I applied for it on the Neteller website but I received it through my UK address. I want to believe you can receive it in Nigeria since people in this thread said Neteller now accepts Nigerians. I have not used mine for ATM withdrawal but you can be sure it will work on ATM since it is a normal MasterCard like any other card.

I don't think Payoneer will block the card but rather it may expire normally when its date passes. But it may be possibly blocked if you have not activated the card since you received it. Ask Payoneer support anyway to confirm.

What I know about non-delivery of paid items by PayPal is that you can complain and PayPal will immediately hold the fund from the seller's account pending when he resolves the issue with you, failing which PayPal may reverse the money to you.

I am doing N205 per dollar for the PayPal but I think other Nairalanders may be able to offer you beftter rate though I am not sure exchangers like nigeriagoldexchange, e-naira, standardgoldng, swiftecurrency, etc will. You may check them up anyway.

Thanks for your mediation and follow up. I will be expecting his feedback as promised. We used to be in touch by whatsapp and I will keep you updated when all is settled. We do not have any monetary issue again having paid all charges he gave me. We only had argument as per why those fees were not mentioned at the beginning of deal but we're good after the 2 weeks. Its just the past almost 4 weeks we lost communication.
