Good morning dear Nairalanders... I have been an ardent listener of inspiring speeches by various inspirational leaders. And I read a lot about strategies meticulously put up and implemented by countries that have challenges in creating jobs for their citizens. Our country has been battling with how to employ her teeming young people and distract them from crimes and other vices. However, it is evident that a lot more have to be done for us to achieve appreciable sucess in our collective bid to solve this teething problem of mass joblessness. Intrestingly, it has become a recurrent point in almost all levels of political discourse and activity. We are constantly inundated with stories and promises on how government "will" tackle the issue of unemployment at local, gubernatorial, legislative, and national elections. However, there have been little or no efforts that are consciously made to follow up on those "Uthopian" promises. It is so disheartening to see many youths languishing in the world of unemployment, underemployment or misemployment. In addition, the wages/salaries paid by some firms and even the government is so low that you see some 'emoloyed' persons queuing up as job seekers at recruitment centres! Once, i saw a lady at NPHCDA recruitment. She drives an Armada. We also overheard she has four kids and owns/manages a very big departmental stores in FCT. And she works with a state government agency. She feels 'underemployed', right? Yes, it happens a lot around us, though with various variants. And these instances are fuelled by factors like dissatisfaction, job redundancy, greed and covetousness, and related issues. How sad! It is my candid opinion that specific efforts (i repeat, specific!) must be made by the government to tackle this scourge. Pursuant to achieving the function that Sections 14 of the Nigerian Constitution as amended vests on the government, she must urgently convene an all-encompassing, far-reaching National Summit on tackling the problem of unemployment. At the end of it, an executive bill should be prepared and sent to the National Assembly for passage. Part of the resolution forwarded in the bill should be the creation of an agency which will solely harnesses activities and efforts to steadily tackle the problem of unemployed. The agency could be called National Employment Bereau (NEMB). It's objectives will be, among others as follows: 1. Harmonise all of government's efforts and policies aimed at creation of jobs. 2. Ensure job satisfaction for workers by carrying out surveys and advising government on quarterly basis. 3. Developing a massive database (electronic) for ALL job openings in private and public establishments and update same every day/week. This would be made assessible to the public. 4. Embark on various projects (PPPs) that will employ many persons and take them off the labour market. It should include agricultural ventures, housing estates, artisanal hubs, ICT parks, etc. These ventures will be solely developed by and for the unemployed. 5. Liaise with NYSC Management to a) sharpen the skills of Corps members through trainings; b) link the qualified ones with the establishments that have job openings and; c) moderate entrepreneurship skills development among the Corpers and meticulously manage intrested ones to establish and manage their businesses. 6. Develop mega schemes and programmes that are aimed at creating jobs and skills development for the unemployed youths and submit same for approval. 7. Build up a database of the unemployed and update on weekly basis, with their CVs updated regularly by officers in the Bereau. This would then be used by various levels of government and private firms to help those that are enrolled and for agencies/bodies that are into skill acquisition trainings. 8. Build network models of wealth creation systems for young people. This would need the Bereau to go & understudy workable products and modify it for use here in the country. This part of the Bereau's function will need fantastic brains (think-tanks) to create long lasting business/wealth models that will churn out an array of new and unique businesses. 9. The Bereau could also set up a contributry scheme for the unemployed (contributions will be voluntary & percentages of wages paid to them after completing assigned jobs). The contributions would then be used to help entrepreneurs among them set up businesses. It could also manage thrifts for groups that wish to. If we all want the change we all wish for, then we must all strive to do things differently and proactively, make result-driven efforts and implement ideas that will tremendously transform our society for good! If only the President or his acolytes will buy this idea! If only they were Nairalanders!!! N.B: Modifications and suggestiona are welcome, as a tree cannot make a forest. |
