Under the constitution, you are only required to have completed Secondary School Education in order to stand for an election. So what you need is evidence of completing secondary school, not even evidence of passing.

For a ministerial position, the basis for appointment in most cases in your level of education and experience. For e.g. minister for health is usually a doctor, minister for finance is usually an accountant or economist, minister for Justice is always a lawyer. So during ministerial screening by National Assembly, these qualifications are usually presented as part of the screening requirements. So, in other words, if you are appointed for being a graduate, then you are expected to have your NYSC certificate. However, if for e.g. the president decides to appoint an ex footballer who has only WAEC as a minister for sports, then NYSC will not be required, because the basis for his appointment is his footballing experience, not his graduate qualification.
