Having fully commenced the implementation of the Contributory Pension Scheme (CPS), 11 states have kick-started pension remittance into the Retirement Saving Accounts (RSAs) of their workers, Eyes Of Lagos has learnt. This includes the remittances of both the employees and employers portion of the monthly pension contribution into the RSAs of civil servants across the concerned states.

The states are: Lagos, Osun, Ogun, Ondo, Kaduna, Delta, Anambra, Jigawa, FCT, Edo and Ekiti states. While the states are still using the 15 per cent old monthly contribution shared at 7.5 per cent each between an employee and an employer,

Eyes Of Lagos gathered that none of the states across the country have commenced the new 18 per cent monthly contribution of which an employer contributes 10 per cent while an employee contributes eight per cent, as prescribed in the Pension Reforms Act (PRA) 2014. Moreover, Zamfara, Kebbi and Rivers states are only remitting employee’s portion while Imo, Benue, Kwara, Bauchi and Niger states are states with remittances from self-funded agencies.

Thirteen states, comprising of Adamawa, Bayelsa, Ebonyi, Enugu, Gombe, Imo, Kano, Kogi, Nasarawa, Oyo, Sokoto, Taraba and Abia States have enacted laws, but are yet to commence remittance. However, Bauchi, Benue, Borno, Cross-Rivers, Katsina, Kwara, Plateau and Akwa-Ibom states are at bill stage in their respective state houses of assembly.

Yobe remains the only state that is yet to commence any process towards the implementation of the Contributory Pension Scheme (CPS). Speaking at a workshop organised by the National Pension Commission (PenCom) for journalists in Uyo, Akwa-Ibom state, at the weekend, company’s secretary/legal Adviser, PenCom, Mr. Mohammad Sanni Mohammad, said some states have enacted the law but are having remittance issues, while 16 states have not enacted law and appropriation not made. Stating that PenCom cannot prosecute the defaulting states but can only persuade, he said, the federal system of government being operating in the country has limited the commission’s power to prosecute states that are non-compliant to the CPS.

For the CPS to become effective in states, he said, the states must first of all, domesticate it in their respective state by-laws, after which necessary appropriation must be made to fully key into the new pension scheme. He pointed out that some states are having challenges to pay salaries of their workers, hence, defaulting in the prompt pension remittance of their workers, adding that, the commission is doing everything possible to persuade more states to join the new pension scheme.

However, the new president, Pension Fund Operators of Nigeria (PenOp), Mrs. Aderonke Adedeji, urged workers both in the public and private sectors, to mount pressure on their employers to remit their pension as and when due, noting that, until workers fight for themselves, dubious employers will continue to evade pension remittance of their employees. Earlier, Mr. Ibrahim Shehu Kangiwa, of the Investment Supervision Department of PenCom, announced that Multi-fund Structure of RSA Funds will commence July 1, 2018, having amended and released the Regulation on Investment of Pension Fund Assets to Pension Fund Operators on April 18, 2017.

This new provisions in the regulation, he stressed, took immediate effect, except the Implementation of Multi-Fund Structure for RSA Funds which would commence later in the year. The implementation of the RSA Multi-Fund Structure, he said, was delayed to allow adequate public sensitisation and education, noting that, the main objective of the RSA Multi-Fund Investment structure, is to resolve the challenge of Asset-Liability risk management experienced by Pension Funds. This, he pointed out, would be achieved by better aligning the risk and return expectations of Contributors, better matching of pension assets and liabilities and diversification of pension fund portfolios, as minimum limits are set for aggregate investments in variable income securities, for each Fund.

To implement this multi-fund, he said, Pension Fund Administrators (PFAs) would be required to provide contributors with information on the benefits and risks of the various Funds, prior to approving any change, the Commission and PFAs would embark on Public Enlightenment / Sensitization Campaign prior to commencement date. “PFAs are currently carrying out the necessary in-house system upgrades and processes to ensure a robust IT system for the Multi-Fund.

The introduction of the Multi-Fund investment structure for RSA Funds would address the varying risk appetite of Contributors, as the different Funds are tailored to fit the ages and risk profiles of Contributors,” he stated. To him, expanding the scope of allowable investment instruments and Fund classes available to Contributors would also improve returns on pension funds, as minimal limits have been set for variable income instruments which generally yield higher returns over a given period.

Osinbajo in Anambra, extols Obiano’s efforts in building business friendly state


Acting President, Prof Yemi Osinbajo Thursday lauded the efforts of Anambra state governor, Chief Willie Obiano in creating a viable state through creation of enabling environment for Micro, Small and Medium Enterprises (MSME).

The acting president was at Onitsha for the MSME clinic, sponsored by the federal government in collaboration with the state government, where he addressed the business community and heads of agencies and parastatals of the federal government.


He stated that Anambra remained the industrial and commercial hub of Nigeria, and that the federal government was committed to working with the state government to create better life for business owners.

“This clinic, which was brought to Anambra is a demonstration to the commitment of the federal government to help businesses grow in Anambra.

“It is my first time in Anambra since the governor won reelection, but of course I have been here before, and I took time to visit manufacturers in Onitsha and Nnewi notably.

“MSME may be small, but they account for a large percentage of business activities in the country. That is why we are ready to support them. I am particularly happy with what your governor is doing with the Anambra State Small Business Agency (ASBA), where he gives loans to small businesses. We will partner with him to do better,” Osinbajo said.


He also stated that the idea of the business clinic was to bring together business owners on one hand, and agencies and parastatals on the other hand, so that business men would have the opportunity to interact with the agencies without travelling long way to access information.

Speaking on the ease of accessing loans and other facilities, Osinbajo said that the federal government was well aware of the hardship faced by business men in doing their business, and has taken steps to make certain facilities easier to access.

He said business registration that previously took so long to be precessed could now be done withing 48 hours, while loans that took several months can now be done within two months, attributing the success to the business clinic created by the federal government.

Earlier, Chief Obiano had thanked the Federal government for the vision behind the clinic, and the decision to bring it to Anambra state.

He said certain characteristics stood the Anambra businessman out, and they included their doggedness, industry, independence and hatred for failure.

Obiano said his government had done much with ASBA, and that if helped by the federal government through its agencies, “Anambra can leap frog Nigeria to an emerging economy.”

He added that, “We are doing so much here, but we need the critical support of the federal government.”

The event was attended by heads of agencies and Parastatals, including Bank of Industry, Raw Materials Research and Development Council, among others. Captains of industries, especially from Anambra State also graced the ocassion.

Osinbajo took time to visit the stands of various companies, who exhibited their products during the clinic, and commended their ingenuity.

Obiano to dualise major roads, construct more bridges in 2nd term

Governor Willie Obiano has assured that his administration would dualise major roads in Nnewi, Awka and Onitsha during his second term to ensure a free flow of traffic and enhance the overall aesthetic appeal of the cities.

Speaking during a town hall meeting with key stakeholders and opinion leaders in the state at the Professor Dora Akunyili Women’s Development Centre in Awka, Governor Obiano announced that eight more bridges would be constructed in the three senatorial districts of the state to strengthen its infrastructural backbone.

According to the governor, all these have been factored into the state’s 2018 budget and the implementation will start immediately the budget is passed by the state House of Assembly.

Governor Obiano further revealed that his administration had commenced the installation of 33kva high tension line from Awada, Obosi to Nnewi North and South Local Government Areas, adding that the project would cover 33 communities in Nnewi North and South, as well as some parts of Idemili and Ihiala Local Government Areas.



He noted that major industries in the state were located in the benefitting communities and explained that his government decided to undertake it because of the impact it would have on its industrialisation blue print.

He assured that when completed, the project would help achieve 15 to 16 hours-per-day power supply in the communities, promising that it would be completed within one month.

@mktinsight, Onitsha mall is a luxury shopping area. Almost everything at main market could equally be found here but on another level because of it's luxury outlook and ambience. NEXT International just acquired large expanse of land at Limca road near Zik's house to develop their own mall. We need more of these because Onitsha has grown into a mega city.

Population is not important. Development is what is needed. The state should copy Lagos in the sense of what brings revenue which is industry, commerce and sophisticated services. Not lawless trading.

The ANSG need to.up their game with markets. People like to shop. But contrast Onitsha Main Market with some of America's Outlets Malls or European commercial districts and you see the difference in planning and organization. People want to buy in clean organized places where they can park or get transport easily to not pigstys. Transform those primitive markets into decent planned markets with security, parking, convenience, bank aTMs and you will see hordes from Port Harcourt to Edo coming to Anambra to shop. Then ensure every shop in the market has a TIN number and collect VAT and business taxes. If you get at least 10 million shoppers spending 50,000 a year that's 500 billion. Your VAT will be 25 billion. You will create jobs in transport, hospitality, logistics for those shoppers not endless barrow hawkers messing up the road. That's planning.

The
Onitsha main market is a single largest well planned neat market in the whole of Nigeria. The market is now moving from mere stalls to shopping plazas. Banks/ATM centers are easily accessible for shoppers coming from all over Nigeria. The market is the most organised market I have seen in Nigeria, because it has well paved roads running through it. The market lines are equally fitted with TV sets/CCTV, this is the only market in Nigeria with such luxury. This explains why lettable spaces are high in rent..

HOSCON uncovers 50 oil wells in 12 Anambra communities

ONITSHA—THE Host Communities Producing Oil and Gas, HOSCON, yesterday, said it had discovered no fewer than 50 oil wells in about 12 communities in Anambra state waiting for exploration.

The state chairman of HOSCON, Anthony Chiokwe who disclosed this yesterday during their general meeting at Nsugbe in Oyi Local Government Area, said contrary to the allusions by some people that the oil in the state was not found in commercial quantity, if the 50 oil wells could be harnessed, a lot of revenues would be generated by both the federal and state governments, as well as the host communities.



Chiokwe further disclosed that this number of oil wells “were arrived at following his mandate to all his members to go to their various communities and bring a comprehensive list of oil wells, take photographs of such wells, discuss with various town union leaders and their traditional rulers and find out if they are interested in exploring the oil deposit in their localities.”

He mentioned the six communities where the oil wells have so far been discovered as Ogwu-Ikpelle and Ogwu-Aniocha communities of Ogbaru Local Government Area; Anaku, Umerum and Omor communities in Ayamelum Local Government Area; Aguleri in Anambra East Local Government Area, Abagana in Njikoka Local Government Area and Ifitedunu, Ukpo and Umunnachi in Dunukofia Local Government Area and Okija in Ihiala Local Government Area.

Flanked by other executive members of HOSCON, including the Deputy Chairman, Anene Onyilegbe Gregory; State Woman Leader, Hon. Uju Izuakor and the National Community Liaison Officer, NCLO, representing Anambra state HOSCOM, Mrs. Felicia Nwankwo,, Chiolwe disclosed that Aguleri alone has 26 oil wells, while Ogwu-Ikpelle has as much as 16 oil wells, just like Ogwu-Aniocha has five wells, Anake has nine wells, Umerum, three wells, two wells in Abagana, while Okija and Umunnachi wells were said to have been overflown and are currently spilling.

He explained that most of the oil wells were discovered by Shell Development Corporation in the past years, while Sterling Global Resources, an Indian company is currently exploring one of the 16 oil wells at Ogwu-Ikpelle, just as Orient Petroleum resources is busy exploring some other oil wells in Anambra West, Anambra East and Ayamelum council areas of the state.

In his speech, the Deputy Chairman, Onyilegbe appealed to the state government to urgently set up an Oil Development Commission like in other oil producing states, to enable the federal ministry of petroleum resources pay the federal government approved 13 percent oil derivation fund to the state, for onward transmission to the host communities.

At Omor oil field, the Secretary-General of the town union Joseph Nonyelum confirmed that the oil wells were discovered by Shell many years ago, but now Orient Petroleum Resources are exploring the oil at Omor and Umerum communities.

The National Chairman of, HOSCON, Prince Mike Emuh has during his recent visit to Anambra state where he had a crucial meeting with traditional rulers in the state, disclosed that the federal government had recognized Anambra’s status as an oil producing state, adding that about 10 modular refineries had been approved by the government each to be cited in each of the oil producing states in the country, out of which one of the refineries would be cited in Anambra.

Emuh further told the traditional rulers that the federal government also approved the employment of 10,000 youths to serve as oil surveillance squad from all the oil producing states, out of which 1,000 youths are to be employed in Anambra state, adding that he was in the state to ask the royal fathers to mention a particular place where the modular refinery would be cited in the state and to prepare for the selection of the youths to be employed.

Emuh who is also a member of federal government’s governing council on petroleum, also handed over all the documents containing the approvals from the federal government and a copy of HOSCON’s constitution to the royal fathers.

The Federal Executive Council (FEC) has approved N10.7billion for the establishment of 10 new rice mills.

This was disclosed yesterday by the Ministers of State for Agriculture, Heineken Lokpobiri after the Council’s meeting chaired by President Muhammadu Buhari at the Presidential Villa, Abuja.


Lokpobiri said that the Council approved the 10 rice mills with the capacity to produce 100 tonnes per day, and the mills would be managed by private rice millers.

“Today the Federal Executive Council approved the establishment of 10 very large rice mills to enhance the milling capacity of rice value chain in the country.

“Few years ago it was reported that this country needs a minimum of 100 large rice mills. As of today we have about 21 but Federal Government in its wisdom decided that today we should approve the establishment of 10 at the total cost of N10.7billion.

“These would be given to the sector to manage which they will be pay back within a given timeframe as it would be agreed between the Bank of Agriculture and the Rice Millers,’’ he said.


According to the minister, the mills will be located in Kebbi, Zamfara, Benue, Kogi, Bayelsa, Anambra, Kaduna, Ogun, Niger and Bauchi states.
