Weeks after killing and maiming innocent residents while raiding communities in Ogun state, suspected Niger Delta militants have blown up a gas pipeline in PZ Estate in the Ogijo area of the state.

Members of the community told Channels Television that the incident, which is the first known attack on a pipeline in the south-west under President Muhammadu Buhari, occurred late Tuesday.

Apart from Imo state in the south-east, where a Shell pipeline was blown last month, all other attacks in recent times have happened in the south-south, mainly Delta state.

The suspects in Ogun were said to have attacked the facility while pretending to be officials of the Nigerian National Petroleum Corporation (NNPC) on maintenance patrol.

The affected pipeline is said to serve an 11.4 distribution line for some companies in Ikorodu, Lagos state.

The scene of the attack has been cordoned off by security personnel.

Though officials of the National Emergency Management Agency (NEMA) believe it is too early to conclude on the identity of those behind the attack, sabotage of such nature has been orchestrated by the creek manors.

Mohammed Tijani, divisional police officer (DPO) of Ogijo police station, said investigations were ongoing.

“What we heard is that during the day, some people disguised as NNPC staff. They reportedly came with two Hilux vehicles and pretended as if they carried out some repairs,” he said.

“Later at night, the explosion occurred.”

The Niger Delta Avengers (NDA), the group which has claimed responsibility for most of the attacks under the current administration, has threatened to storm Lagos.

The group said its aim is to cripple the nation’s economy.

After threatening to clampdown on the militants, President Muhammadu Buhari appealed to them to give peace a chance.

Nigeria’s production capacity, which sunk to an all-time low as a result of the attacks, soared during a two-week ceasefire declared by the militants.

However, the group resumed hostilities some weeks back, accusing the government of insincerity.

The Nigerian National Petroleum Corporation (NNPC), Tuesday, called on Nigerians to desist from panic buying of Premium Motor Spirit (PMS), also known as fuel, stating that it has about 23 days of product supply in all its depots across the country. Reacting to the resurgence of fuel queues in some cities across the country, the NNPC, in a statement by Mr. Ohi Alegbe, Group General Manager, Group Public Affairs Division, stated that its depots have about 927.461 million litres of PMS which is enough to serve the country for the next 23 days if no drop of the product is imported within the period. The NNPC blamed the resurgence of queues at petrol filling stations on rumour of an impending scarcity, assuring that it has enough products to meet the demand of the country. It also warned oil marketers not to engage in sharp practices, stating that anyone found wanting would be dealt with decisively. The NNPC noted that it recently held a meeting with the members of the Major Oil Marketers Association of Nigeria (MOMAN) and the Depot and Petroleum Products Marketers Association (DAPPMA) to rally them for the uninterrupted fuel supply policy of the administration. It also stated that it has set up a monitoring team at the Pipeline and Products Marketing Company (PPMC) to check sharp practices that could breach the distribution and supply system. It warned marketers not to engage in products hoarding and diversion as the PPMC monitoring team is empowered to sanction anyone found defaulting in those regards. The NNPC had on Monday promised to work with other downstream petroleum sector stakeholders to eliminate obstacles to the free flow in supply of petroleum products across the country. Mr. Ibe Kachikwu, Group Managing Director of the NNPC had also vowed to work with other relevant Federal Government agencies to fast track the payment of outstanding subsidy claims to oil marketers. In the interim, Kachikwu had promised to arrange for a meeting with the relevant creditors (bankers) to ease off pressure on marketers and extend the credit lines. He added that several financing mechanism are being explored to offset the commitment to oil marketers. He hinted at the possibility of exploring the monthly payment option, stating that the Federal Government might, in the future, explore some creative means to prevent backlogs. Kachikwu had also stated that the issue of uninterrupted supply and distribution of petroleum products across the country is of utmost importance to the present administration. He noted that the Federal Government is willing to do everything possible to ensure that members of the public do not go through any form of hardship in accessing petroleum products particularly PMS.

This is coming at a time the Borno of State Governor, Kashim Shettima has expressed disappointment over what he described as the tactical withdrawal of support by the National Emergency Management Agency, NEMA.

Shettima alleged that the last time NEMA supplied food to the IDPs was in February.

He urged donor agencies and philanthropists to look beyond the IDP camps as some returnees are facing similar food and healthcare challenges in their various communities.

Minister of Health, Isaac Adewole assured that government will give priority attention to the needs of victims of insurgency.

On June 16, ICIR reporter, Samuel Malik, who traveled to the Maiduguri had reported that “Urgent intervention was required to forestall a humanitarian crisis of grave proportions at the Internally Displaced Persons Camp in Bama, where hundreds are at the risk of dying.”

“Hygiene and sanitation in the camp is horrible. The environment is filthy, with faecal matter littering the whole place because, unbelievably, there are no toilets. When people need to use the toilet, they just go behind their makeshift shelter to ease themselves,

“The shelters are made by the displaced persons themselves with zinc, which they get from dilapidated buildings in the town. There is inadequate ventilation and when it rains, it is a sorry sight as the shelters can hardly protect them from the rain.”

Controversies have trailed the sudden disappearance of 71 trailers of rice and other grains allocated to Internally Displaced Persons (IDPs) in Adamawa State by the Federal Government to ameliorate the hardship faced by victims of insurgency in the state.

The Guardian gathered that the 71 trailer loads of grains actually arrived the state only for the items to develop wings two days after the Deputy Governor, Mr. Martins Babale, flagged off the ceremony marking the distribution of the consignment, without getting to the IDP camps or to those that had returned home.

Commenting on the missing trucks of food items, a member of the State House of Assembly, Mr. Emmanuel Tsamdu, said reports from his constituency community leaders confirmed that only 250 bags of 50kg of rice got to Madagali, as against the two trailers of 600 bags of 50kg per one trailer load.


Tsamdu urged the Federal Government to immediately set up a committee to investigate what he described as the worse crime against humanity and corrupt behaviour.
Details of the planned distribution listed the seven local government councils in the northern part of the state, which were the worst hit by the Boko Haram attack, as beneficiaries of the highest allocation.

But checks by The Guardian revealed that Madagali local council, that was the worse hit due to its closeness to Sambisa forest, was allocated only two trailers of rice. When contacted the District Head of Guluk, headquarters of Madagali council, Mr. Bello Ichadi, disclosed that only five district heads of the council received 50 bags of 25kg rice, making a total of 250bags for the entire Madagali council.

It was also discovered that while the rice and other grains were packaged in 50kg bags, the few bags given to the Madagali Chiefs were in 25kg bags, indicating that there was rebagging of the grains by those charged with the distribution.

Executive Secretary of the state Emergency Management Agency, Mr. Haruna Furo, told The Guardian that his agency, which is in charged of managing IDPs in the state was not involved in the distribution of the grains from the Federal Government to the state.

His words: “I cannot tell exactly what went wrong with the distribution, because we are the agency that is charged with the responsibilities of taking care of IDPs. But we were not involved in recent exercise, it was done in Abuja; even the sharing formular. Many people are calling my office, bringing complaints, but the only thing we can say is we are not part of the exercise, so we don’t know how the distribution was done and the formular that was used.”

OPC RETRACTS IT’S ANTI-IGBO STATEMENT

The Oodua Peoples Congress (OPC) on Saturday said its attention has been drawn to news “circulating in the media, some with the picture of its National Coordinator, Otunba Gani Adams kicking against the plan of pro-Biafra group to stage their protest in Lagos.”

The group said that the reports were reckless and sensitive, noting that the statement cannot be traced to OPC as led by Adams.

OPC Director of media and publicity, Yinka Oguntimehin, said the group never issued any statement against any tribe or body over their right of association or protest as long as such a protest was peaceful and security of lives and property was assured and monitored by security agents.

“The Igbos have a population of over 35 million spread all over the world, some of them have stayed in Lagos and indeed the South West for over 40 years.

“It is not the purview of OPC to deny such people their right to determine their future and membership of the country as contained in the United Nations Self Determination charter of 14 December 1960.

“The United Nations General Assembly adopted General Assembly Resolution 1514 (XV) under titled Declaration on the Granting of Independence to Colonial Countries and Peoples provided for the granting of independence to colonial countries and peoples in providing an inevitable legal linkage between self-determination and its goal of decolonisation, and a postulated new international law-based right of freedom also in economic self-determination.

“Although the Igbos do not allow Yoruba such freedom in their region as they enjoy in South West, it is not a reason to go against their decision to self determination.

“However, if they step out of line allowed in the constitution, the Federal Government should do the needful by making use of the security agencies.

“The position of OPC on self determination is clear as we are in support of true Federalism and Statism, but we are not in anyway against the choice of Ibos to self determination.”

The statement pointed out that one Shina Akinpelu issued the anti-Biafra protest, advising media houses to shun further releases from the name.

“Akinpelu is a dismissed member of the Congress and he has no mandate of the congress to issue any statement,” it concluded.

There was near pandemonium and confusion at the Annual Global African Investment Forum held in Westminster, Central London after a heated exchange between Ghana’s President John Mahama and former Nigerian President Olusegun Obasanjo degenerated into open insults.This was due to General Obasanjo openly accusing the Ghanaian president and his government of blackmailing and collecting bribes from Nigerian businessmen in Ghana, buying numerous properties in Nigeria and South Africa and financially contributing 12 million dollars to Goodluck Jonathan’s campaign last year. This infuriated President Mahama who lost his temper and pointing his finger, called General Obasanjo an ” idiot” and a “stupid buffoon”.It took other ministers present as well as Ugandan President Yoweri Museveni to calm tempers and usher President Mahama to a nearby room. The forum, which takes place from 1st to 3rd December is attended by African Heads of States Ministers, Private equity firms and investors to discuss opportunities for investment and development in African Economies.
