French President Emmanuel Macron this week hosts African leaders and chiefs of global financial institutions for twin summit meetings that will seek to help Sudan into a new democratic era and provide Africa with critical financing swept away by the Covid-19 pandemic.

A conference Monday attended by several heads of state will aim to rally support for the Sudan government under Prime Minister Abdalla Hamdok in the transition after the 2019 ousting of longtime strongman Omar al-Beshir.

This will be followed by a summit Tuesday on African economies that will try to fill a financing shortfall of almost $300 billion caused by the Covid-19 pandemic.

Both meetings, held in a temporary exhibition centre under the shadow of the Eiffel Tower in Paris, will be a chance for Macron to show himself as a statesman on Africa whose influence goes beyond the continent's francophone regions.

With some two dozen African heads of state due to attend Tuesday's summit, it will be one of the biggest in person top level meetings held during the Covid-19 pandemic.

It should also see a rare visit to France by Rwandan President Paul Kagame as Paris presses for reconciliation with Kigali after a historical report made clear France's failings in preventing the 1994 genocide.

- 'Explore opportunities' -

Hamdok told AFP in an interview ahead of the meeting he hopes Sudan can help wipe out a $60 billion foreign debt bill this year by securing relief and investment deals at the Paris conference.

Sudan's debts to the Paris Club, which includes major creditor countries, is estimated to make up around 38 percent of its total $60 billion foreign debt.

"We are going to the Paris conference to let foreign investors explore the opportunities for investing in Sudan," Hamdok said.

"We are not looking for grants or donations," he added.

Hamdok and his government have pushed to rebuild the crippled economy and end Sudan's international isolation under Bashir, whose three-decade iron-fisted rule was marked by economic hardship and international sanctions.

Sudan was taken off Washington's blacklist of state sponsors of terrorism in December, removing a major hurdle to foreign investment.

But many challenges still lie ahead.

His government has been pushing to forge peace with rebel groups to end conflicts in the western region of Darfur as well the southern states of South Kordofan and Blue Nile.

- 'New, cheaper, longer' -

Africa has so far been less badly hit by the Covid-19 pandemic than other global regions -- with a total of 130,000 dead across the continent -- although the human catastrophe in India shows it is way too early to sound the all clear.

But the economic cost is only too apparent, with the International Monetary Fund warning in the autumn that Africa faces a shortfall in the funds needed for future development -- a financial gap -- of $290 billion up to 2023.

A moratorium on the service of public debt agreed by the Paris Club and the G20 in April last year was welcomed but will not be enough on its own. Many want a moratorium on the service of all external debt until the end of the pandemic.

"We are collectively in the process of abandoning Africa by using solutions that date from the 1960s," Macron said last month, warning that failure would lead to reduced economic opportunity, sudden migration flows and even the expansion of terrorism.

International financial leaders attending will include IMF chief Kristalina Georgieva as well as World Bank managing director of operations Axel van Trotsenburg.

Serge Ekue, the president of the West African Development Bank (BOAD), told AFP that Africa needed much longer loan maturities that went beyond seven years and interest rates that were 3 percent rather than 6 percent.

"In West Africa, the average age is 20. You walk in (Ivory Coast's biggest city) Abidjan and there is incredible energy," he said, noting that Africa had seen growth rates of 5-6 percent in the last years.

"The issue is therefore not so much a moratorium as obtaining low rates. Because it is better to issue new, cheaper and longer debt than to obtain a suspension," he said.

Confusion in Rivers as police deny killing four fleeing wounded gunmen

There was confusion in Rivers State at the weekend as the police denied storming hideout of some of the fleeing wounded gunmen in Oyigbo Local Government Area, Rivers State, killing four of them and a female nurse.

It was earlier gathered that a tactical team of the Nigerian Police carried out the operation that killed the suspected gunmen.

The slain gunmen were reportedly being treated by the nurse identified simply as Chichi in a hidden area of Oyigbo when the squad surrounded the building and opened fire on them.

It was gathered that sensing danger one of them on drip attempted to escape by scaling the fence unknown to him that the area had been surrounded by armed policemen, who shot him dead.

The policemen subsequently gained access to the building and killed three others receiving treatments and the nurse, who was caught up in the gunfire, was also hit by a bullet.

The victims were said to be among the gunmen, who recently murdered seven policemen in surprised and coordinated attacks on security formations along the East-West Road and Elimgbu Police Station.

A security source, who spoke in confidence, said the bandits were trying to get medical treatments for multiple bullet wounds inflicted on them by the police when luck ran out on them.

He said: “Remember that recently gunmen, who disguised as security operatives killed seven policemen when they attacked their formations along the East-West Road and the Elimgbu Police Station.

“During that attack, the police at Elimgbu engaged them in a gun battle. They sustained many injuries and even abandoned their Hilux van. Those who were wounded ran to their hideout at Irebe side in Oyigbo and hired one Uchechi, a nurse to treat them.

“The police tracked them to the hideout. Three of them were already on drip. Sensing danger, one of the gunmen scaled the fence but was gunned down by the squad.

“The policemen eventually gained access to the building and met three others on drip. They made efforts to shoot at the police but the policemen gunned them and in the process the lady was hit by a bullet and she died.

“I can tell you that they are IPOB members. Five registration booklets of IPOB, many charms and some arms were recovered from them. You need to see their body, which was previously riddled by bullet. Though the bullets may not kill them because of their charms, the effects and the injuries will still show.”

But the the Commissioner of Police in the state, Mr. Friday Eboka, when contacted said the people, who carried out the act were not policemen.

Eboka said before the District Police Officer (DPO) in charge of the area and his men could get to the scene, the killers had concluded their mission and fled.

He noted that policemen, who rushed to the scene, only saw the five dead bodies and later recovered many charms.

He said: “That matter was reported at Oyibo police station. The people involved are not policemen. We heard that four of them were taking treatment in a clinic before the unknown armed men went there with two Hilux vans and a Sienna.

“They went there and people heard gunshots. Before police could get there the gunmen have entered their vehicle and drove away. The policemen met dead bodies of the four guys and the young woman (nurse). I told the DPO to move those dead bodies while we investigate the matter.

“But, obviously, they are not policemen. If there must be operation by police it must be reported at the nearest Police Station. The people that carried out the act are not policemen. It was an unknown armed men and not policemen.

“The people they killed were actually receiving treatment of their gun wounds. When the DPO got there, they recovered the receipt of their treatment. They recovered charms. They were receiving treatment of gun wounds. The people that killed them are not policemen.”

At the point of arrest, one AK47 rifle, two magazines, two live ammunition, one Military Camouflage, and some other Military Accouterments were recovered from them.

They confessed to being part of the Armed Robbery gang that has been terrorising Nekede and the environs.

They are strongly believed to be part of the prison inmates that escaped from the Correctional Service on 5/04/21. Efforts are ongoing to arrest other members of the gang.

Minister of Youth Development, Boni Haruna, disclosed this on Thursday at a special event, “A day with young leaders of Nigeria”, to mark the 15th anniversary of the fourth republic.

Jonathan attended the event, which was held at the International Conference Centre, Abuja.

Haruna said: “President Goodluck Jonathan has declared amnesty for members of the Boko Haram sect. A series of integration programmes have been lined up for the members of the sect who would surrender their arms and embrace peace.

“Let me use this opportunity on behalf of the federal government to call on the members of the Boko Haram sect to embrace the government’s gesture and key into amnesty programme.”

Haruna was once governor of Adamawa, one of the states currently affected by the insurgency.

His pronouncement appears to be a further explanation of the presidential broadcast earlier in the day.

Jonathan had, in his speech, promised to pursue “all options” to end the insurgency ─ announcing that the doors of his government were open to dialogue.

He also spoke about “de-radicalisation, rehabilitation and re-integration into the broader society”.

But, curiously, the president also said he had ordered full military action against the insurgents.

Haruna likened the amnesty offer to the one in the Niger Delta, saying 30,000 youths have benefitted from the programme and have been transformed from militants to “wealth creators, employers of labour and skilled citizens”.

Jonathan, while answering questions from youths, said military alone cannot stop terrorism “or any kind of radicalism”.

He maintained that without local support, terrorism could not succeed in any community.

It is yet unclear how the government wants to go ahead with the amnesty programme.

In the past, Jonathan said the issue of amnesty could not be discussed because the group did not have a “face” ─ unlike the Niger Delta militants whose leaders used to visit former Presidents Olusegun Obasanjo and Umaru Musa Yar’Adua at the presidential villa.

However, he set up a presidential committee, headed by Alhaji Taminu Turaki, to explore the possibilities of amnesty in the northern part of the country as a result of a series of violence and insurgency.

Boko Haram has claimed responsibility for virtually all terror attacks in the country and recently kidnapped hundreds of schoolgirls from Chibok, Borno State.

Meanwhile, gunmen on motorbikes killed at least 32 people in Gurmushi, Borno State, on Thursday, according to a Reuters report.

Food Items Worth Millions Destroyed As Fire Razes Plateau Yam Market

Goods, food stuff and other valuables worth millions of Naira have been destroyed in a fire outbreak at the popular Namu Central Yam Market in Qua’anpan Local government Area of Plateau State.

Hundreds of farmers and traders affected by the fire outbreak have been counting their loss.

Those who lost their goods/properties to the fire have called on the government and public spirited individuals to come to their aid.

Senator representing Plateau South Senatorial Zone, Professor Nora Dadu’ut, has commiserated with those who have lost goods/properties, and the entire Namu community over the sad incident.

She prayed for the quick revival of the victims so that they can “continue their struggle”.

The senator also called on government and other charitable Nigerians to offer support for the victims in order to expedite their recovery.

Impeach Buhari To Avoid Another Coup D'etat Disaster

Nigeria has never recovered since the first Coup d'Etat. It turned out as expected that the Army lacked the intelligence and intellectual capacity for governance. A few went as far as saying the best military rule is worse than the worst civilian rule. Well, many of us disagree. Though Jerry Rawlings did a better job in Ghana in his first coming, Ghana has since benefited from clean civilian rule. In Nigeria, we are either recovering from military rule in uniform or in militrician rule when they change their uniforms to agbada or designer suits.

One of the former stalwarts of the National Party of Nigeria boldly stated in 1979 that there were two parties in Nigeria: the Military and NPN. Both parties have mutated into different viruses, but these leopards never changed their spots. If you take a good look at the politicians in Nigeria, it will become clear that only Vagabonds, Army and Thugs are left standing to get into the game of Do or Die. Their only goal is to go in and loot the treasury. Their supporters that vote them into power are thugs and hoodlums waiting for turns to loot.

So they hate peaceful activists. They would dare you to oppose them at your own risk. Most of you must have heard about how harmless and peaceful protesters of #ENDSARS were massacred. Even worse, the Commander of the Army that led them, told the Tribunal he would execute exactly the same Operation again. But once these same Protesters carry Arms like Boko Haram, Niger Delta Force, OPC or MASSOB; their military tactics would change to contracts, bribes, foreign scholarships and political cronies.

It appears that since Babangida broke Buhari, he never recovered. So scared to death, Buhari refused to change the Service Chiefs, still figuring out how to prevent another coup d'etat against him. Even Babangida that had worked against the Buhari Election is enjoying the lack of retribution from Buhari or his kitchen cabinet. If kidnappers were brave enough to take the cue from Boko Haram and kidnap another set of school children right in Buhari's State when he was at home on vacation, they fear nobody. Could it have been staged for easy rescue?

Authorities that do not listen to peaceful protests, flame violence or insurrection that make Revolution inevitable. It is an old adage some reasonable governments learned from before or after the revolution. Watch out for those children of the status quo that argue against change as their country dug itself deeper into poverty. They have vested interest in the oppression of peaceful demonstrators. They are the Personal Assistants of the Oppressors located everywhere including the social media. Even other Africans and people of goodwill worldwide empathize with Nigerians. Not the children and supporters of these Vagabonds-In-Power.

The indications are that Buhari has lost his grip on Power to his kitchen cabinet. When his wife said Buhari did not know some of the members of his wider cabinet, we doubted his wife since Buhari said she belonged to the other room. She is not taking chances though. A few sources claimed she has relocated to Dubai for security reasons. This is why Nigerians are crying that if the wife of the President is not safe in Nigeria, nobody can protect the common man. They wonder if Buhari is really in control, has lost interest in Power or he is being used to retain Power by ordained oligarchy Mafia; as they did under ailing President Yar'Adua.

Most of us knew Buhari was a religious fanatic, but had instinctual intolerance for corruption. Yet, we voted for him as a preference to a worse evil, Jonathan that legalized corruption with a notion that it was not necessarily a crime. As Buhari gets older, he has dropped religion, an opium used to disguise cruelty of man against man. Buhari has also embrace corruption as it provides comfort for him and his family, not only in the Muslim world but in the Western world where he sends his children to school and obtain medical treatment that cannot be provided in his Country for his people; because he can afford them overseas on his salary!

All the effort and brains, if they have any since taking over, that should have been utilized to combat violence are diverted against those that pointed out their obvious failures. Even Reverend Kuka that voiced out the mind of most people in Nigeria had been declared a traitor. Nothing Reverend Kuka said was different from that of the Sultan of Sokoto that expressed the same caution as Reverend Kuka. So both must be planning a coup as traitors then?

Buhari must be morally dead. The same man Boko Haram almost killed by a suicide bomber in Kaduna before he became President, had been asked to negotiate on their behalf with the Jonathan Government. When the North-East and North-West boasted of violence on Christian churches and Southerners anytime they dared contest for Presidency, they never thought the same violence would gradually consume them.

The bottom line is that the "core" North is bleeding from self-inflicted wounds and their leaders know it. But they hide their heads in the sand for fear that they would be proven wrong by whoever tells them the truth. A case of self perfection that fears correction from any quarter that may expose the fact that they are moving in the wrong direction to self-annihilation. Since reliance on foreign income, politicians plunged the Country from African richest country before the curse of oil to the world capital of Poverty after massive oil income. Whoever says money can make you wealthy or rich has never heard of a country called Nigeria.

Very soon the whole Country will be consumed by terrorists unless other parts learn their lessons and prepare to defend their part of the Country. As long as we have Southerners joining and flaming the destruction of the Country because of personal greed for tokenism and backing as candidates for Presidency instead of speaking the truth to Power, we will all follow Borno violence down the drain. It is no longer North v. South, the whole Country is threatened during the reign of Buhari who got elected because another devil that sold his people, relied on temporary income from the curse of oil as Paradise.

Nigeria known for its Army contribution to Peace in Africa and the world is now at the mercy of local terrorists financed internally and by international sects of religious terrorists in the name of God. Buhari has turned deaf ears to reasonable voices in the North, even the Sultan that claimed they have never seen so much carnage and destruction within their own North. Indeed, the voices of reason of both Muslim and Christian leaders has been branded a coup.

Who is ruling Nigeria? What a change from Buhari/Idiagbon that jailed people for foreign currencies to this Buhari/Osinbajo that reverted to cracking down on harmless nonviolent protesters but fear Boko Haram, militias and coup plotters.
