Finally someone have hit the nail on its head. The Nigerian president should have put pen to paper (MOU being the basic minimum) before making such announcement. All these argument of who lied is beside the point. In diplomatic circles, heaps of promises are made everyday - but very few are kept. I would have assume the president's handlers should have been well informed about this.
