according to inec guideline,no permanent voters card no vote they cancel some polling unit elections because of this over voting.

i worked as ad hoc staff (apo1, i am in charge of bvas) in the just concluded presidential election and two voters came with the old temporary voters card and were both accredited and also cast their vote. so what is the big deal there when bvas already verified them?
