Why not borrow from Nigerians to fund it?

Counterpart funding simply means both party will contribute an agreed percentage of fund for the project. Now in this case, China will be bringing technical expertise, construction equipment and materials for the said projects. While nigeria on his own part will put forward hired skills men and women and enabling environment for the smooth take off of the projects. However, it also depend on the bargaining power of the host country. Some may propose 80% local content of hired men, creating job for the populace and transfer of skills. However, this does not come without interest or motives. But, if properly managed, the level of transpiracy and quick to deliver are also high. Couple of weeks back, Benin republic commission a power project funded through similar means (although theirs is hundred percent from the construction company). But you know what, that company is nigeria owned. The company wanted to do similar project in Calabar but was through out by some selfish interest.
The rail line is not the only benefit or deal from this visit, the currency swap is also a good one. It will help to dazzle the madness on dollar and boost trading balance.

That was a nice story, but I could not find where he mention a single solution. Hence, that makes him voiceless as well.
