Crime / Opinion Who Will Save Rural Electrification Agency (rea)? by Agebab: 4:49pm On Jan 01
OPINION

WHO WILL SAVE RURAL ELECTRIFICATION AGENCY (REA)?

Report of many frauds Involving Ahmad Salihijo Ahmad at Rural Electrification Agency, REA

In the last four years of Ahmad Salihijo Ahmad's reign as the. Managing Director of Rural Electrification Agency, REA, the latter has suffered several losses, money wise to the light-fingered helmsman.

Salihijo through various underhand means appropriated to himself several monies belonging to REA, and a unit in the agency, Nigeria Electrification Project, NEP.

NEP is known to attract loans from development banks including World Bank and African Development Bank, and under Salihijo's watch to the tune of a billion dollar for power generation to disadvantaged Nigerian communities.

It's no news that electricity has remained elusive in nearly all those places.

What is news is that Salihijo has corruptly enriched himself with those loans by awarding contracts to unqualified cronies' companies and himself.

This claim is exampled by the N200m contract he is on the brink of awarding eN Consulting & Projects, a company he holds significant interest in, the report of which found its way to the media.

That is that. What is equally fraudulent is that SALIHIJO owns 37 bank accounts, all linked to his Biometric Verification Number, two of which are in his mother's name, a Director in National Board For Technical Education.

The said multiple accounts have many discrepancies in the account names and his date of birth, and are simply covers to conceal the proceeds of his corruption. Find enclosed details of those accounts.

What is also criminal is that only two of all those accounts Salihijo claims to have and filled in the Asset Declaration Form he last submitted with the Code of Conduct Bureau.

Crime which is Salihijo’s second nature is also exemplified by a N1.2bn fraud in REA he oversaw between March and June, 2023.

The money was siphoned off REA's accounts in tranches, first, through 8 staff in the agency's account department in a devious scheme involving the Director of Fund, Abubakar Sambo, and his Technical Service counterpart, Engr Barka Sajor.

During the period, various sums were paid into the personal bank accounts of the 8 staff, with the narrations for the payments bordering on project supervisions and others that fall outside the job roles of the temporary recipients.

The staff, namely: Asuni Adejoke Aminat, Musa Karaye, Ogunjobi Folorunsho, Okoli Henrietta, Pada Emmanuel Titus, Shehu Abdullahi Laure, Usman Kwakwa Ahmed, and Yekeen Bola Nurudeen were conduits of Ahmad, Sajor and Sambo through whose bank accounts the monies were laundered.

Proofs of Salihijo being behind the thievery from REA accounts is herewith attached as with print-out of Whatsapp messages he exchanged with Director of Fund in which he gave instructions on disbursement of the N1.2bn loot.

For clarity sake, the personal account of Sambo, the Director of Fund, with Zenith, account number: 2083588954, was in receipt of several payments from the said eight staff.

They also paid into that of their colleague’s, Usman Kwakwa Ahmed with Zenith ( 2083588954) and GTBank (1003477985).

Also found to have hands in the money trail are two persons not in the agency: Adudu Yusuf Mohammed and Dan mama Mohammed. Adudu's account with FCMB( 3221509018) and that of Mohammed's First Bank, also received some of the ill-gotten monies.

Same as that of Mr Olaniyi Netufo, an Executive Director in the organisation.

Mr Olaniyi Netufo actively participated in the fraud under reference by receiving the proceeds of the fraud both in his private account with following details: “Olaniyi Alaba Netufo” Zenith Bank with Account No. 1005738420 totalling a sum of N6,500,000 (Six Million, Five Hundred Thousand Naira) that was paid into his account by Usman Kwakwa Ahmed in tranches; and by proxy, into the First Bank Plc Account No. 2005602719 of NECOL (Nigeria) Ltd, a private limited liability company he maintains a majority shareholding of 40% in, despite his current status as a public officer. Copy of the shareholding of the said company .

In June of the same year, Salihijo also superintended N300m fraud.

The money was siphoned under the guise of a training programme that was not intended to take place until the fraud was exposed by the media.

In spite, the attempt to cover up by doing the training weeks after the scandal, the training contract awarded Braintask Value Resources Limited and Cess Assist Resources Limited is against procurement law on many grounds.

There is no Certificate of No Objection from the Bureau of Public Procurement in respect of the contract, while the contract sums, N139m each to Braintask Value Resources and Cess Assist Resources is beyond the threshold of contract sum the law allows the agency’s leadership to award, which is not more than N9m.

The N139m contract awarded each of the firms is even above what the procurement law permits Parastatal Tender Board(PTB) to award. PTB is only empowered to award contract below N99m and in that case, it is only the Ministerial Tender Board that is qualified to approve those contracts.

For other two recipients: Airan Construction & Supplies, and Tungsten Project Nigeria Limited, they were paid N24.4m and N6.1m respectively by REA for doing nothing.

In addition, both Airan Construction & Supplies, and Tungsten Project Nigeria Limited had no contract award.

It was all an intrigue to clean out all the remaining 2022 allocation in the agency’s coffer in June, 2023.

But for a private company, Donnington Nigeria Limited, who took him to court for alleged money laundering despite petitioned, many agencies and committees of the National Assembly in charge of fighting corruption have
refused to lift a finger against him.

Neither is he facing investigation much less prosecution.

Nairaland / General / CPN Tasks Parents And NGOS To Emphasize The Need To Protect Children by Agebab: 8:03pm On Aug 31, 2022
CPN tasks parents and NGOS to emphasize the need to protect children

Aderonke Oyelakin, the Lagos State Coordinator, Child Protection Network (CPN) has tasked parents and NGOs to emphasize the need to protect children and that the effects of violence in movies and video games, full or partial nudity, vulgar scenes, depiction of criminal behavior, and underage drinking have been inconclusively debated over the years.

Oyelakin said that in Lagos on Tuesday on the sidelines of National Broadcasting Commission tagged *Content Inclusiveness in Digital Era'*

She said that in our society today, our children and youth are being exposed to things beyond their capacity and social media is playing a greater role in the life of young people, more than stories and books. This calls for the need to give proper attention to the idea of censoring content.

So, how much should social media be censored and where does the censorship stop? First, we must understand the reason that we should censor social media amongst other movies inappropriate – to protect the minds, the innocence and purity of our children.

Being a child protector, I and my colleagues have come across several innocent children attracted by social media and movies and are tricked into unsafe situations that have lead to kidnappings, cyberbullying, sex predators,. unhealthy relationships and even death.

Additionally,.some images posted or videos online can negatively affect a child.

But we need to understand clearly what is censorship.
Censorship can be defined as the suppression or deletion of any form of speech or other communicative material that is deemed as harmful, offensive, provocative or unfit for public consumption by a censor.

She said that stakeholders have a responsibility to protect the physical and psychological
well-being of its youngest citizens.

Consequently, she concluded that the costs of censorship in the name of
child protection far outweigh any demonstrable benefits.

Are you aware that children who are exposed to television violence and sexual content, more likely to be fearful of the world around them and/or more aggressive towards others?

Critics of media censorship argue that monitoring children’s television viewing is a personal and parental responsibility, and the government and other regulatory bodies cannot assume that kind of responsibility for them. It is the parents’ obligation to stay informed and to nurture their kids with the appropriate behaviors, not by pushing the responsibilities towards a third party.

As for censoring news and current affairs programs on television, critics of censorship believe that similar to adults, children have the right to be informed about what is happening in the world around them.

Regardless of whether a media censorship is in effect, you, the parents, need to be personally involved with monitoring what your child is watching on television, what video games he or she is playing and what websites they are browsing.

CPN Lagos implore everyone to be aware of the content of all the media their child consumes to make an informed decision about what your child are restricted and/or allowed to view.

Censorship helps give children time to mature in a controlled and safe environment.

“Social media websites can enrich children’s lives, but they can also be hazardous to their mental and physical health” (Hellmich). (Social media sites) “can enhance kids’ creativity and help them develop technical skills.

They can also can lead to cyberbullying, depression, and exposure to inappropriate content” (Hellmich).

Even if the internet can help the children of our society, parents, teachers, and principals need to look at all of the risks and decide whether kids should have unlimited access to everything that is on the internet.

Social media sites can be very risky. Parents and other adults need to create rules and regulations to govern and monitor the usage of the internet and the kind of movies played on television.

With these restrictions, cyberbullying, depression, and the misuse of these sites can be prevented.

She said that CPN was an initiative of UNICEF and has expresses her concerns that we live in a world where our children are vulnerable to different kinds of risks and threats on a daily basis.
Events / Organisation To Provide Guidance For Brands, Services Satisfy Customers by Agebab: 6:14pm On Aug 25, 2022
The Consumers Values Broadcasting Ltd. says it will provide the required guiding light as well as deliver value to make brands, products and services more accountable to customers.

Mr Adedayo Ojo, Chairman, Consumers Values Broadcasting Ld , told the News Agency of Nigeria (NAN) that consumers were already inundated with too much of hype, publicity and promotions from goods and services, some of which were not approved by the regulatory authorities.

Ojo spoke to NAN on the sidelines of the Consumers Values Award in Lagos.

According to him, the situation throws up an opportunity for some guiding light to help navigate through the labyrinth.

“What sets the Consumers Value Awards apart is that consumers make the decision on who wins.

“Therefore, our role as organisers is restricted to facilitating the conversation between products, services, brands and consumers.

“More importantly, we are committed to doing these transparently, ethically and with integrity.

“Our goal at Consumers Value Broadcasting is to ensure that consumers’ rights and priviledges are recognised, prioritised and delivered,” he said.

Ojo said that the Federal Competition and Consumer Protection Act, 2019 (“FCCP Act”) had copious provisions on the rights of the consumer.

He said it included the right to safe and quality goods and services, the right to reject goods, the right to disclosure and more.

“Successful brands deserve to be celebrated and winners emerged in about 25 categories.

“The award rules and guidelines mirror the (consumers) jury’s commitment to ensuring that all details surrounding the award process are transparent and accessible,’’ he said.

NAN reports that the Consumer Value Awards 2022 is the maiden edition with highlight of the event being the Special Recognition Award.

2023 Elections: CISLAC calls on INEC to clear air on ‘manual collation’ rumour

By Abiodun Azi

The Civil Legislative Advocacy Centre (CISLAC) has said that it was seriously worried by the ongoing rumour making across the media.

Through a statement attributed to Festus Okoye, Independent National Electoral Commission (INEC)’s National Commissioner, has stated the results of the general elections in 2023 will be manually collated.

This was contained in a statement signed by the Executive Director of CISLAC,
Auwal Musa (Rafsanjani) on Sunday.

Rafsanjani said that CISLAC recalled that well-meaning Nigerians and Civil Society groups had supported INEC in overcoming hurdles.

"Pushing for the amendment and Presidential assent into the Electoral Act, primarily to integrate the Electronic Voting System in all electoral processes, to enhance electoral integrity, credibility and transparency in the country.

"We at the same time not unaware that some unpatriotic citizens, who constituted themselves as powerful forces would neither support the amendment nor electoral reform.

"As they preyed on the weak Electoral Law and process in securing votes through electoral fraud, vote-buying/trading, multiple voting, vote-forgery, and money laundering.

"CISLAC without hesitation reiterates that it would not sit back and watch a major damage to the Nigerian electoral integrity.

"Or potential violation of sanity and sanctity of the Electoral (Amendment) Act, giving the prospects and values it holds to deliver transparency, credibility and integrity of the electoral process and outcomes.

"We on this note call on INEC to clear air and give accurate position on the rumour to preserve citizens’ confidence, while preventing the looming distrust in the upcoming 2023 general elections" he said.

Rafsanjani said that CISLAC would continue to work with INEC to ensure electoral credibility and integrity in the 2023 elections and beyond.

The Child Protection Network (CPN), a UNICEF Initiative Group, has reiterated its commitment towards ensuring the protection of the African Child’s rights and welfare.

Mrs Aderonke Oyelakin, Lagos State Coordinator of the CPN, also a child right group, made this known on Saturday at an event organised by the NGO to celebrate the 2022 International Day of African Child in Lagos.

The International Day of the African Child celebration comes up on every June 16 to commemorate the children killed during the Soweto uprising in South Africa.

The 2022 International Day of the African Child celebration has as its theme: ”Eliminating Harmful Practices Affecting Children: Progress on Policy and Practice since 2013”.

The CPN Lagos is a consortium of Non- Governmental Organisations (NGOs) that focus on the welfare and protection of children across the 20 local government areas in the state.

Oyelakin said that the Day of the African Child was an opportunity to raise awareness on the ongoing need to improve the access to quality and free education to children in Africa.

“We have not overcome the challenges of right to quality education, even in Lagos State.

“Of the 57 million primary school age children currently out of school around the world, over half are from Sub-Saharan Africa.

“Educating children, lifts them out of poverty. Children are active members of society and they need the support of everybody to achieve their potential, “she said.

She noted that the theme for 2022 created an opportunity to take stock of what had been done with regards to the adoption of policies and practices.

According to her, it is also to reflect on what needs to be done to eliminate harmful practices affecting children in Africa and especially Nigeria.

“Nigerian children still experience harmful practices and so also other children in Africa.

“CPN goal is towards the protection and assistance of children who are at risk and victims of harmful practices in Nigeria.

“We use this day to call on all relevant stakeholders who are working in the area of children’s rights on the continent to reinforce their efforts in addressing the obstacles related to harmful practices affecting children.

“The harmful practices include, amongst other forms of abuse, child marriage, forced marriage, breast flattening, hate crimes, child abuse linked to faith or belief and so-called honour-based abuse, discrimination based on sex, gender abuse, among others, “she said.

In her contribution, Mrs Florence Adewale, a legal practitioner and Coordinator, Flourish Initiative, Empowerment and Advocacy, for the less privilege, said children needed to be taught about the proper ways to exercise their rights when they notice a sign of abuse or molestation.

She urged children to be bold, speak up and report any case to their parents, NGOs, Police or a child rights activists to support them in exercising their rights.
