In US, there are some fundamental policies that can be effected by the states and people hold the state government to account.
The system is smaller, efficient and better managed than trying to make every single policy acceptable to the entire ethnic group before it is passed.

Take the cattle colonies for instance, it is the best approach to suit the real herdsmen BUT only workable in the north where you have large stretch of land. Instead of forcing on the south, it should be the state responsibility to decide for colony.

If that bill had been passed years ago or the respective states had powers to do certain things in the bill, there would have been multiple modular refineries, a more accountable oil company, surplus power generation etc. But just because a section of the country was against a single item of compensation to host communities, billions in investment and technology were lost
