appeal to members to educate people around them and not spread inaccurate information, as Pastor E.A Adeboye remains the General Overseer of RCCG Worldwide.”

The Financial Reporting Council of Nigeria (FRCN) had on Monday 17 October 2016 issued the Unified National Codes of Corporate Governance for private sector, not-for-profit organisations and the public sector. According to the FRCN, the Codes were introduced in accordance with Section 50 of the FRC Act, 2011, which requires the Directorate of Corporate Governance of the FRCN to develop principles and practices of Corporate Governance applicable in Nigeria.

Key areas that will be impacted by the Codes include the structure, composition and function of the board or equivalent body; risk management and audit; auditor rotation and joint audits. The Codes also require preparation of financial statements by not-for-profit entities including religious organisations.

The effective date of the Codes for private sector and not-for-profit organisations is 17 October 2016. For the public sector, the Codes will not be applicable until an Executive Directive has been secured from the Federal Government of Nigeria.

For the private sector, the Codes are mandatory and applicable to entities that render operational returns rather than just financial returns to designated regulators. In the case of not-for-profit organisations, they are required to 'comply or justify non compliance".

The private sector codes have generated mixed reactions from business circles especially those among those in the senior cadres of organisation.

They have been troubled by the provisions of sections 5, 6, 8, 14 and 19 of the new codes, which they argued will make some of them jobless.

Section 5 deals with board structure and composition while section 6 talks about the officers on the board.
Section 8 is about board committees, Section 14 dwells on tenure and re-election of directors of companies and section 19 talks about joint external auditors.

For the codes Non-Profit organisation, religious bodies and others in that category are now to prepare accounts for their businesses and submit to government agencies.

There are bold hints that the Federal Government will soon resume its retrenchment exercise in the agencies under the Aviation Ministry.


The Minister of State for Aviation, Senator Hadi Sirika, disclosed this on Saturday night during his second Aviation Stakeholders’ Forum in Lagos.

Mr. Sirika explained that there are at least 88 General Managers on Grade Level 17 in the three agencies in the sector, saying that the number is more than what is required.

The agencies to be affected by another round of “proper placement and sack,” according to him, are the Federal Airports Authority of Nigeria (FAAN), Nigerian Airspace Management Agency (NAMA) and Nigerian Civil Aviation Authority (NCAA).

He assured that the government will continue to weed out unrequired personnel in the system, stressing that President Muhammadu Buhari has already given his approval for proper restructuring to take place in all the agencies.

“In all, we have 88 General Managers in these agencies. Most of them are not required and were just given portfolios. As I’m talking to you now, we have approval for proper restructuring in the agencies. We have started with FAAN. Very soon, we will get to other agencies in the sector.

“But, we have to do it according to the Acts that set up these agencies so that we don’t run into a problem,” he said

The Federal Government, acting on the recommendations of a committee set up by the Head of Service, had recently sacked and demoted some staff in FAAN.

Though industry unions claimed that some names initially pencilled down for demotion or sack were deliberately removed from the list by influential figures in the agency, the allegation, SaharaReporters learnt, is currently receiving attention from the government.

About two weeks ago, the National Union of Air Transport Employees (NUATE) petitioned Mr. Sirika to continue with the purge in other agencies.

NUATE specifically submitted 29 names from NAMA to Mr. Sirika, which it said were wrongly employed and placed in positions above their qualifications since 2012.

At the forum, Mr. Sirika also insisted that there is no going back on the planned concession of four major airports in the first phase of the exercise.

He described infrastructure at most of the nation’s airports as laughable despite the billions of naira expended on them by the government over the years.

He, however, allayed fears that many of the over 6,000 FAAN staff will be laid off when the airports are eventually concessioned. Rather, he claimed that more staff will be engaged to meet the new standards.

But industry unions, in a meeting with the minister, maintained that their members would be affected by the concession plan and urged the minister to rescind the policy.

A source close to the meeting with the minister said the unions raised several questions on the policy, warning that if the government goes ahead with the plan, they will make the policy inoperable for the concessionaires.

A source also told SaharaReporters that four foreign companies have been pencilled down to take over the running of the airports from FAAN.

But former President of Aviation Roundtable (ART), Captain Dele Ore, argued that there is no way the concessionaires will not sack staff.

"Those who are untrainable or expired would be shown the way out after concession. So, there must be job loss after the exercise. To me, concession of the airports is the way to go. We can’t continue to do things the same way and expect a different result.

“There must be a deliberate policy for Nigerians, who are out of job to be engaged by the system. We need to move on, but we can’t achieve that with our present way of thinking," Mr. Ore said

There is growing disenchantment in the Federal Airports Authority of Nigeria (FAAN) over a recent displacement of some staff members at the insistence of the Federal Government.

Sources close to the agency told SaharaReporters that a committee led by the Head of Service of the Federation had recommended no fewer than 50 personnel to be either demoted or placed in appropriate positions in the agency, but only 29 of them were eventually affected by the rejig.

According to a source, some of the staff penciled down for either demotion or outright sack by the committee were shielded by powerful forces in the agency as well as the Ministry of Transport. Some of them were posted outside the Lagos office of the agency to shield them from being sacked or demoted.

The Winifred Oyo-Ita-led committee on restructuring had recommended proper placement of personnel in all the aviation agencies. Some of the general managers were said not to have requisite qualifications for the sensitive positions they held, while others, including deputy general managers, were said to have left universities less than 12 years ago and could not have gained the experience required for the office they held.

The FAAN source alleged that the committee itself did not follow Civil Service rules in carrying out its exercise, stressing that rather than it looking at work experience, it depended on year of graduation in coming to its recommendations.

The source specifically accused Director of Human Resources, Hajia Salamatu Umar-Eluma, of allegedly shielding some staff members. She was also accused of encouraging manipulation of the quota system by some of her protégées when the quota for their original states had been exhausted, thereby denying indigenes of affected states their employment due.

It was said that one Hillary Omunna, Head of Operations in FAAN on Grade Level 16, who was recommended for outright sack, was demoted by one level to GL 15. Also, the General Manager, Servicom, General Aviation Terminal (GAT), Mrs. Uju Eze, who the committee recommended for demotion to GL 9, was demoted by only one grade to GL 14. She was also accused of backdating her letter to January 2015.

Also, one Miss Ojale, Landside Manager, Lagos Airport, reportedly escaped the demotion exercise. So also the Deputy General Manager, Advert, Mr. Victor Egu. In similar vein, one Ebere Enechukwu was demoted to GL 14 from GL 15, rather than GL 12 as recommended by the Oyo-Ita committee.

The source also cited Njoku Benedict Ibe with staff number 011075, who was allegedly employed without due process in 2013 and placed on GL 13, even though without any work experience.

SaharaReporters learnt that despite the recent purge in FAAN, more personnel are being employed and are placed between GL 10 and GL 14, despite the fact that the management had claimed there was no vacancy in the agency.

It was recently gathered that no fewer than 70 workers were employed in FAAN and posted to several stations, whereas those due for promotion were not promoted due to an alleged paucity of funds.

The source said: “Not much was achieved with the recent improper placement exercise in FAAN. Most of those that were recommended to be sacked or demoted by the committee were not affected by the purge. In order to escape the exercise, some people in the agency ensured that some of them were redeployed to outstations and till date, they are still in the system.

“Meanwhile, there are some senior staff in FAAN who had sat for promotional exams and passed, but were not promoted because the management claimed that it has no fund to give to them. In fact, the management is encouraging them to seek for transfer outside the station, but without monetary attachment. Some of them have agreed to move out of station in order to be promoted.”

Reasons for the rancorous relationship between Justice Adeniyi Ademola of a Federal High Court in Abuja, and the Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami, were revealed on Saturday.
According to some of the documents obtained by SUNDAY PUNCH, the turbulent relationship between the duo started in 2006.
Justice Ademola, who was one of the seven judges arrested by operatives of the Department of State Services on allegations of corruption during simultaneous raids on their homes between October 7 and 8, 2016, stated this in a letter to the National Judicial Council.
Justice Ademola, in his letter dated October 11, 2016 and addressed to the Chief Justice of Nigeria and Chairman of the NJC, Justice Mahmud Mohammed, alleged that the ordeal he faced during the raid on his home and his subsequent arrest was instigated by Malami.
He explained that Malami instigated his arrest to take his pound of flesh after he (the judge) had pressed a case of professional misconduct against the minister while he (the minister) was still practising as a lawyer in Kano.
The judge said he was then a judge of the Federal High Court serving in the Kano Division.
An extract from the letter read, “What is more intriguing in this whole episode is that I see it as revenge from the Attorney General of the Federation, Abubakar Malami. While I was in Kano between 2004 and 2007 as a Federal High Court judge, he was involved in a professional misconduct necessitating his arrest and detention by my order.
“However, with the intervention of the Nigerian Bar Association, Kano branch, the allegation of misconduct was later withdrawn by me.
“Consequently, the National Judicial Council referred Abubakar Malami (SAN) to the Nigerian Bar Association’s Disciplinary Committee.”
Documents obtained by SUNDAY PUNCH revealed how petitions dated October 10, 2006 and December 11, 2006, sent by Malami to the NJC against Justice Ademola allegedly backfired.
The minister was forced to withdraw the petition through a letter dated December 14, 2006, but the NJC considered the withdrawal to be late.
In one of the documents obtained by our correspondent, the minister indicated in a correspondence to the Legal Practitioners Privileges Committee, the body that confers SAN rank on deserving lawyers, how his allegation against the judge had cost him the rank of SAN in 2007.
He subsequently wrote a letter to the LPPC indicating that he had apologised and obtained Justice Ademola’s forgiveness so that the matter would not jeopardise his bid to become a SAN in 2008.
In one of the said petitions against Justice Ademola, Malami was said to have made a claim which he attributed to his client, that the judge had an interest in the proceeds of a case which was the subject matter of a suit the judge was presiding over.
A letter by the NJC dated April 30, 2007, exonerating Justice Ademola, described Malami’s allegation against the judge as unfounded.
Concerned about the “grievous allegations” levelled against the judge, the NJC under the chairmanship of the then Chief Justice of Nigeria, Justice Legbo Kutigi (retd.) referred the matter to the Nigerian Bar Association for “appropriate actions it deems fit in the circumstance.”
The NJC, in the letter signed by its secretary, Mr. Danladi Halilu, and with reference number NJC/A.7/S.2/X/146, stated that it found Justice Ademola’s explanation satisfactory and Malami’s petition baseless.
The letter was addressed to Malami.
The NJC’s letter read in part, “Your letters of 10th and 14th December, 2006, to the Chief Justice of Nigeria and Chairman of the National National Judicial council, respectively, on the above subject matter, were considered by the Council at its last meeting which was held on 14th March, 2007.


“At the end of deliberations, the council found the explanation by Justice F. A Ademola satisfactory and your petition baseless. Consequently, Justice Adeniyi F. A. Ademola had been exonerated from all the allegations contained therein.


“Further, Council noted with concern the unfounded grievous allegations levelled by you against the judge in the petition.
“Therefore, the matter is being referred to the Nigerian Bar Association for its consideration and any appropriate action it deems fit in the circumstance.”
In another letter dated April 30, 2007, signed by Halilu and which was addressed to the Chairman of the Legal Practitioners Disciplinary Committee (also the CJN), the NJC described Malami’s allegation against Justice Ademola as “spurious.”
THE NJC stated, “The Managing Director of Standard Alliance Financial Services Limited, N. Baffa, for whom Abubakar Malami Esq. appeared as counsel in the above-mentioned suit denied knowledge of the content of the petition, which means Abubakar Malami decided on his own to make spurious allegations against the person of the judge.
“From the response of the judge, the client of Abubakar Malami, Nura Baffa, swore to an affidavit in support of the allegation that the trial judge had interest in the proceeds of the fertilizer. Whereas from the documents submitted by the judge due process of law was followed by the court in executing the court orders on the sale of the said fertilizer”
Further correspondences sent by Malami to the then CJN, Justice Kutigi, in his capacity as the Chairman of the Legal Practitioners Privileges Committee, and to Ademola, revealed the minister’s remorse about the development.
Malami wrote the letter to the LPPC, upon realising the potential damage the remarks of the NJC on his conduct could cause his bid to become a SAN.
In a letter dated June 21, 2008, addressed to Ademola, who had then been transferred from Kano Division of the Federal High Court to the Calabar Division, Malami expressed appreciation to the judge for his forgiveness.
When contacted by our correspondent on Saturday, the minister’s Special Adviser on Media and Publicity, Mr. Salihu Isah, said he had no comment to make on the past correspondences between his boss and Justice Ademola as well as other institutions.
But he said Ademola should be more concerned about defending himself over the allegations levelled against him.
Isah said, “I have no comment about the said letters because anybody can come up with any letter. I don’t even see the relevance of the said letters to the situation on ground.
“I think the judge should be more concerned about defending himself against the allegations levelled against him.”

The All Progressives Congress Legal Adviser Dr Muiz Banire (SAN) has clarified the sum of money alleged to have been given by him to a National Industrial Court judge. In a statement made available to Lawyard he said
“Thank you for clarification sought. I have no official relationship with the said judge.”


“I have never appeared before him in any matter and in fact, in my entire professional career. I have only recently, about month ago, appeared at the National Industrial Court for the first time before a different judge.”
“I had never done a case in that court until recently. The particular judge in question is an old friend in the 90’s who only called me up some years back to seek financial assistance due to his mother’s death.”


“Beyond that, I have not seen him in the last almost seventeen years. Up till this moment, I am yet to be invited on the issue by EFCC.
