You're just a confused human. I'll help you out. Let's scratch off the very first part of your first sentence and focus on the latter: "Do people perpetrate evil against others?" Yes/No?

devil definition is subjective. I define devil to be D'Evil; The evil within us. And in igbo literature, devil is called ekwensu, meaning: Ekwe, ya esu. Translation: If you let it, it happens. Therefore, it stands to reason that if we harness 'the evil within us', it prospers, manifests itself. And defines who we are as persons. Thus, we are witches or wizards. When I read about women and children being beaten and killed for "witchcraft", I feel terrible because I know they're almost certainly innocent.
