The Association of Progressive Nigerians has appealed to the Central Bank to withdraw old and tattered naira notes from circulation as the country is battling COVID- 19 pandemic. The group made the appeal in a statement it issued in Lagos on Saturday.

The News Agency of Nigeria (NAN) reports that the statement was jointly signed by Alhaji Mohammed Bello, the group’s president and Mr Oluwole Aina, its general secretary. The group said the appeal became necessary as the continued recirculation of old, tattered naira notes, which had passed several hands, might lead to further spread of the pandemic.

“We hereby appeal to the CBN Governor, Mr Godwin Emefiele, to please withdraw these old and tattered naira notes from circulation as continued recycling of such notes may endanger public health and lead to the further spread of the dreaded Corona Virus. “We observe with sadness that what most banks are doing is to push out these dirty naira notes in endless recycling of what should have been withdrawn and replaced with freshly minted notes.

“It is more worrisome that when you withdraw from ATMs across the country, what you have on your hands are dirty, mutilated and tattered naira notes which ought to be rejected outright by all Nigerians lest they expose themselves to a health hazard,” the group said according to the pan-Nigerian group, such dirty notes, once received by banks, are immediately sent to the mint for replacement in advanced countries.

“We appeal to the CBN governor to ensure that the best international practices are observed in the handling of old naira notes. “Our naira notes should be seen as a national symbol and we should not diminish our country in the comity of nations”, the group added.(NAN)

The World Health Organization (WHO) has said that Nigeria has expressed interest to be part of the global solidarity trial of the vaccines being developed to tackle COVID-19 pandemic and efforts are underway to start the process in the country. The Officer in charge, WHO Nigeria and member of the Presidential Task Force (PTF) on COVID-19, Dr. Fiona Braka, said this on Friday in Abuja, at the 24th joint national briefing of the committee. She also said that 89 vaccines are being developed globally, including seven in clinical evaluation and several therapeutics in clinical trials to tackle the COVID-19 pandemic. She said, “Nigeria has also expressed interest to be part of this solidarity trial and efforts are underway to start the process in Nigeria too.”

According to her, on the subject of vaccines and clinical trials for Covid-19, research and development is an important aspect of the response and researchers around the world are working hard on accelerating the development of vaccines and therapeutics for Covid-19. She said the WHO has launched various working groups to accelerate various aspects of vaccine development.

“Together with global health actors and partners, over the past week, WHO launched the Access to Covid-19 Tools ACT Accelerator, a global collaboration to accelerate development for equitable access to new Covid-19 diagnostics, therapeutics and vaccines. “We have a total of 89 vaccines that are in development globally, including seven in clinical evaluation and several therapeutics are in clinical trials. WHO is committed to ensuring that as medicines and vaccines are developed, they are shared equitably with all countries and people.

“We do have the solidarity trial which is an international clinical trial to help find an effective treatment for Covid-19, launched by the WHO and partners. More than 100 countries have joined the solidarity trial and to date, over 1,200 patients have been randomized from the first five countries to evaluate the safety and efficacy full drug and drug combinations,” Braka said.

Kaduna State Government says it has sealed all entry points into the state to all travelers including those transporting food and other essential services between 6pm and 6am. The state government said it’s decision to shut entry points followed a security briefing that criminal elements were using night-time hours to infiltrate people into the state adding that the state government is compelled to take further measures to deter inter-state travel.

A statement issued by the state Commissioner of Internal Security and Home Affairs, Samuel Aruwan stated that: ”No interstate or intra-state travel is allowed at night-time even for essential services with effect from Friday, 1st May 2020.” Aruwan explained that the recent Covid-19 cases discovered in the state have been linked to inter-state travels which he said has implications in the rapid spread of the virus across state lines.

”Security agencies will respect the exemptions granted for the movement of food and other essentials in daytime hours. However, all entry points will be sealed to all traffic from 6pm until 6am daily. All vehicles that come after 6pm carrying food, petroleum products or other essentials must park at the entry point overnight.

Vehicles on essential duty will then be inspected after 6am by our health and security team, and will only be granted passage if the goods they are conveying are really essential, ” he said. The commissioner warned all passengers and private vehicles that the state government will ensure they are turned back to their original destination.

The Secretary to the Government of the Federation and Chairman of the Presidential Task Force on COVID-19, Boss Mustapha, on Thursday warned Nigerians against mistaking the eased restrictions for permission to act without care. Speaking in Abuja at a briefing of the task force, Mustapha said as the nation approached the commencement of the first of a three-phased easing of lockdown from Monday, Nigerians should receive and digest the implementation guidelines.

He emphasised that states, law enforcement agents, trade associations, employers, businesses and citizens should understand their roles, obligations and responsibilities. He said, “Above all, we must understand that this is still a war against an unseen and potent enemy. No one should mistake the easing of restrictions for permission to act without care. The security agents have been instructed to respect the rights of citizens while also ensuring strict enforcement.” The SGF disclosed that the high-level technical team sent to Kano State had submitted its interim report. The Federal Government had on Monday sent the team to Kano following the reported mass deaths in the state in the last few days.

Mustapha commended “the proactive leadership” of Kano State Governor Abdullahi Ganduje in the management of emerging challenges. He said the ongoing investigation into the causes of the reported high number of deaths in the state would be pursued to a logical conclusion. He assured all Nigerians resident in Kano that the Federal Government was with them and would do all possible to fight the spread of coronavirus in the state as directed by President Muhammadu Buhari.

“Kano is one of our historical cities and remains a backbone for the economy of this nation. The already established isolation and treatment centres with a holding capacity for 274 persons, the proposed establishment of additional facilities with capacity for 500, 2 sample collection centres along with 6 new proposed centres have provided a strong foundation for tackling the spread of the virus in the state,” he said. He said the military would establish an additional isolation centre, treatment facility, and a testing laboratory service in Kano State.

He said the task force, in the immediate, would further strengthen the state to scale up its response with the provision of necessary facilities and equipment, capacity building, improve stakeholders’ “inter-phase and guidance on any existing policy capable of diminishing the fight against the pandemic in the state.”

There are fears of increased community transmission of COVID-19 following the decision of northern governors and some of their counterparts from the south to take thousands of almajirai back to their states of origin without concrete arrangements for their immediate welfare. Governors of the 19 states in the northern region had on Tuesday, April 21, insisted that the almajiri system in the region must be banned.

Some governors had in the past weeks sent thousands of pupils from tsangaya (traditional Islamic schools) to their states of origin. However, academics, experts on issues relating to children and activists have expressed mixed feelings over the development with some of them condemning the alleged “inhuman manner” by which the children were transported in trucks or crammed in buses without special attention to safety issues and social distancing.

Others said it was a good decision that the governors have finally come to terms with the realities of reforming the almajiri system but faulted the timing considering the ensuing lockdown meant to stem community transmission of the COVID-19. Records show that there are over 10 million almajirai scattered across the country under the “care” of malams who do not have the wherewithal to take care of them in terms of feeding and accommodation.

According to a 2014 UNICEF data, there are about 9.5 million children in Nigeria who are in the alternative education system, where parents put them in the care of itinerant Islamic teachers who travel with them to another state or town. The children mostly survive through begging for food and menial labour.

The April 21 meeting of the governors from the northern region via teleconferencing which was chaired by Governor Simon Lalong of Plateau State had 17 governors in attendance.

As the lockdown declared by the federal government in Lagos, Ogun and the Federal Capital Territory (FCT) to curb the spread of COVID-19 expires today, the Nigeria Labour Congress (NLC) and experts have expressed fears of negative impact of the stay-at-home on the citizens and the economy if extended. Daily Trust reports that besides the federal government, many of the 36 states of the federation have also declared complete or partial lockdown amid complaints by citizens and businessmen on the terrible impact on their wellbeing and businesses.

On their part, medical experts insisted that the federal and state governments should maintain the tempo of restricting movements so as not to jeopardise the gains recorded so far. Virtually all economic activities including services and manufacturing have been grounded, not only in Nigeria but across the globe as the attention of world leaders’ shift to how to contain the coronavirus from spreading further. Some of those spoken to yesterday, including economists, industrialists, bankers and investment experts, said they were conscious of the dangers that might come when the country is let lose, and people allowed to flout social distancing and other measures. They, however, said there was the need to kick-start the economy as obtained in other countries but with measures that will compel citizens to observe the rules.

The President of the Nigeria Labour Congress (NLC), Comrade Ayuba Wabba, said there was the need “to relax the total lockdown so that some economic activities can go on.” He said, “If you look at the situation around the world, it is clear that what is needed to be reinforced is the issue of preventive measures. “We have goods imported at the ports and the distribution has become a problem despite the fact that the port authority said that people should go and take their goods.

But if there is lockdown, how can you take your goods?” he asked. He said that the lockdown extension would lead to shortage of essentials including medical items. “I have seen many countries relaxing the curfew because lockdown cannot be perpetual. And what we have said is that many people are hungry and there is no way of getting means of livelihood; we don’t want a situation where people will then take laws into their hands,” he said.

When contacted yesterday, the spokesperson for the Vice President, Laolu Akande, said the reaction of Minister of State for Budget and National Planning, Mr. Clement Agba, was enough to address the concern over the pressure to re-open the economy. Agba, who spoke last Thursday after the fourth meeting of the Economic Sustainability Committee (ESC) chaired by Vice President Yemi Osinbajo, had revealed that talks on reopening the economy for business and related activities had begun as the country prepares for a post COVID-19 era.

A medical practitioner, Dr. Abdullahi Aminu, said the federal government should not allow free movement in the coming weeks to avoid escalating the spread of COVID-19. The Nigerian Medical Association (NMA) also said that relaxing the lockdown would lead to rise in the number of cases recorded across the country. NMA President, Dr. Francis Adedayo Faduyile, said, “I am not an economist, so I may not be able to properly advise on that.

But with the rising figures of recent, it is not the time to ease the lockdown.” Dr. Fatima Damagum said restricting movement of people to prevent the spread of disease is not a new phenomenon. “Indeed, it has been used for thousands of years,” she said, but advised relevant stakeholders to provide necessities of life for the people.

Stranded Nigerians in the United Kingdom have expressed dissatisfaction and frustration over the delay in their evacuation by the Federal Government. They added that most of them had tested negative to COVID-19 after being tested. The Nigerians in Diaspora Commission had insisted that they must undergo a £350–that’s nearly N166,000–testing for coronavirus before they can be evacuated. Though, the Nigerians affected expressed displeasure at the requirement, saying it was not part of conditions initially given to them, they went ahead to take the test. A statement by Mrs Olajoke Adesipe, on behalf of the stranded Nigerians in the United Kingdom, called on the Minister of Foreign Affairs, Geoffrey Onyeama, to as a matter of urgency come to their aid.

The group said the government does not have the constitutional power of locking its citizens out of the country for any reason, adding that; “the action of the Federal Government shutting its airports against Nigerians in oversea is contrary to section14 (2) (b) of the constitution of the Federal Republic of Nigeria.” The statement further urged the Nigerian government to communicate to them in clear terms, the precise date of commencement of evacuation, which airlines have been contracted to carry out this operation and how much they will be required to pay for the flight ticket.

The statement further said: “We, Nigerian citizens, stranded in the UK due to COVID-19, write to express our dissatisfaction and frustration with the delay in our evacuation. “We want to inform you of the following that has been unanimously agreed to on our platform (approximately 190 Nigerians). “The Nigerian government does not have the constitutional power of locking its citizens out of the country.

This is contrary to Section14 (2) (b) of the constitution of the FRN which stipulates expressly that, the security and welfare of the people shall be the primary purpose of government. Every Government official swore on oath to uphold the constitution. “Since most of us on the platform have tested Negative for COVID-19. On arrival in Nigeria, temperature checks should be conducted to further ascertain our COVID-19 status and the government should allow us to self-quarantine in our various homes.

We are more than willing to sign an agreement to this request. “If it is a must that we are isolated by the government, we suggest the use of NYSC orientation camps as all of those centres are vacant now and each state has its own. “Also, we want to urge you to communicate to us in clear terms, what is the precise date of commencement of evacuation? Which airlines have been contracted to carry out this operation. How much we are to pay for the flight ticket.

“Lastly, most of us do not currently possess the mean by which we are expected to pay for our accommodation at the isolation centres. “We have already paid £350 to private laboratories for the COVID-19 test, the test which was a prerequisite to be airlifted and we are also paying for our flight tickets. “We hope that the government is able to agree with us on these term stated above as they are the most practicable at the moment. We wish the government treat this as an emergency.”

When Daily Trust inquired from the Ministry of Foreign Affairs when Nigerians in the UK will be evacuated, spokesperson of the Ministry, Ferdinand Nwonye directed our reporter to inquire from National Emergency Management Agency, NEMA. According to a source, who pleaded anonymity, NEMA is actually in charge of evacuation of Nigerians abroad back to the country but this particular evacuation is a peculiar one as it involves a pandemic which is worldwide.

The responsibility given to NEMA at the moment is just to identify airlines that are willing to go and evacuate the people, the source said. “Going on, NEMA might still be given another responsibility to carry out on the evacuation of the people but for now, NEMA was mandated to identify airlines who are willing to go and they have done that and submitted their reports to the authority,” the source added.

Plateau state has launched an investigation into the leak of coronvirus test results, insists anyone found culpable would be punished accordingly. The results and identities of two suspected cases of the COVID-19 patients went viral before the official announcement was made. The tests were conducted at the National Veterinary Research Institute (NVRI), testing centre in Vom.

The state commissioner of Information and Communication, Dan Manjang, in statement said government had commenced investigation of the circumstances surrounding the leak of the result. He said the act which was “unprofessional” did not only breach ethical medical standards, but also exposed them to “negative consequences including stigmatisation and discrimination”. He said “Government totally condemns this act which regrettably has the tendency of jeopardising its efforts at fighting the coronavirus pandemic that is ravaging the world.

In order not to allow that to happen, the Government has since commenced comprehensive investigations into the matter with a view to unraveling those responsible and applying the necessary punishment “. The commissioner further explained that the investigation would cover the entire process of the test from sample collection, investigation and result dissemination, assuring members of the public not to be deterred by the leak of the result as necessary measures have been taken to forestall a repeat.

Since the first case of COVID-19 was confirmed in Nigeria on February 27, the disease has been spreading across many states of the federation, with only few yet to record any case. As at April 24, report from the Nigeria Centre for Disease Control (NCDC) indicated that Nigeria had recorded 1,095 confirmed cases in 27 states and the Federal Capital Territory (FCT), with 28 deaths, while 208 had been discharged.

The country had a total of 855 active cases. A breakdown of the cases are as follows: Lagos – 657; FCT – 138; Kano – 73; Ogun – 35; Gombe -30; Katsina – 21; Osun – 20; Edo – 19; Oyo – 18; Borno – 12; Kwara – 11; Akwa Ibom – 11; Kaduna – 10; Bauchi – 8; Delta – 6; Ekiti – 4; Ondo – 3; Rivers – 3; Jigawa – 2; Enugu – 2; Niger – 2; Abia – 2; Zamfara – 2; Sokoto – 2; Benue – 1; Anambra – 1; Adamawa – 1 and Plateau – 1. Only nine states – Kogi, Cross Rivers, Imo, Kebbi, Yobe, Nasarawa, Ebonyi, Bayelsa and Taraba – are yet to record any case as at April 24.

As the pandemic ravages the country, what are some of these states yet to record any case of COVID-19 doing to prevent the spread of the disease, as well as containing it? In Cross River, the government is to establish two more isolation centres, to be situated in Ogoja and Obanliku local government areas in the northern part of the state, in addition to the current one, which is at the University of Calabar Teaching Hospital (UCTH).

Our correspondent reports that the isolation centre at the UCTH has been fully equipped by the state government. The Secretary to the State Government, Tina Banku Agbor, a lawyer, said a fund-raising and resource mobilisation committee had been inaugurated by the state to rally resources to fight the pandemic. According to her, because COVID-19 is a matter of life and death and it spreads rapidly and systematically, the state must prepare ahead, considering that neighbouring states have positive cases already.

“It is on this premise that the fund-raising committee appeals to conglomerates and business partners, distinguished sons and daughters of the state, parliamentarians at different levels etc, to arise and support our efforts at keeping the state free and safe. “We require funds to urgently equip the three isolation centres, procure ambulances and other ancillary equipment,” she said.

While appealing to the Federal Government for financial and material aids, Agbor lamented that their greatest challenge was a possible trans-border entry into the state, which she noted could hamper their determination to contain the virus and lower the fatality figure in the country. The state governor, Prof Ben Ayade, had earlier announced N500million and 50 vehicles to boost the fight against COVID-19, just as he urged corporate bodies and individuals to make generous donations in cash and materials towards the fight.

In Imo State, the Commissioner for Information and Strategy, Declan Emelumba, told our correspondent that Governor Hope Uzodimma was not leaving anything to chance, knowing that the pandemic has spread to two neighbouring states – Abia and Anambra. Though the state has no ventilator, the commissioner said the governor recently commissioned six isolation centres, well equipped to manage COVID-19 cases, while the testing centre at the Federal Medical Centre (FMC) is ready to carry out tests.

The Senate Minority Leader, Senator Enyinnaya Abaribe, has cautioned against any extension of a nationwide lockdown over COVID-19 pandemic. He warned that extending the cessation of movements would rather ignite major economic and security crisis that could hurt Nigerians, majority of whom depend on daily wages for sustenance.

The Senator, in a statement in Abuja by his Media Adviser, Uchenna Awom, said extension would be counterproductive as the people seem totally worn-out in all ramifications to soak in further shocks. He, however, called for a cautious and guided lifting of the lockdown where the existing measures such as compulsory wearing of face masks, sanitizers, and other associated sanitary conditions and personal hygiene are enforced in public places. “Aside from the above, daily disinfection of halls, rooms, vehicles, vessels, surroundings must become the new normal.

Doing these would definitely tamp the hot air and guide our people to resume their normal life. “My fear is that majority of our people in the informal sector are daily earners hence their survival is predicated on their going out daily if they must survive. Our people operate mostly in the commercial sector, I have the feeling that further extension of the lockdown would hurt the people the more,” he said.

Senator Abaribe however, appealed to the authorities to seriously ponder on the economic and security implications of a further extension of the lockdown on the people and of course on the country as a whole.

Meanwhile, Abaribe applauded the police, particularly the Inspector General, Mohammed Abubakar Adamu, for his prompt action in arresting the dangerous slide into major crisis in Abia State, over the reported cases of extra-judicial killings by men of the police force.

Governors of the 36 States of the federation have advised the federal government to allow internal free movement but with restrictions on large gatherings and assemblies as the second 14-day lockdown on the Federal Capital Territory (FCT), Lagos, and Ogun States in order to stop the spread of the novel COVID-19 ends on midnight Monday.

A letter dated April 24, 2020 from the Nigeria Governors’ Forum (NGF) and addressed to the Secretary to the Government of the Federation/Chairman, Presidential Task Force on COVID-19, Boss Mustapha also advocated compulsory use of face masks in the public. The letter signed by NGF chairman, Governor Kayode Fayemi of Ekiti State, was written as a follow-up to a teleconference meeting with Vice President Yemi Osinbajo on Wednesday, April 22, 2020.

The governors’ recommendations, if approved by President Muhammadu Buhari, suggested in the letter that the impending broadcast on the lockdown incorporated: “Inter-state lockdown, excluding movement of essential supplies- food, beverages, medical and pharmaceutical, petroleum supplies and agricultural products; internal free movement but with restrictions on large gatherings and assemblies; overnight curfews; lockdown of flights; and compulsory use of face masks/coverings in the public.”

“Recall at the meeting it was agreed that the Nigeria Governors’ Forum (NGF) articulates the issues that it would want to be included in the next Presidential Pronouncement on COVID-19 so as to have a Uniform and coordinated Policy on COVID-19 at both the national and sub-national levels,” the letter added. Last Wednesday, the governors “unanimously” agreed to the implementation of an inter-State lockdown in the country over the next two weeks to mitigate the spread of the pandemic COVID-19 virus from State to State.

In a communique issued by the NGF chairman at the end of the sixth COVID-19 teleconference meeting said only essential services would be permitted. The governors also called for the decentralization of the COVID-19 response as the best chance of nipping the spread of the virus in communities with over 25 States now affected by the spread of the virus and increasing evidence of community transmission.

The governors reached the agreement after receiving briefing from the governors of Lagos, Bauchi, Oyo and Ogun States who shared their experiences and lessons from the fight against COVID-19. It would be recalled that President Buhari currently imposed lockdown in only the FCT, Lagos and Ogun States to halt the spread of the novel pandemic coronavirus. Some of the States have taken similar measures to fight the deadly virus but there is no nationwide lockdown from the federal government.

Health experts say the country may be heading towards the need for nationwide lockdown to stop the virus as confirmed cases of COVID-19 in the country as announced by the Nigeria Centre for Disease Control (NCDC) jumped above 1000.
