Download this zip. Extract it and click edl.cmd while in fastboot mode...
If it shows blank screen, congrats, flash your ROM via flashtool. if it reboots,then BL is confirmed locked and test point only option

How do you know ur phone is locked?
If its truly locked, twrp wont work...mi flash tool wont work..only way is test points i think.

Try to flash the fastboot romagain but this time, enter edl mode ...had trouble moving from china to global on mine even with fastboot file till i entered edl mode and flashed with mi flash tool

Just download the latest global developer rom for your device and use mi flash to flash it.

Remember to tick wipe all partitions.

Meanwhile, the page to download the fastboot rom is http://en.miui.com/a-234.html

But it's temporarily down for maintenance. Maybe they are adding the MIUI 10 roms
