The Lagos state House of Assembly at its plenary session on Thursday confirmed the 37 cabinet nominees whose names were forwarded to it by Governor Akinwunmi Ambode for screening.

The confirmation, which took place during Thursday’s plenary, was preceded by the presentation of a report by the 15-man committee set up by the assembly two weeks ago.

The committee, headed by Hon Wasiu Sanni Eshinlokun, was assigned the responsibility of screening the commissioner nominees. While presenting the report on Thursday, Eshinlokun stated that all the nominees were invited by the committee and they submitted copies of their CVs and certificates which were thoroughly verified.

The committee sat for one week from Monday 5 to Friday 9 October, 2015 at the Lateef Jakande Hall within the premises of the Assembly, Eshinlokun said. The Speaker of the House, Hon. Mudashiru Obasa, subsequently ordered the Clerk of the House, Mr Segun Abiru, to send a letter to the Governor indicating that the nominees have been confirmed by the House.
The LAHA again invited the nominees to appear before it on Tuesday 13, October, 2015, where they were required to speak about their background and their experiences with the committee.

At the ministerial screening earlier today ex-Lagos state governor Raji Fashola was asked a direct question regarding the N78million appropriated for the building of personal website. Here was Fashola's response...



While we all agree that award of contract is an Institutional process, FASHOLA refused to tell the Senate that the process is only finalised when the relevant commissioner in charge of the affected ministry append his/her signature as prescribed by Section 30(5) of Lagos State Public procurement Law (2011) which Fashola signed into law... In fact subsection 5 was very clear...

30.— (1)   There is established by this Law in each of the State’s Ministry, Extra-ministerial Office/Department/Agency, Parastatal, Corporation, a Tenders’ Board.

(2)   Subject to the approval of the Board, the Agency shall from time to time prescribe the membership of the Tenders’ Board.

(3)   The Tenders’ Board shall have power to award and be responsible for the procurements of goods, works and services within the benchmark set in the Regulations to this Law.

(4)   In all cases where there is a need for pre-qualifications, the Chairman of the Tenders’ Board shall constitute a technical evaluation subcommittee of the Tenders’ Board charged with the responsibility for the evaluation of bids which shall be made up of professional staff of the procuring entity and the Secretary of the Tenders Board who shall also be the Chairman of the Evaluation subcommittee.

(5)   The decision of the Tenders’ Board shall be communicated to the Commissioner for implementation.

Fashola Indicts Himself:
From the section (SPECIFICALLY subsection 5) it is expressly clear that the Fashola's administration through the affected Commissioner 'okayed' the contract to be awarded at that RIDICULOUS amount. We should also note that Commissioners are not elected but appointed by Governors and they report to Governors. That means the affected Commissioner must have reported the said contract to then Governor Fashola while reporting the activities of his ministry to his boss.

Looking at the defence that Fashola put up and placing it side by side with procedure, two things can be deduced;

1. Fashola was aware of the whole thing but deliberately LIED before the Senate to cover his track. He was fully aware of the deal. The job of the Commissioner is to ensure that contracts by the Tender Board is in the public interest. His/her signature is a testament of endorsement. Fashola as briefed but deliberately refused to revoke nor question the contract. In fact, he was silent about it until Ambode raised alarm. OR

2. Fashola was not aware thereby making him complacent of his duties as governor of Lagos state. If this is true (which is doubtful), then we beg to ask how many more inflated contracts went undetected by the Governor? This second is a statement of incompetence.

Both 1 and 2 are indicting if we look at them from any angle..

The 'I Never Signed Chequ' Holds No Water
The Fashola's 'I never signed cheque' statement is untenable anywhere. No Governor or Presidents signs cheque for the award of contract in Nigeria. There are Accountants that effect payment. What is required of the political officers is to APPROVE contracts for the Accountants to issue cheques. So why should Fashola use that as defence? Let me also remind all that NO Governor or President 'steal' or inflate contracts directly! The process to loot has always been INFLATION of contracts through relevant Commissioners/D-Gs etc.

It is however unfortunate that the Senate FAILED to ask relevant question but instead nod their heads in ignorance. It is very shameful that the same Nigerians that called for the head of Princess Stella Oduah over the N260million vehicle were singing Fashola's praise for the shabby defence that he put up.

But let me start by saying that if you are truly the Barcanista I knew on this forum, then you are more guilty of your first point, cos I heard you changed party because you were promised a post of PA/SA. So with that, it shows you are nt prepared to be a leader as a youth.

The 2nd point also points at you cos your zeal is only demonstrated on social media and not in real life. Have seen youths like Omojuwa, Ogundamisi, MrFixIt, AyeeDee etc. displayed the youthful zeal in real life and I won't be surprised if one or some of them are called up later for an office a youth can lead from.

Why am saying this is that, every one of us here is guilty of the backwardness of youth in leadership position because the system has already cornered us into mere followers. I thought maybe it was the pos machine that had problem, so I tried atm but it told me the same thing (insufficient balance) I was so shocked. How did my whole money disappear. When I got home, I called Wema customer care and told them to send me my full statement of account from August till date, I explained to them my money is disappearing and I don't know how and I know I can find out how only through the statement of account but they told me I have to come to the bank in person to request for it. And am not in Nigeria. I study here in Europe. So , that's not possible, I explained to the customer care girl but she said I should write a letter with my signature and scan it to them , that's the only option apart from coming in person. I wrote the mail and everything and I sent it to them.

That following day my dad called me and I explained everything to him but he said he already sent my house rent to me that day which is 350pounds and additional N30k for feeding, everything all together was N150k . My 3months house rent and feeding allowance

Immediately he told me, I went to the arm machine to withdraw my money before it disappears again. I collected N60k since that's the daily arm limit and decided to get the rest the following day


The following day , Wema bank sent me my weekly screenshot and told me I have 10k left. JESUS CHRIST. My money still remain N90k now, I said to myself. With anger and sadness mixed together, I called Wema again and explained everything to them and told them I even called them 2days ago.

The lady that picked the call said I should calm down because I was so furious and told her Wema bank is stealing my money. She said Wema can't steal my money.

So I told her to start telling me all my transactions from the beginning of September till date. She started telling me everything.

She told me all the money I withdrew by myself and the venue I withdrew It. And I confirmed it but it got to a point she started mentioning some money I didn't withdrew and I told her I didn't collect the money

She told me the person has been withdrawing my money through a mean called GOOGLE MACHINE ZONE

She said she's not sure maybe my card has been compromised. And one thing is , my card is always with me in my purse 24/7 .
She said the only thing they can do now is to block my account and my card so that they can investigate.

I asked that till when but she said they'll contact me whenever they are done..

Please I need y'all help, 244k is not a small money and my 3month house rent is even involved.

What can I do?? What is a Google machine zonehuh Please advise me

…Urges Executive Secretaries To Get Involved In Their Communities

Lagos State Governor, Mr. Akinwunmi Ambode on Monday unveiled plans to commence the reconstruction of two roads in each of the 20 Local Governments and 37 Local Council Development Areas in the State, just as he charged the Executive Secretaries to judiciously ensure that the projects meet international standard.

The Governor spoke at the Lagos House, Ikeja during the monthly meeting with the Executive Secretaries of the 57 Councils to review the progress report in their various communities as well as their challenges.

He said the decision to embark on the road rehabilitation was in line with the reforms at the local government level, noting that the first phase will commence with the reconstruction of 114 roads, two per local government, at the cost of N19billion.

The Governor, who said the execution of the project will be left in the care of the local governments, however tasked the Executive Secretaries to ensure that only the best contractors are engaged to ensure that the prescribed standard is met on all the roads.

“We expect you to create jobs in your communities and get our people employed on these projects”, he said.

Governor Ambode said that the ongoing reforms in the councils are geared towards making them more effective and deliver better service to their communities, saying that the new structure which has become operational will go a long way to reduce cost of governance.

“With this new structure, a lot is expected from you, the Executive Secretaries. You are the face of the government in your communities. Your people must know you and you must know the people”.

“You must have a good knowledge of their challenges and be able to, jointly with them, proffer solutions that the government can implement. You should live with your people. There is no reason why an Executive Secretary of a Local Government should live outside his community”, he said.

He reminded the Executive Secretaries that the performance of the administration will be judged by their performance, urging them to improve on sanitation, primary healthcare delivery, primary education, local government roads and community security in their Councils.

He also charged them to utilise the various channels of communication to improve the level of participation between the Community Development Committees (CDCs) Community Development Associations (CDAs), Local Councils, Local Governments and the State Government.

“This chain of communication must be fluid and information should flow either way. You have created websites; we have erected boundary demarcation sign posts and created phone lines for easier access to the Local Governments and Councils. We expect all these to ensure better communication with your communities and for the people to know which Local Governments they reside in”, he said.

The Governor also reiterated his promise to run an inclusive government and return governance to the communities, saying it was the surest way to give the people a stake in governance.
