The Gulf Coast states and the United States Government have reached a tentative settlement with British oil company, BP, to pay about $18.7 billion over 18 years, to compensate for damages from the 2010 Deepwater Horizon oil spill, state officials said Thursday. “This is a landmark settlement,” Gov. Robert Bentley of Alabama said. “It is designed to compensate the state for all the damages, both environmental and economic.” The Associated Press, AP, reported that the settlement covers suits filed by Alabama, Florida, Louisiana, Mississippi and Texas as well as the federal government. Furthermore, if accepted by a federal judge, the settlement would end a year’s long battle between BP and the U.S. Government over Clean Water Act penalties after a judge ruled that BP was grossly negligent in the nearly 134 million gallon spill. BP oil spill The settlement will also resolve the states’ natural resources damage claims and settle economic claims involving states and local governments in Florida, Alabama, Mississippi, Louisiana and Texas, according to an outline filed in a federal court. “If approved by the court, this settlement would be the largest settlement with a single entity in American history; it would help repair the damage done to the Gulf economy, fisheries, wetlands and wildlife; and it would bring lasting benefits to the Gulf region for generations to come,” U.S. Attorney General, Loretta Lynch, said in a statement. Nigerians react, urge FG to strengthen institutions Reacting immediately against the backdrop of numerous oil spill cases in the country, including the infamous Ogoni oil spill, some Nigerians Thursday urged the Federal Government to emulate the United States of America in strengthening institutions, so as to protect the citizenry. Reacting to the judgment, Senator Lee Maeba, a former Senate Committee Chairman on Petroleum, said that it is a wakeup call for the federal government to strengthen our institutions. “Government should strengthen our institutions; this is the key. We don’t have the institutions that can give us the benchmark. The Federal Environmental Protection Agency, FEPA, should not have been scrapped in the first place. It is the equivalent of the FEPA in the United States that calculated the damage that was awarded to BP. “In Nigeria, Shell was billed to pay $1.5 billion for the damage done to the environment in Niger Delta communities. Till now, that money has not been paid. Our justice department is weak in Nigeria. Government should show commitment to the welfare of the people,” he added. Also speaking, Mr. Ledun Mitee, Chairman of the Board of Nigerian Extractive Industries Transparency Initiative, NEITI, argued that communities ravaged by oil spill should be compensated accordingly. He said: “We have always made the point that lives of people are sacred no matter where they are. The system here is appalling and not encouraging. Nigeria should rise to the occasion “It is a sad commentary on our system that people in authority – the courts, the executive and law enforcement agencies are not living up to their responsibilities. “The agencies should be challenged so that those who suffer deprivations should be compensated commensurately because lives of people, whether in the US or Nigeria are the same,” he added. Facts on Deepwater Horizon spill The BP settlement in the US will likely mark the end of major litigation against BP, following the biggest offshore oil spill in U.S. history. When the Deepwater Horizon oil rig exploded in April 2010, it killed 11 people on board and spread miles of black oil across the Gulf Coast before the underwater well was capped a few months later. Online social change activist, dosomething.org, identified 11 major facts surrounding the oil spill, which it posted on its website, as followed: *More than 200 million gallons of crude oil was pumped into the Gulf of Mexico for a total of 87 days, making it the biggest oil spill in U.S. history. *About 6,000 total miles of coastline have been affected, including the coasts of Texas, Louisiana, Mississippi, Alabama, and Florida. * Even though the gushing well was capped in July 2010, oil is still washing up on shores, which might cause long-term damages to people living in the area. * The initial oil rig explosion killed 11 people and injured 17 others. *President Obama announced that his administration would create a $20 billion spill response fund. * Responders used 5.5 million feet of boom, a barrier placed in water, to collect and absorb oil. *Of the 400 miles of Louisiana coast, approximately 125 miles have been polluted by the oil spill. *A method of treating the oil spill is “in-situ burning” or burning oil in a contained area on the surface of the water, which has negative effects on the environment. *Over 8,000 animals (birds, turtles, mammals) were reported dead just 6 months after the spill, including many that were already on the endangered species list. *BP is responsible for close to $40 billion in fines, cleanup costs, and settlements as a result of the oil spill in 2010, with an additional $16 billion due to the Clean Water Act. *Over 30,000 people responded to the spill in the Gulf Coast working to collect oil, clean up beaches, take care of animals and perform various other duties. As of 2012, the Gulf was still polluted with oil. T rends are quick to catch on in Nigeria. Once somebody does a thing and it’s successful or enjoys a favourable response, a lot of people tend to follow suit. It happens in a business environment, religion,even in politics. And the story is not different either in the music industry. Years back, the music business wasn’t as attractive as what it is today. Then, those who were in the indsutry were seen as never-do-well people. This negative perception continued until ‘2face’ emerged on the scene. That was when a lot of people started showing interest in music. The industry started booming, and many abroad based Nigerian musicians started returning home to identify with the new trend. The bandwagon effect. Today, the industry has become an all comers affairs with a lot of young people dropping out of school to pursue a career in music.Those who tried to go to school, have since dumped their certificates and embraced music. But this is not the only bandwagon effect in the Nigerian music scene. There is the baby daddy culture that is becoming a new way of life among the present day musicians. In his report, we take a look at Baby Daddy Syndrome (BDS) as it is associated with male performers in Nigeria. The syndrome is ‘a new culture of impregnating a woman without marrying her before hand. 2FACE IDIBBIA It was almost impossible not to link 2face to many women. The legendary singer who hit the limelight long before many of his contemporaries started upping the ante, is the first known ‘Baby Daddy’ as far as this generation is concerned. The Nigerian National Petroleum Corporation, NNPC, yesterday, stated that the country lost crude oil and other petroleum products valued at N59.597 billion to pipeline vandalism in 2014. The NNPC, in its Annual Statistical Bulletin for 2014 released yesterday, disclosed that pipeline vandalism increased by 4.54 per cent compared to the situation in 2013. The NNPC noted that 355,690 metric tonnes of petroleum products valued at N44.75 billion was lost in the period under review, in addition to 1.08 million barrels of crude oil valued at about N14.847 billion. It said, “A total of 3,732 line breaks was reported on NNPC pipelines out of which 3,700 was as a result of vandalism, while 32 cases were due to system deterioration resulting in a loss of 355.69 thousand metric tonnes of petroleum products worth about N44.75 billion. “Also 1.08 million barrels of crude oil worth about N14.847 billion was lost in the same period. There were 32 cases of fire incidents during the year under review.” Giving a breakdown of crude oil loss, the NNPC stated that the country lost 17,964 barrels of Bonny Light valued at N264.37 million, while 586,776 barrels of Escravos Light valued at N8.636 billion was lost to pipeline vandalism in the period under review. In addition, the activities of the pipeline vandals led to the loss of 341,566 barrels of Ughelli Blend valued at N5.027 billion while 62,499 barrels of Seplat blend valued at N919 million was lost in 2014. In the area of petroleum products loss, pipeline vandalism in the Port Harcourt network, led to the loss 7,460 metric tonnes of petroleum products valued at N958.72 million; Warri lost 14,290 metric tonnes valued at N2.312 billion, while Mosimi lost 332,850 metric tonnes valued at N41.279 billion. Also, the vandalisation of the pipeline network in Kaduna led to the loss of 1,080 metric tonnes valued at N200.39 million. Furthermore, the NNPC disclosed that the country recorded crude oil and condensate production of 798.542 million barrels in 2014, dropping by 0.24 per cent from 2013’s production. This, according to the NNPC, represented an average crude oil output of 2.19 million barrels per day. In the gas sector, the NNPC noted that 28 companies produced 2.524 trillion Standard Cubic Feet (SCF) of natural gas in the period under review. It said, “This shows an increase of 8.56 per cent when compared with 2013 production. Of the quantity produced, 2.233 trillion SCF, representing 88.53 per cent of total production was utilised, while 289.60 billion SCF, representing 11.47 per cent of total production was flared.” In addition, the NNPC stated that the local refineries received a total of 25.839 million barrels (3.492 million metric tonnes) of (dry) crude oil, condensate and slops and processed 23.360 million barrels (3.157 million metric tonnes) into various petroleum products. “The total production output by the refineries was 2.665 million metric tonnes of various petroleum products. The 1st day, he put on the gorilla skin & entered the cage, he started jumping up and down, beat hischest & roared like gorilla.The next day, he put on a gorilla skin & started moving around the zoo again & mistakenly entered another cage and foundhimself staring at a lion.The lion roared & rushed towards him. The scared graduate quickly forgot that he is a gorilla & started shouting like human, "Help! Help!! The United States Secretary of State, John Kerry, on Friday, described President Muhammadu Buhari’s inaugural speech as laying out “a powerful agenda.” Kerry, who gave assurance that the United States would support the new administration to tackle insurgency and the economic challenges bedevilling the country, was accosted by journalists within the venue of the inauguration immediately after the event. He said, “The inauguration is historic and very promising. The President made a very important speech, laid out a very powerful agenda and the United States is prepared to work very closely to help to do and everything we can on the economy, Boko Haram and other issues. The President did a very great job today.” Others who also spoke with our correspondent at the venue of the event on Friday were former Vice-President Atiku Abubakar, an All Progressives Congress chieftain and former National Chairman of the Peoples Democratic Party, Chief Audu Ogbeh; former Anambra State governor, Chimwoke Mbadunuju; and a member of the House of Representatives, Opeyemi Bamidele. They hailed the agenda set out by Buhari in his inaugural speech. Atiku, who described the inauguration as historic, said the President’s inaugural speech was a reflection of the APC manifesto. He said, “It is a very historic day for our democratic process and for Africa. His promises are based on the party’s manifesto and I believe we will all work towards achieving the objectives.” Bamidele said the speech reflected seriousness, focus and “demonstrated the resolve of a man who is determined to really make a difference.” He added, “And going by the antecedent of the Vice-President, I have no doubt that the administration will hit the ground running. Apparently excited by the emergence of Muhammadu Buhari as Nigeria’s new President, United Kingdom has openly declared its readiness to work closely with Nigeria to end its security and economic challenges. To start with, Britain says it is going to spearhead the group of seven developed nations (G-7 nations) to rally necessary support for Buhari to crush insurgency in Nigeria without further delay. British Foreign Secretary, Philip Hammond, announced the new posture of his country towards Nigeria while speaking with Vanguard in Abuja on Friday shortly after attending Buhari’s inauguration as Nigeria’s 5th civilian president. Hammond led British delegation to witness the swearing in of Buhari, who only returned to Nigeria on the eve of his inauguration, where he had gone to rub minds with Prime Minister, David Cameron, at Number 10 Downing Street. Happily BUhari has given us that assurance and we are going to help Nigeria in any way possible to tackle its problems. The foreign secretary announced that with Nigeria/British trade volume peaking at £7 billion per year, Britain was ready to drive more investments into Nigeria to help boost its economy and stabilise the country, using Nigerian businessmen in the UK as the vehicle. Hammond said that Britain was excited about what he called “Buhari’s realistic agenda” to tackle the economic and socio-economic challenges so as to give hope to the masses. Saturday Vanguard learnt that the dispatch of Hammond by David Cameron to attend Buhari’s inauguration marked the beginning of fresh level of cooperation between Nigeria and Britain in recent years. The relationship between the two countries hit the rocks following the alleged refusal by the European nation to sell military hardwares to Nigeria to tackle insurgency on the allegation that Nigerian troops could use them to commit human rights abuses.
