The job of the CBN is to monitor and encourage the Naira culture and to fight corruption or build roads or give u portable water like u stated. Hence,this CBN policy is to discourage the use of Dollar to save the declining value of the Naira being cause by the "Dollarization" of the Nigeria Economy.
Note,the names u mentioned above,they have the money and would always want to move it easily.And since the $ makes it easier for them,they go for it. But with the 5k denomination,they would stick to the Naira,and that becomes a plus.
