The Governor of Rivers State, Nyesom Ezenwo Wike has reacted to the recent looters’ list released by the Nigerian Government.

Wike spoke during a courtesy cisit by Civil Society Organisations of Rivers State on Thursday at the Government House Port Harcourt.

Wike said publishing the list of persons standing trial in courts and calling them looters was an unfortunate act of irresponsibility by the Federal Government.

According to him, the act of irresponsibility was worsened by the fact that the All Progressives Congress, APC, leaders standing trial were excluded by the Federal Government.

Wike said, “This is an irresponsible Federal Government that has no respect for the rule of law. They have become the judge, the prosecutor in cases before courts.

“All they want to do is tie the hands of judges to ensure all those standing trial are convicted at all costs.”

The Rivers State Governor added that the irresponsible list of looters excluded the “name of Chibuike Rotimi Amaechi who was indicted by the court-approved Judicial Commission of Inquiry for embezzling over N90billion state funds.”

The National Pension Commission (PenCom), on Wednesday issued compliance certificates to more than 4,000 firms to enable them bid for Federal Government contracts.

Dr Amino Farouk, the Head, Research and Corporate Strategy Department, PenCom made this known in an interview with the News Agency of Nigeria (NAN) in Lagos.

He said as at March 23, about 353 firms had complied with the requirements as stipulated in the Pension Reform Act (PRA) 2014, and were subsequently cleared to secure Federal Government’s contracts.

“The 353 companies pushed the total sum of the companies the commission issued compliance certificates since PenCom’s inception to over 4000,’’ Farouk said.

According to him, the certificate is evidence that they have fully paid the contributions of their employees.

“The compliance certificates issued to the firms meant they had fully paid the contributions of their employees and had paid the premium for Group Life insurance covering their employees fully.

“Thus, in the event of death in active service, their families will be paid benefits to the tune 300 per cent of the deceased’s full annual salary and allowances,’’ Farouk said.
He appealed to Ministries, Departments and Agencies (MDAs) to support the initiative of issuing certificate of compliance to deserving firms.

“Some MDAs often accept spurious evidence of compliance from contractors and being reluctant to ensure that companies bidding for works fulfilled their obligations relating to pensions as enunciated in the Public Procurement Act 2007.

“The commission posited that methods deployed by MDAs include, the exclusion of the pension requirement in the advertisement for contractors or acceptance of spurious evidence of compliance from them.

“We once again appeal to them to support the laudable initiative,’’ he stressed.

According to Farouk, some of the firms cleared by the commission included Reynolds Construction Company Limited, which has 3,643 employees and has also contributed N726.43 million.

Others are: Leadway Assurance Company Limited, with 283 employees, and has contributed N133.02 million, Ghazi Shipping and Trading Company Limited, with five employees contributed N3.13 million, AIICO Insurance Plc, with 264 employees contributed N135.11 million.

Farouk also said Cornerstone Insurance Plc with 204 employees, contributed N132.20 million, Linkage Assurance Plc, which has 231 employees, contributed N65.50 million.

NSIA Insurance Limited with 99 employees, contributed N27.95 million, while Solid Trust Insurance Brokers Limited with nine staff contributed N5.03 million.

“Risk Analyst Insurance Brokers Limited, has nine employees and contributed N2.42 million.

“Prorisk Insurance Brokers Limited has nine staff and contributed N2.42 million, while Image Brokers Limited has 16 employees and contributed N1.51 million.

“Wib Insurance Brokers Limited with three staff, contributed N855,499.58 and Denos Insurance Brokers Limited with nine staff, contributed N660,240.12,” said Farouk.’’

Similarly, Geo-Chem West Africa Limited with 19 employees contributed N3.86 million, while Setraco Nigeria Limited with 2839 employees contributed N455.05 million.

North South Power Company Limited, with 331 employees contributed N114.65 million, just as Oriental Energy Resources Limited with 43 employees contributed N41.59 million, among several others.

The National Institute of Cultural Orientation ( NICO ), says no fewer than 537 Nigerians across the country benefited from its annual Indigenous Language training in 2017.

Mr Louis Eriomala, NICO Ag. Executive Secretary told our correspondent on Wednesday in Abuja.
He said that the programme aimed at teaching Nigerians to be fluent in at least one indigenous language for interaction purposes.
Eriomala, however, said that the participants were trained in Hausa, Igbo and Yoruba languages respectively.
“537 participated in the 2017 edition; I will say 2017 was better than 2016 because we recorded high number of participants.
“However, NICO is putting concrete efforts in place to ensure more participation in the 2018 edition.
“We are planning to extend the language programme to various suburbs around the Federal Capital Territory.
“We are also looking at increasing the number of indigenous languages taught in the programme.
“However, these is subject to availability of funds,” Eriomala said.
The NICO boss also said that the institute would soon collaborate with the leadership of National Youth Service Corps ( NYSC ) on how to boost its indigenous programme.
According to him, the collaboration with NYSC would tilt towards posting of Nigerian Language graduates as corps members to serve with NICO.
“This will enable them contribute their knowledge as resource persons during the one-month and weekend editions of the indigenous language training programme,” he said.
Eriomala calls on Nigerians to use the opportunity provided by the institute to learn at least one indigenous language to enhance their relationship with others.
He said that this would bring national unity, peaceful coexistence, tolerance and collective development.

The National Bureau of Statistics ( NBS ), says the Federal Government received a total of N263. 28 billion from the N635.55 billion Federation Account Allocation Committee ( FAAC ) disbursed to three tiers of government in February.

The NBS made this known in FAAC for February 2018 Disbursement data posted on the bureau’s website.

The states received a total of N172.87 billion and Local governments received N129.99 billion.

The bureau, however, stated that the amount disbursed to three tiers of government was from the revenue generated in January.


According to NBS, the amount disbursed comprised of N538.91 billion from the Statutory Account and N96.65 billion from Valued Added Tax ( VAT ).

“The sum of N52.04 billion was shared among the oil producing states as 13 per cent derivation fund.

“The revenue generating agencies such as Nigeria Customs Service, Federal Inland Revenue Service and Department of Petroleum Resources received N4.08 billion, N6.29 billion and N4.47 billion respectively as cost of revenue collections.”

Meanwhile, the breakdown of revenue allocation distribution to the Federal Government of Nigeria ( FGN ) revealed that N223.42 billion was disbursed to the FGN consolidated revenue account in the month.

It showed N4.73 billion as share of derivation and ecology, and N2.37 billon as stabilisation fund.

The breakdown further showed that N7.95 billion was shared for the development of natural resources and N5.62 billion to the Federal Capital Territory ( FCT ), Abuja.

The Nigeria Sovereign Investment Authority (NSIA), says its investment in promoting local farming is yielding results as production of made-in-Nigeria fertiliser has presently hit 2.22 million metric tonnes.

The Managing Director of NSIA, Mr Uche Orji in an interview on Monday in Abuja, said NSIA’s investment was to make fertiliser affordable all year round to farmers.

“Prior to Dec. 2016, Nigeria’s stock of blended Fertiliser was shipped into the country as fully finished products, even though Urea and Limestone, which constitute roughly two-thirds of the component of each bag are available locally.


“Knowing this, President Muhammadu Buhari approved a Presidential Fertiliser Initiative for the local production of blended NPK 20:20:10 Fertiliser.

“The objective of the project is to deliver commercially significant quantities of affordable and consistently high-quality fertiliser at the right price and in time to Nigeria’s over 500,000 farmers across the country.

“The target retail price regime at the time was between 50 per cent and 65 per cent of the prevailing market price,’’ he said.

Orji said that after one year of running the programme, NSIA noted that import of finished fertiliser had reduced drastically.

“For the 2017 wet season, it is estimated that about N60 billion from the 2017 budgetary provisions for fertiliser was saved, while another saving of 150million dollars was conserved from foreign exchange window.

“To date, the programme has contributed to the resuscitation of 14 moribund blending plants, which represents 55 percent of total installed capacity in Nigeria.

“Also, more than six million bags of 50kg NPK 20:10:10 fertiliser has been produced locally, which have been distributed to farmers.“The success of the Presidential Fertiliser Initiative is evidence enough that Nigeria can sustainably produce fertilisers locally at a reasonable price without subsidy. With the right model, any constraint can be addressed,’’ he said.


Orji said that as a result of its investment in fertiliser production, several thousand jobs had been created and the nation had saved a significant amount in foreign exchange and subsidy payments.

He reiterated that the NSIA had about 2.2 billion dollars in assets as at Dec. 31, 2017.

The Presidential Fertiliser Initiative is an initiative of President Muhammadu Buhari borne out of a desire to end fertiliser importation and the attendant impact on the country’s foreign exchange reserves.

It was designed to stimulate significant economic activities across the agriculture value chain and catalyse growth by meeting the fertiliser demand of farmers during the wet farming season.



Ahead of the 2017 farming season, Buhari inaugurated a special committee to look into and bridge the gaps in the production and distribution of fertilizer in Nigeria.

The committee comprised of the Governor of Jigawa State as Chairman, while the Managing Director, Nigeria National Petroleum Company and the Minister for Agriculture and Rural Development as members.

Other members include the Chief of Staff to the President, Central Bank of Nigeria (CBN) Governor and President of the Fertiliser Producers and Suppliers Association of Nigeria (FEPSAN).

The NSIA was invited to provide technical support, as well as serve as managers of the initiative subsequent to the committee’s inauguration.

NSIA has invested more than 286.4 million dollars in the fertilizer blending project in partnership with FEPSAN.

Over 12 people were killed, in an Easter Sunday attack, on Maiduguri, by Boko Haram terrorists.

Members of the terrorist group had attempted to enter Maiduguri through a small community at the back of Giwa Barracks within the metropolis, two security sources said.


The insurgents were met with stiff resistance by military troops in the area, leading to exchange of fire. Some civilians were caught in the cross-fire and about 70 injured, a source involved in rescue operation said.

Military says it would give details of the incident soon.

A total of 750 criminals, including cattle rustlers, bandits and kidnappers have sworn to an oath to abandon their illegal activities in Anchau village, Kubau Local Government area of Kaduna State.

The News Agency of Nigeria (NAN) reports that 400 of the repentant criminals swore by the Holy Qur’an three weeks ago while another batch of 350 took the oath on Saturday to abandon their criminal way of life.

Mr Austin Iwar, the Commissioner of Police told newsmen on Sunday that the criminals were made to repent after intensive dialogue involving community leaders.


According to him, the repentant criminals took advantage of the window of opportunity opened by the government and the Inspector General of Police Ibrahim Idris.

He said that as part of the programme, those who renounced violence would also handover their weapons to government.

The police commissioner, however, said that the recovery of arms would not be made public, so as to build trust and encourage other criminals operating in the state to also repent.

“I assure you very soon we will begin to recover most of these arms, as some of them have volunteered to handover their arms back, but not in public.”

He said that the repentant criminals were using the deep forests in the area as hideout, from where they terrorise communities.

“One of the strategies we decided to adopt is to see how we can get across to some communities leaders in the context of community policing programme we are doing.

“If you want to solve a problem you have to work with people that created the problem; we also held series of meetings with hunters as prelude to the series of activities we call Renouncing Violence Strategies.”

Iwar described the event as very important to the efforts being made to restore peace and stability in the state.

“Having young people that are roaming in the bush committing all forms of crimes to come out and renounce violence, swear by Holy Qur’an that they will not go back to violence again is very important.

“You will understand that it is a very difficult decision for a criminal to come out in public and announce the atrocities he has been doing.”

Head of Anchau Vigilante Service, Malam Audu Sallau commended the security operatives for their total support to the programme.

Sallau said, “none of the repentant criminals was forced to do so, they voluntarily saw reason to renounce violence, and since the commencement of the programme our communities are now relatively peaceful.”

The Presidency has responded to a call made by a former Army chief, urging Nigerians to rise up and defend themselves against violent attacks.

Former Army general, Theophilus Danjuma, said Nigerians were being slaughtered by deadly gangs because the armed forces were “not neutral”.

He said security forces instead helped the assailants by providing them with cover.

“The armed forces are not neutral,” Mr. Danjuma said at the maiden convocation of the Taraba State University in Jalingo, the state capital. “They collude with the armed bandits to kill people, kill Nigerians.”

The federal government and the military earlier dismissed the call as “inflammatory” and urged Nigerians to disregard them.

In its first official response Saturday, a week after the remarks were made, the Presidency said Mr. Danjuma’s comments were “shocking and scary” and could embolden “criminal gangs”.

“The Presidency is very worried that criminal gangs will feel justified in defying legal governing and democratic institutions, and authority of legitimately elected democratic government if unrestrained pronouncements are made,” a statement by spokesman Garba Shehu said.

“Silence can be dignified, but sometimes it can be misinterpreted and exploited. It is both shocking and scary to hear the recent comments by a senior citizen calling for Nigerians to defend themselves.”

The statement warned that Nigeria may not survive if its citizens rose against the country’s “organized, trained and equipped military”.

The statement did not directly mention Mr. Danjuma, who was President Muhammadu Buhari’s superior in the army.







“We advise former leaders to take advantage of the various fora where people with a history of national security can offer advice to the government without resorting to the exploitation of emotional sentiments.

“The civil war motto: “TO KEEP NIGERIA ONE IS A TASK THAT MUST BE DONE” rings very timely at this time in our nation’s history. We must be careful to avoid the mess that destroyed other African countries like Somalia,” it added.

Deadly killings

Deadly killings have been recorded in several states across Nigeria since January 2018, but the government has appeared helpless at identifying and bringing culprits to book. The clashes have been mostly between herders and farmers.

Hundreds have been killed in attacks on villages in Benue, Kogi, Adamawa, Zamfara, Kaduna and Mr. Danjuma’s home state of Taraba since January.

The 2018 attacks began in Benue, where about 100 people were murdered across two local government areas on January 1 by suspected herders.

Mr. Danjuma said unchecked violence is pushing Nigeria towards Somalia, a country that has been in a state of war since 1991. The East African country is widely seen as a failed state due to the failure of the central government to have any serious control beyond the capital, Mogadishu.

“This is highly uncalled for and is invitation to anarchy and should be disregarded by well-meaning Nigerians,” the Minister of Defence, Mansur Dan-Ali, had earlier said.

The Oyo State Police Command on Thursday said it has recovered over 1000 firearms and assorted ammunition in different parts of the state.

The recovery, Akelicious learnt, was in line with the Inspector General of Police, Ibrahim Idris’s directive to all state commands to mop up prohibited arms and ammunition in the system.

Commissioner of Police in the State, Mr. Abiodun Odude, while addressing journalists said the recovered arms and ammunition came from individuals who voluntarily submitted their firearms.
Others include those recovered from armed bandits in different parts of the state.
Odude said “Recently, the Inspector General of Police, Ibrahim Idris worried by proliferation of firearms in different parts of the country directed all states Commissioners of Police and their supervising Assistant Inspector General of Police in charge of the 12 zones to immediately embark on mopping up and recovery of prohibited firearms and other illegal firearms and ammunitions in circulation.
“In total compliance with that directive, therefore, the Oyo state Command embarked on aggressive mop-up and recovery of the aforesaid arms, including ammunition.”

Odude while expressing delight at the level of achievement so far in the state, noted that the exercise, though ongoing, has been very successful as a cache of such arms and ammunition was recovered from different parts of the state within a short period.
While appealing to residents of the state to voluntarily submit their arms and ammunition to the police, the CP announced that the Command would soon embark on house to house search of such arms and ammunition.
Some of the arms and ammunition recovered according to him include 27 pump action guns, one imported single barrel gun, one imported pistol, 13 imported double barrel guns, 65 locally made single barrel guns, 21 imported pistols, 34 locally made pistols, six Ak 47 rifle, two sterling SMG and three Beretta rifle.
Others include 31 live cartridges, 60 rounds of AK 47 rifle, and 129 rounds of live ammunition.

The Enugu State Police Command has recovered 148 arms and 206 cartridges in the state within one month.

The state’s Commissioner of Police, Mr Mohammed Danmallam, said this on Thursday while displaying the recovered arms and cartridges at the Police Headquarters, Enugu.

Danmallam noted that the arms and cartridges were recovered through “stop and search operations’’ within the state.

“Only one gentleman came over to me two days ago to surrender his arm.

“As you might recall, the Inspector-General of Police (IGP), Mr Ibrahim Idris, recently directed all the state commands to commence recovery of prohibited firearms.

“I also use this opportunity to advise those still holding back their illegal arms and ammunition, to surrender it to the command,’’ he said.

According to Danmallam, the total mop-up of all illegal arms and cartridges would check the incidence of terrorism, insurgency, herders/farmers clashes, militancy, oil bunkering and violent conflicts in the country.

He reiterated that anyone caught with illegal firearms and ammunition or do not come forward for his arms to be re-verified and revalidated would be prosecuted according to the relevant laws.

The arms recovered included 10 AK-47; 30 pump action guns; 33 locally made pistols single barrel and 36 locally made pistols double barrel.

Others are; 3 revolvers locally made cut to size short gun, 11 barrater pistol and 25 locally made single barrel long guns.

A senator, Bukar Ibrahim (APC, Yobe East) says negotiations are ongoing for the release of Leah Sharibu, who is still been held captive by Boko Haram insurgents.

Mr. Ibrahim made this disclosure while contributing to a point of order raised by Emmanuel Bwacha (PDP, Taraba South) asking the relevant security agencies to double their efforts and ensure her release.

Miss Sharibu was one of the 110 students abducted by the Boko Haram terror group from their school in Dapchi on February 19.

One Hundred and four of the abducted students were later released, with five of them said to have died in captivity while 15-year-old Miss Sharibu was reportedly denied freedom on the grounds of her refusal to renounce her Christian faith.

The Inspector-General of Police, Ibrahim Idris, Saturday afternoon, said Miss Sharibu may be released before the end of the day but later claimed he was misquoted.

Coming under order 42, Mr. Bwacha said, “I rise to raise personal appeal to the negotiating team of the executive that ensured the release of the Dapchi girls.

“I am doing this to appreciate them for their efforts to get a few of the Chibok girls and 98 percent of the Dapchi girls released. I want to appeal that they should double their efforts so that Nigerians would have hope in the effort they are doing to put confidence in the heart of Nigerians.”

In an attempt to assure his colleagues as well as Nigerians, Mr. Abba stated that negotiations are ongoing.

“I want to reassure the distinguished senator that very serious negotiations are going on and I believe not far from now, she would also be released Insha Allah, the last Dapchi and the remaining Chibok girls.”

A Federal High Court in Lagos on Wednesday stopped the Africa Beauty Queen International Pageant from staging the Lagos Beauty Pageant scheduled for March 30.

This followed an order of interlocutory injunction granted by the court, restraining the organisers of the event to be staged at Oriental Hotel, Lagos.

Justice Hadiza Rabiu-Shagari issued the orders following an interlocutory application filed by Daniel Opuene, founder of Beauty of Africa International Pageant, seeking the order of restraint.

Joined as first to third defendants in the suit are Roses and Rubbies International Ltd, Precious Ogarekpe, and Lagos Oriental Hotel Ltd.

Mr Opuene had filed the suit through his lawyers, seeking among others an order restraining the defendants, their agents or privies, from going ahead with the event.

He wants an order of the court halting the staging of any pageant on March 30 under the name of “Africa Beauty Queens International Pageant” or any other similar name, likely to suggest that the first and second defendant’s business is similar to the plaintiff’s.

Mr Opuene also wants the organisers barred from reproducing, publishing or distributing the pictures belonging to the plaintiff, in the said defendant’s beauty pegeantry activities or any other business pending the final determination of the substantive suit.

At the last adjournment on March 22, the court had ordered the plaintiff to put the defendants on notice, while the court adjourned the suit for hearing of the motion on notice.

When the case was called on Wednesday, the plaintif’s counsel, Justin Ige, informed the court that the defendants had yet to respond to his application in spite of being served with the processes.

He added that he had not received any processes from the defence.

Moving his application, Mr Ige told the court that the defendants are scheduled to hold the Africa Beauty Queen International Pageant which name is similar to the plaintiff’s Beauty of Africa International Pageant on March 30 at the Lagos Oriental Hotel.

He argued that the plaintiff is also the registered owner of the business name — Africa Beauty Queen International Pageant — and urged the court to grant the application of the plaintiff and issue the restraining order.

In a short ruling, Justice Shagari granted the application as requested and ordered the parties to maintain “status quo” pending the determination of the suit.

By status quo maintenance, parties are to stop or desist from taking any action or step in relation to the subject of the pending suit.

The judge adjourned the case until April 17 for the hearing of the substantive suit.

The Catholic Secretariat of Nigeria has urged the Nigerian government to intensify efforts towards immediate and safe release of abducted Dapchi student, Leah Sharibu.

Miss Sharibu was one of the 110 students abducted by the Boko Haram terror group from their school in Dapchi on February 19.

One Hundred and four of the abducted students were later released, with five of them murdered by the group while 15 year old Miss Sharibu was reportedly denied freedom on the grounds of her refusal to renounce her Christian faith.

In a statement by the Secretary General of the CSN, Ralph Madu, on Wednesday, the church described the continued detention of Miss Sharibu as “an evidence of the high level of persecution against Christians around the world and especially in Nigeria”.

“As recently stated by Bishop Mathew Hassan Kukah of Sokoto: ‘As it is with the history of our faith, these are no easy times to be a Christian anywhere in the world especially here in Nigeria. There is staggering but also verifiable evidence that Christians are today the most persecuted set of people anywhere in the world. Today, Christians are still faced with the challenges of proclaiming their Gospel in an environment that remains quite hostile to the Christian Message. Yet, as St. Paul said to Timothy: We must preach the Gospel, welcome or unwelcome (2 Tim. 4:2).’

“The 15-year old Leah has indeed become a symbol of the sufferings, persecutions, challenges and intimidation Christians face daily in Nigeria for expressing their faith especially in public.

“We use this medium to appeal to the Federal Government to go the extra miles in re-negotiating the unconditional release of Leah without further delay. We must remember that this is a secular country and the government has the responsibility of ensuring the safety of every Nigerian irrespective of religious, political and ethnic differences,” the CJN said in its statement.

The CSN described the actions of Miss Sharibu as a remarkable demonstration of courage and commended her parents for raising a child truly loyal to her faith.

“Leah must be commended for her heroism and courageous act exhibited before her abductors. At no time is the beauty and essence of Christianity better manifested than in this exemplary life of faith. For refusing to succumb to the intimation of Boko-haram abductors, Leah has followed the example of Jesus, the Messiah and Saviour, whose passion, death and resurrection we celebrate this period of Easter.

“We equally thank the parents of Leah for bringing up their daughter in a truly Christian way with love and fear of God over the fear of man; and commend their fortitude in bearing the present predicament of their daughter. This exemplary family life should be a lesson worthy of emulation by all Nigerian families and communities irrespective of religious affinity.”

The CSN urged Nigerians regardless of religious affiliations to follow the example of Miss Sharibu by demonstrating true faith in their religion as well as the fear of God, above the fear of man.
The Christian Association of Nigeria, CAN had earlier made a similar request and urged the National Assembly to organise a public hearing on the matter.

CAN in its statement on March 23, which was signed by the media assistant to the association’s President, Adebayo Oladeji, condemned the federal government for its inability to ensure the release of Miss Sharibu along with the other abducted girls.

It also asked the federal government to conduct a thorough investigation into the matter and publish the details of findings from the investigation.

The police have announced the disappearance of some criminal suspects linked to Dino Melaye, a senator.
The suspects allegedly confessed to being armed and financed by Mr. Melaye last week.
“The Nigeria Police Force, Kogi State Police Command today 28th March, 2018 received a news that six (6) suspected criminal elements namely; Kabiru Seidu a.k.a Osama, Nuhu Salisu a.k.a Small, Aliyu Isa, Adams Suleiman, Emmanuel Audu and Musa Mohammed who were under detention at the ‘A’ Division Lokoja escaped from lawful custody,” police said in a statement.
“Four of the suspects were on court remand including two that indicted Senator Dino Melaye and Mohammed Audu,” Kogi police commissioner, Ali Janga, said in the statement Wednesday afternoon.
As a result, the suspects were declared wanted and placed on Interpol watchlist alongside Mr. Melaye and Mr. Audu.
“Consequently, all the six suspects, Senator Dino Melaye and Mohammed Audu were sent for watch listing and red notice by the INTERPOL for immediate arrest any where we see them.
“The Command hereby appealed to the members of the public to assist the Police with useful information on the whereabouts of the suspects by reporting to the nearest Police Station,” Mr. Janga said.
The commissioner added that “investigation into the unfortunate incident is ongoing, while the thirteen (13) Police Officers who were on duty when the incident occurred were defaulted and detained for interrogation.”

The National caucus of the All Progressives Congress (APC) has approved the constitution of an Elders’ Council to replace the Board of Trustees (BoT).

The BoT model has been in use by many political parties in Nigeria.

It consists of top party members constitutionally-mandated to provided advice and counsel to the leadership of the National Working Committee and staff.
But the APC’s decision to have an Elders’ Council may not be unconnected with the inability of the party to constitute a Board of Trustees over thy years.
It was gathered that the new council will have 50 members.
Akelicious learnt that the approval of the Elders’ Council was part of the decisions taken at the Caucus meeting of the party held at the Presidential villa on Monday night.

Modalities for selecting members of the Council is expected to be worked out before the National Convention scheduled for June.

A national leader of the governing All Progressives Congress (APC), Bola Tinubu, was conspicuously absent on Monday as President Muhammadu Buhari played host to a meeting of the national caucus of the party.

The meeting, which began at about 8:20 p.m. is holding inside the new Banquet Hall of the State House, Presidential Villa, Abuja.

The caucus meeting is preparatory to a meeting of the National Executive Committee (NEC) which is expected to hold at the party’s national secretariat in Abuja, Tuesday.

A similar caucus meeting was held on February 26 where a decision was taken to extend the tenure of both the national and state officials.
At that meeting, Mr Tinubu had reportedly kicked against the idea of tenure extension for the party executives insisting that congresses should hold where new set of leaders should be elected by party faithful.
The NEC, however, jettisoned the stance of the former Lagos State governor, who was earlier appointed by Mr Buhari to head a committee to reconcile feuding groups within the party.
Since that NEC meeting, ‎Mr Tinubu is not known to have made any moves to reconcile warring groups, neither has he selected any committee members to work with on the reconciliation task.
No official reason was, however, given for his absence at Monday’s meeting.
Those attending Monday’s caucus meeting include Vice President Yemi Osinbajo, Senate President Bukola Saraki and Speaker of the House of Representatives, Yakubu Dogara.
Also in attendance were the Secretary to the Government of the Federation (SGF) Boss Mustapha, former and serving governors as well as top party stalwarts and officials.

A pregnant woman, Lauratu Abdullahi, 30, has asked a Sharia Court at Magajin Gari in Kaduna State to dissolve her marriage because her husband has not been performing his sexual duties to her.

Mrs Abdullahi also told the court that her husband, Yahya Tanko, was always assaulting her and was also not providing for her.

The mother of five told the court on Monday that Mr Tanko had starved her of sex and food for the past four months.

“I want the court to dissolve our marriage because my husband does not love and care for me anymore. He beats me when he pleases,’’ she told the court.

However, Mr Tanko denied the allegations, saying that he still loved Abdullahi, pointing out that the woman was carrying a four-month-old pregnancy.

“I want to inform the court that my wife is four months pregnant, so her claim of being sexually starved is incorrect,” said Mr Tanko.

The judge,Musa Sa’ad, asked Mrs Abdullahi if she was pregnant and the sex-starved woman said she was, noting however, that the ”romance that resulted into the pregnancy lasted for only one month.”

The federal government has completed investigations into 534 cases and made recoveries totalling about N145 billion in various currencies, including N7.8 billion, US$378 million and £27,800 since the Whistleblower Policy made its debut in 2016.


It has also received 1,231 tips, carried out 791 investigations with 534 completed , and referred 40 to the Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices and other related offences Commission (ICPC) and the Department of State Services (DSS).

The Director (Special Projects)/Secretary, Presidential Initiative on Continuous Audit (PICA), Dr. Mohammed Dikwa, provided the update at the weekend at a seminar organised by the Ministry of Finance for financial journalists.

Dikwa disclosed that PICA had led to the removal of over 50,000 ghost workers from the federal government payroll while 800 ex-employees of government collecting salaries from various ministries, departments and agencies (MDAs) were stopped.

According to him, 400 staff from different MDAs collecting double salaries were identified and recovered, just as 30,000 staff on the payroll not in the nominal roll of MDAs are being verified.

He said: “Over 32,000 employee records on IPPIS (Integrated Payroll and Personnel Information System) with pension and other deficiencies are being presently investigated.”

Dikwa stated that about 12,024 staff collect their salaries in non-commercial banks, adding: “The number of non-commercial banks involved was 75, comprising 62 microfinance banks, seven mortgage banks, three finance companies, 2 Bureaux de Change and 1 development finance Institution.

“A total of 681 employees used more than one salary account (changing from one salary account to another and with all the accounts held with non commercial banks),” he said.

Also in his presentation, the Accountant-General of the Federation (AGF), Alhaji Ahmed Idris, disclosed that the Treasury Single Account (TSA) had recorded N8.9 trillion gross inflow to date with 1,674 MDAs enrolled since full implementation commenced in September 2015 by the present administration.

Idris, who was represented by the Director/Coordinator,TSA/e- Collection (Funds Department), Mr. Sylva Okolieaboh, said since its implementation, TSA had led to savings of over N40 billion monthly in Ways and Means charges.

The AGF, whose presentation was captioned: “The TSA: A Veritable Tool for Transparency and Accountability in Public Financial Management,’ said the TSA was imbued with such advantages as the ability to determine consolidated federal government cash position, and improved monetary policy implementation through the elimination of costs associated with liquidity management arising from deposit money banks (DMBs).

It also offers better traction in inflation management through reduction in Ways and Means and money supply, significant improvement in federal government liquidity position, improved budget implementation due to enhanced liquidity, and better control and oversight over MDAs’ operations, he said..

However, Idris pointed out that the TSA was fraught with implementation challenges, which have institutional, operational and technological colouration.

According to him, institutional challenges are experienced as capacity deficit, lack of clarity in stakeholder roles, conflicting directives and signals, institutional resistance based on limited understanding of TSA, and non-enrolment of key arms of government such as the National Assembly.

Idris also listed the operational challenges of TSA as lump sum transfer of MDAs’ balances by DMBs, transfer/payment to wrong TSA (Sub) accounts, difficulty in accessing bank statements and associated reconciliation issues, difficulties in processing foreign currency receipts and payments as well as multiplicity of sub-accounts.

Technological challenges also include limited IT infrastructure leading to slow consummation of transactions and generation of reports, lack of robust data management system for analysis and decision-making, non-implementation of spending limit controls by extra-budgetary entities/funds, and lack of robust reporting and budget implementation capabilities.

The AGF disclosed that prior to the full implementation of TSA, there were multiple bank accounts totalling over 17,000 and countless dormant accounts with huge balances, as well as inability to determine consolidated cash position of government.

He stressed that there also existed a problem of borrowing and incurring charges when there were idle balances in MDAs’ accounts as well as lack of coordination among key fiscal agencies.

The AGF noted that poor cash planning, inability to fund government budget, and non/delayed remittance of revenue/collections were rife, adding that over N70 billion of federal government funds were lost to failed banks.

“Atangana Kouna is in Cameroon. He was arrested in Nigeria and sent back to Cameroon.

the press, told Reuters.

Vision 4, a private television channel considered allied to Biya, reported that the former minister arrived at
the international airport in the capital Yaounde at 6:20 pm (1720 GMT) escorted by police officers.

Another channel, Canal 2 International, also reported his arrest in Nigeria and subsequent extradition back to
Cameroon.

Cameroon’s government spokesman was not immediately reachable for comment. Neither were officials in neighbouring Nigeria.

It was not clear what charges Atangana Kouna was facing, but there was speculation on Thursday that he was arrested
as part of an anti-corruption drive known as Operation Sparrowhawk.

A former Ministry of Public Works official, the head of a state company, and the ex-rector of the University of
Douala, were arrested as part of the operation on Monday.

The Federal Government has accused the Peoples Democratic Party (PDP) of plumbing the depths of infamy for saying the adoption and release of the Dapchi schoolgirls was stage-managed.

In a statement issued in Abuja on Thursday, the Minister of Information and Culture, Alhaji Lai Mohammed, said such postulation portrays the PDP as an inhuman, insensitive, unpatriotic and unworthy party.

He said since the release of the Dapchi girls was negotiated by friendly countries and reputable international organizations, it would have taken a conspiracy of global proportion to have stage-managed the
adoption and release of the girls.

Alhaji Mohammed said the reaction of the PDP amounts to an expression of sour grapes, especially because the party failed woefully - when it was in power to quickly resolve a similar abduction of schoolgirls.

''As we have said many times since the abduction of the Dapchi schoolgirls, no government is exempted from its own share of tragedies. What makes the difference is the way such tragedies are managed. Whereas it took the PDP all of 18 days to even acknowledge the abduction of the Chibok girls in 2014, the APC Federal Government acted promptly and responsively when the Dapchi schoolgirls were abducted 19 Feb. 2018, hence their quick release,'' he said.

The Minister said it is unfortunate that the PDP that failed woefully as a ruling party has also failed grievously as an opposition party, going by its insensitive and crude response to the release of the Dapchi schoolgirls - a development that calls for non-partisan celebration.

''In its 16 years in power, the PDP redefined governance as cluelessness, massive looting of the public treasury and crude exhibition of power. In its over three years in opposition, the PDP has again shown it does not understand the role of the opposition in a democracy. How then can the PDP convince Nigerians that it has learnt its lessons and that it is ready to rule the country again? Nigerians must say 'never again' to this primitive and soulless party,'' he said.

Alhaji Mohammed said the Federal Government has not been responding to the amateurish and jejune statements from the PDP precisely because the party has failed to learn the ropes of being an opposition party, ''even when we have advised them to take a crash course on the role of the opposition in a democracy.

''We broke our own rules this time because the PDP over-reached itself and scored an own goal at a time it could simply have congratulated the government and people of Nigeria on the release of the girls or just keep quiet,'' he said.

The Minister assured Nigerians that the Federal Government will intensify the ongoing efforts to secure the release of the remaining Chibok girls and return them safely to their families, just like over 100 other Chibok girls who have so far been released, unlike the PDP that could not secure the release of even one of the girls before it was booted out of power.

Imo State Governor, Rochas Okorocha, remains unbending over his endorsement of his Chief of Staff, Uche Nwosu, who is also his son-in-law, as his successor. Okorocha is billed to leave office on May 29, 2019, after serving as governor for eight years.

He first came to office in 2011 on the platform of the All Progressives Grand Alliance (APGA), and later decamped to the All Progressives Congress (APC), where he contested election in 2015, and won.

He has since then assumed the position of APC supreme leader not only in Imo state, but also in the South-East geo-political zone.
It is against this backdrop that he single-handedly chose his son-in-law to succeed him; brushing aside the aspiration of his deputy, Eze Madumere, to fly the APC gubernatorial flag in 2019.

Governor Okorocha had earlier promised that he would support any governorship aspirant who gets the nod of majority of stakeholders from across the 27 local government areas of the state.

However, when members of APC from Owerri Municipal Council Area paid him a courtesy visit, Governor Okorocha announced his endorsement of Nwosu, thereby laying to rest any suspicion about his choice of a successor.

Nwosu, a graduate of Urban and Regional Planning, hails from Umuokwe, Eziam-Obaire in Nkwerre Local Government Area of the state.

Governor Okorocha first appointed him as his personal assistant, and later made him deputy chief of staff to the President of Rochas Foundation. He later became national secretary, Action Alliance (AA), a political party, spear¬headed by Okorocha.

When Governor Okorocha assumed office in 2011, he named Nwosu as Commissioner for Lands, Survey and Urban Planning, as well as deputy chief of staff (Operations).

In 2014, Okorocha appointed Nwosu as substantive chief of staff, a position he holds till date. He is said to be the ears and the eyes of the governor; deciding who sees his boss and who doesn’t have access to him.Meanwhile, Nwosu has received torrents of endorsements from several groups and associations in the state.

For instance, 20 members of Imo State House of Assembly, recently endorsed him as successor to Governor Okorocha.

Also, the Ugwumba Movement, Ugwumba Vanguard, Ugwumba Initiative Club, and Ugwumba Ladies, have endorsed Nwosu as the next governor of the state.

Governor Okorocha argues that his choice of Nwosu was informed by his humility, unassuming disposition; his trustworthiness, and loyalty.

“Nwosu is the only one who has remained the same man since I knew him despite the perks of his office”, argues Okorocha.

But some political commentators argue that since Okorocha and Nwosu hail from the same Orlu senatorial zone, political power should shift to another zone, especially Owerri zone which is yet to produce a governor of the state since the inception of democratic rule in 1999.

Nevertheless, when Okorocha assumed office in 2011, he abolished the zoning of elective political offices in the state.
The unwritten zoning arrangement came into force in 1999, following which Chief Achike Udenwa, from Orlu zone governed for eight years.

He handed over to Chief Ikedi Ohakim, who hails from Okigwe zone. Ohakim was governor for only four years, as Okorocha truncated his second term bid.

By 2019, Orlu zone would have had 16 years; Okigwe four years; and Owerri zone yet to produce a governor since 1999.
This is probably one major hurdle facing Nwosu. His Nkwerre local government area, falls under Orlu zone.

“How can Nwosu who comes from Orlu zone be governor in 2019, when his zone would have held power for 16 years?” queried one APC chieftain who doesn’t want his name in print.Meanwhile, The Restoration Coalition, a group of APC seasoned politicians had at a press briefing in Owerri some weeks back, condemned the move by Governor Okorocha to install his in-law as his successor.

The Coalition led by a former Information Commissionerin the state under Okorocha, Dr. Theo Ekeji, urged Governor Okorocha to be very “sensitive to the name, integrity and sanctity of Imo people as an entity and the thrust, honour and dignity that go with the governorship enterprise.”

The party stakeholders also warned that with the way Governor Okorocha is handling his succession plan, the APC is headed for a “shameful, abysmal and colossal failure in the state in the 2019 elections,” saying that the governor should be called to order.

“We are embarrassed because this theatre of the absurdity, as we have confirmed, has the full backing and financial muscles of Imo State Government as the persons being endorsed, one Chief Uche Nwosu, and his son In-law is also his serving Chief of Staff.

“As a matter of fact, this is an anomaly and points to a dangerous and destructive party politics in Imo State,” the group said.
The group maintained that candidates of APC would score low votes in the Presidential, Governorship, National Assembly and House of

Assembly elections in 2019 if Governor Okorocha insists on forcing Nwosu on the electorate..
But in a swift reaction, the Governor’s spokesman, Sam Onwuemodo said: “The avalanche of endorsements for Uche Nwosu, for the 2019 governorship, by Local Governments, groups and individuals cannot be adjudged undemocratic and never contravened any known law or ordinance.

“Endorsement is a public statement or action show¬ing support of something or somebody. It has been part of our democracy. And it is surprising that some people have been losing sleep over the several endorsements the young Uche Nwosu has been getting.”However, an APC faithful, Hon Lawrence Achinihu, insists Nwosu is the best candidate Okorocha has presented, while Dr. Henry Okafor, has gone ahead to float a movement tagged “Owelle, show us the man and go to sleep.”

But it appears that after declaring his choice, the Governor Okorocha has lost his sleep.

Apparently irked by the succession plan, the Catholic Archbishop of Owerri Diocese, Dr. Anthony Obinna, flayed the spate of endorsements for Nwosu. He said Nwosu lacked the requisite skills necessary to pilot Imo State.

Imo APC spokesman, Chief Nwabueze Oguchienti, told journalists after a stake¬holders meeting in Owerri that there were cracks within the party over who succeeds Governor Okorocha, saying that the task ahead is to re-unite the party to win the next general elections.

A political analyst who spoke on condition of anonymity for fear of the unknown described Nwosu’s aspiration as an aberration, saying “except mediocrity is allowed, he (Uche) cannot succeed his boss.”

He asked: “Do you know that when Ohakim brought a world-class consultant firm to conduct a test for the recruitment of 10,000 graduates, Nwosu failed the test.

“So, is it possible that he is now qualified to govern our State? Did he go for leadership training? Let him tell us where and where he has gone to horn his skills. Must everything revolve around the governor and his family?”

Many people here say that Okorocha sees himself as the South-East version of Asiwaju Bola Ahmed Tinubu, who currently controls Lagos and the entire South-West politics.

In a new twist, the doctor's medical report which was tendered as an exhibit in an Abuja Court, a letter allegedly from the reputable Wellington Hospital in London on behalf of the former Peoples Democratic Party (PDP) spokesperson, Mr Olisa Metuh has been disowned by the hospital.

Dr Adrian T. H. Casey had claimed that he is a Neurosurgeon working with Wellington Hospital in London. He therefore tendered a letter from Wellington Hospital to affirm that the former PDP spokesperson, Metuh needed to be treated urgently in the United Kingdom.

An investigation by the All Progressives Congress (APC) in the United Kingdom revealed that the said Dr. Casey is not an employee of the hospital as claimed in the court proceedings.

In an email correspondence between the UK party anti-corruption unit and the Chief Executive Officer of Wellington Hospital, the hospital clearly disowned Dr Casey and went further to say that the hospital never employed consultants.

It is obvious that the hospital is not aware of letter tendered in Abuja court in its name and this suggests that Dr Casey appears to be just a private consultant to Mr Metuh and not employed by Wellington Hospital.

Mr Metuh who is facing corruption charges had arrived Abuja division of the Federal High Court, in a wheelchair for the continuation of his trial before the court.

The country’s corruption watchdog, the Economic and Financial Crime Commission had alleged that Mr Metuh had before the 2015 Presidential election, received N400million from the Office of the National Security Adviser, ONSA, without executing any contract.


According to Vanguard Newspaper, at the resumed proceeding on Wednesday, Metuh through his lawyer, Mr Emeka Etiaba, SAN, applied to be allowed to travel to the United Kingdom for medical treatment.

Metuh’s lawyer told the court that his client’s health had deteriorated in the past two months.

He posited the worsening situation of his health would require urgent medical attention from his doctors in London, UK.
