In addition to the two new luxury helicopters ordered by President Goodluck Jonathan from the Anglo-Italian AgustaWestland at a cost of $40 million, as SaharaReporters reported earlier today, we have learned that the government made a deposit of another $9 million for a Hawker 4000 jet.

In 2012 budget an additional $12 million was budgeted to complete the purchase of the jet.

But that money is now tied up in court, as our investigation has revealed that the manufacturer, Hawker Beechraft, entered into bankruptcy proceedings in the US District Court of Southern New York last May.

Curiously, the purchase notice was initiated by one Group Captain Ma Yakubu, who gave away the $9 million using the address of “Nigerian Presidential Wing, Nnamdi Azikiwe International Airport, Presidential Air Fleet Abuja, Nigeria.” His phone number and email addresses were listed as follows: +234 8052088048 and Maminuyana@Yahoo.Com.

Our sources say this is highly unusual, as the purchase order would normally have emanated not from an airport, but from within the presidency, the Ministry of Aviation or the Nigerian Air Force.

Yesterday’s crash of a Nigeria navy executive Agusta 109E helicopter, which killed Kaduna State Governor Patrick Yakowa, former NSA Andrew Owoye Azazi and four others, while doing private errands for presidential aide Oronto Douglas, demonstrates how public property is routinely converted to private benefit especially in a corrupt administration.

The presidency currently has at its disposal about 11 jets, many of them running errands on a daily basis for privileged officials and their relatives. When those are not enough, they call for similar equipment that belong to the armed forces, the Nigeria Police, the Nigeria National Petroleum Corporation, and similar offices.

“Yesterday, the naval helicopter was abused throughout the day, like a free taxi cab, until it simply fell out of the sky,” an analyst told SaharaReporters.

The two helicopters on order by Mr. Jonathan will cost Nigeria $40 million, but it is unclear how many similar equipment may be on order around the world, or have already been bought or delivered, because government officials often account to nobody. The tracking of most contracts is non-existent after they have been awarded.

SaharaReporters has written to Group Captain Yakubu in an effort to obtain further information about the aborted purchase of the Hawker 4000 jet.

The US District court has approved Hawker Beechcraft’s plan to emerge from bankruptcy as a slimmer corporation, also last week the court authorized the company to sell off its entire inventory of Hawker 4000 jets at $20 million each.

My own submission is that the guy is full of "Spin" making things appear to be what they are not. I wonder if these people have a consciense when they come out every wednesday after FEC meeting and you have to report on what you know is farce!! Difficult job but he seems to be enjoying the fact that he is getting away with fooling nigerians.

I can never forget the FEC meeting of January 4th when the nation was in arms over fuel subsidy removal, this guy was peddling false hood with a straight face. When it came to the turn of Minister Aganga to announce that the Fed govt had buses available and they wld be distributed within 10 days, he was so uncomfortable saying so because he knew he was lying!!

I THINK AN IMPRESSION NEED TO BE CLEARED AND CORRECTED HERE.

THE POINT IS THAT WE ALL MUST AGREE THAT MAKU PROJECTS AND DEFENDS GOVERNMENT POLICIES TO NIGERIANS AS INFO MINISTER, JUST LIKE JERRY GANA, AND ANY OTHER PERSON THAT WILL ASSUME THE POST IN FUTURE WOULD. WHICH DOES NOT TANTAMOUNT TO LIES, DECEIPTION OR SPINNING.

Let's face the issue at hand " the best info minister or not". I humbly, think that most of all the commentators on this issue are correct. But how correct are they? This i must analyse in the next few minutes.

Every ministry has a mandate as has been submitted by all and sundry, to the president and in turn the president owe all to us whom he derives his legitimacy from.

Then we ask " what is the mandate of info minister under Maku, or any other that has held this tripartite position. I call it tripatite because the minister defends the government, himself and reorientate the citizenry on some misconceived issues or policies of government which might not go down well with everybody.


I must say that no one can be a perfect minister of information to everyone considering the fact that Everybody do not possess the equality of knowledge, wisdom and understanding to be qualified as a judge in the panel of panelist to adjudge who is the perfect info minister.

Then we ask again, what do the protagonists of Maku have in their credit and the antagonists equally argue against ?

Well Dearest, I think in my most submissive opinion that all the issues can be couched on this: IF YOU ARE HUMAN RIGHT ACTIVIST WHAT WILL YOU DO TO POLICY THAT IS CONTRARY TO THE PEOPLE? IF YOU ARE AN INFO MINISTER WHAT WILL YOU DO? IF YOU ARE A SOCIAL COMMENTATOR WHAT WILL YOU DO?

IF we can sincerely and umbiasely, answer all the question the consensus wiould not be far from blackmailing the minister, telling him where he is not doing much, rejecting the temptation of seeking relevance through social media and finalling thinking before lipping; for it is cowardice to lip before one thinks.

The activities surrounding the renewed attempt by the office of the presidency in showcasing the good administrative efforts of the Goodluck Jonathan administration via the Good Governance Tour under the auspices of the Federal Ministry of Information may have opened a Pandora’s Box that may spell doom for the continued stay of the Information Minister at the Information Ministry.

Information available to 247ureports.com obtained through a top sensitive source within the Presidency reveals the uncloaked perception of Mr. President towards some of the Federal Executive Cabinet members – particularly the Federal Minister of Information, Malam Labaran Maku. The source who is a national player in party politics of the Peoples Democratic Party [PDP] quotes the President as saying that Labaran Maku as the “most corrupt Federal Minister” following a brief ‘behind-closed-door’ discussion between the source and Mr. President recently.

From discussions with the President, the source understood that the President was livid over the ill performance of the Good Governance Tour – in terms of the limited waves/impact made in the print and electronic media. It was learnt that Mr. President was elated over the idea of a Good Governance Tour when it was initially proposed at the Federal Executive Council meeting by the Information Minister – partly because the Tour would enable uplift a fast dwindling political currency. Mr. President was also pleased the Tour was suggested by a former Information Minister, Jerry Gana.

Pleased with the prospects of having a Tour to showcase the developmental strides of the federal government – of which may result to a good ‘Public Relations’ job for the president, Mr. President immediately bought into the idea – and tapped his men to help make available the necessary logistics to facilitate the Tour. The Information Minister was given the go ahead – along with the authority to approach the various Federal Ministries, Departments and Agencies for financial support – and a list of their various projects. The information Minister also approached each state governor for the same.

But with roughly over one month into the tour exercise, the initial elation felt by the President evaporated as the media headlines appear to have not carried the efforts in the manner he [presidency] thought was fitting. “The president was disappointed at the exercise”. Specifically, according to another source within the presidency, the president thought that with the monies raised for the Tour – that the Honorable Minister should have been able to ‘force’ the findings of the Tour into the Headlines of many Newspapers or Magazines. Rather, the Honorable Minister opted to focus primarily on federal government owed media houses for the dissemination of the Tour findings and developments. Of which our source indicates the President was grossly unimpressed.

On the part of the reporters – who had tagged along the entourage of the Tour – as official selected reporters to report on the findings along the Tour – the matter appears uneasy.

The reporters, according to the Tour details, were selected from a wide variety of media houses and embedded with the Tour. They were to receive a daily allowance of N100,000 from the Ministry of Information. Also, to augment their daily allowance, the reporters expected to receive monetized goodwill messages from the various State Governors following the completion of each State tour. But the reporters have yet to receive the monetized messages – of which 247ureports.com gathered were regularly given to aides to the Information Minister for onward transmission to the Minister. But the Information Minister hoards the money without distributing the monies to the Reporters. As a result, the Reporters remain unhappy.

But the Director of Press at the Ministry of Information, Mr. Dama disagrees. In a text message to 247ureports.com, he termed the allegation against the Information Minister false and untrue.

In his words, “There is no truth in these allegations. Mr. Labaran is prudent with the good governance tour expenditure and no reporter has been short changed as alleged. All reporters are being paid their duty tour allowances as and when due as we went on the tour. You can call any one of them on tour team and they will confirm that to you. Again the allegation that the presidency is unimpressed is equally not true. This is because Labaran briefed the Federal Executive Council on the tour two weeks ago and it was adjudged to be good. If the presidency has found any fault with the good governance tour it would have said so and even be reflected on their resolutions for last week that he briefed council but nothing of such was reflected. Please ignore all the lies being spread about the good governance tour. We are ready to open up our books for you to see please”.

Meanwhile, preliminary investigation carried out by our correspondent indicates the Information Ministry to be administered under a less prudent administrator. Our investigation showed the Information Minister as a familiar player in the art of funds misappropriation. Specifically, the 2011 budget for the Information Ministry earmarked N65.68million for upkeep of Utilities at the Main Ministry, it earmarked N261.6million for Maintenance, N69.1million for Other Services, and N5.4million for Repairs – totaling to a grand total of N401.9million for building maintenance and upkeep. However a visual inspection of the building facility [both external and internal] shows a disparity – a structured disparity.

Sincere 9gerian: The forceful takeover of missionary schools by the Nigerian govt sometime in the 70s or so was another CATASTROPHIC and THOUGHTLESS policy. That inexplicable policy can be described as GOVT STUPIDITY at its best. I mean, even if the govt wanted to build its own schools, it could have done that without DESTROYING existing missionary schools. The govt took over those schools and simply DESTROYED them. That STUPID and RECKLESS policy marked the BEGINNING of the fall in the standard of education and MORAL DECADENCE in the society. The astronomical increase in crimes, criminalities, cultism, corruption and all sorts of atrocities can be traced back to that policy. The earlier we trace some of our problems to their roots, the better.

Sincere 9gerian: In my opinion, the NUMBER ONE destructive policy in Nigeria today is QUOTA SYSTEM(aka federal character). This policy has been in operation since Independence and has killed MERIT, COMPETITIVENESS and EFFICIENCY, particularly in the public sector. I do not share your view on this. This is because the Lincolnian theory of democracy which what informs us to believe that government is people and people government is no longer practical functioning, especially in Nigeria.

A heard a Senoiur lecturer in the prestigious uniport tell his student that politics is all about the allocation of scarce resources. In other words, the essence of politicking, and indeed goernment( which is the act of governing) is to control scarce resources and nothing more.

If this is the case, ( which is the case in Nigeria) there can not be government of all the peolple when the people are even denied of the fundamental right, necessities and infrastructure which the people need.

I think in my humble view, that government is the organisation, allocation and distribution of state resources and implementation policies.

To be candid, we must agree, if we are to critically understand the speech, that the Executive arm- where the president belongs is one out of the three amrs of government in fighting corruption. If we agree on this-because the Legislature makes the law, the judiciary interprets the law, then we are inclined without hesitation to concede that the only duty constitutionally obligated on the president is to prosecute the offenders through the Attorney- General and indeed all other relevant Agencies of government.

I'll soon analyse very deeply and politically too, in line with what ever you have said visa vis what the President stated because it is the civil duty and obligation of every Citizen this Great country to it( Nigeria) and fellow Citizens- never to sit back watch our country destroy by political mongers and machineries of political manipulators- which in other words called CENTRIFUGAL FORCE OF POLITICAL ADMINISTRATION-Who can not perform but will not allow those that will perform to do the function without distracting the process they claim to protect.

TO THE AUDIENCE THE BIBLE SAID WE SHOULD FLEE FROM SUCH, because they can neither enter the ASO Rock nor allow those that have entered to carry out their Citizens' mandate.
