please how do i become an intern to learn in front end development

please i am a final year student of a university here in abeokuta but i reside in ibadan.
My school is planning to send us off with either the incoming NYSC of batch A provided that we were able to meet up or most probably batch A stream 2.
So where i need help is that during the time of my service ,which state would be the best for me to serve my nation because am into web development and design ,though am still a beginner and i would like to serve as an intern in any IT company during this programme as a beginner in web development to gain more knowledge.
Many people suggested lagos as the best place of which i know its the truth but am afraid of lagos because of huge rent payment
please i need your suggestion on what to do and i wouldnt mind if i can get a personal tutor too during my service
