Factional chairman of the Nigeria Governors Forum (NGF), Governor Jonah Jang of Plateau State, and three other members of his group – Governors Olusegun Mimiko (Ondo), Peter Obi (Anambra) and Liyel Imoke (Cross River) – are blaming the Chairman of the rival group, Governor Rotimi Amaechi, of igniting the crisis in the Forum. They alleged that Amaechi insisted on going for second term as the NGF chairman in the name of an “unknown constitution”, and contrary to the Forum’s convention stipulating one term only for the incumbent chairman. The four governors spoke at a press conference in Abuja, yesterday. Jang, who alleged that Amaechi as Chairman of the NGF, turned himself into a dictator, stressed that there was never anywhere in the Forum’s constitution that a Chairman could be re-elected. The governor said, “Amaechi virtually became a dictator, dictating everything. He brought in a constitution that many of us had never seen or aware of. The only time we looked into the constitution was when Namadi Sambo was still there and there was nowhere that says a sitting Chairman could be re-elected. The constitution was never ratified.” Describing the video coverage of the election as improper, the factional NGF chairman said, “We have never called journalists to video our proceedings; if it is Amaechi that planted the camera, it is morally corrupt”. When asked why the Forum had not intervened in the suspension of the Rivers governor from the PDP, Jang, who noted that the matter was not the business of NGF, but, that of the PDP Governors Forum, said that Amaechi had not formally reported the matter to the NGF. Speaking on how elections had been conducted by the NGF since 1999, the Cross River governor, Imoke, who explained that the elections had always been by consensus, said the reason was to avoid acrimony that would otherwise emanate after election. Imoke said, “It is a consensus between the North and South that it will be one term. For the 14 years of the existence of the NGF, there has never been an election. The reason we agreed on consensus is because it will be divisive. Mimiko,. who expressed worry over the unfolding scenario, said that not one governor would say he was very proud of what happened at the Forum. The Ondo governor blamed the Rivers governor for the development, saying he (mimiko) did not vote during the election, but that 18 governors endorsed Jang for the chairmanship position. He added that the day after the election, 18 members reported when Jang called for a meeting. According to him, Amaechi, notwith- standing that he was a contender in the poll, took over everything, including the printing of the ballot papers and procurement of ballot boxes which, according to him, was against the principle of democratic practice. He stated that had the governors in opposition to Amaechi walked out during the election, which was one of the options, Nigerians would have misconstrued it to mean another thing, adding that the other option was for them to smash the ballot box. He challenged whoever carried out the video coverage during the election to show the total clips. Mimiko described the NGF as a voluntary association any governor could decide to leave anytime. According to him, the best thing to do before the election was for Amaechi to step down for somebody else to preside over the election, but Amaechi “insisted that he will not vacate the seat before the election”. S/East govs endorsed me – Obi Obi said South-east governors had endorsed him for the governors forum chair before Amaechi was picked for the position in 2011, adding that he lost the position because he was not from PDP. A letter, signed by his colleagues from the four other South-Easter states: Theodore Orji, Martins Elechi, Sullivan Chime and Ohakim, with reference number SEGF/S/ GOVS/INT/1/022 and addressed to Saraki, who was then Chairman of NGF, with the heading “nomination of Mr. Peter Obi”, said, “We, the governors of the South-east of Nigeria wish to respectfully nominate Mr. Peter Obi, Governor of Anambra state of Nigeria as a candidate for the position of Chairman, Nigerian Governors Forum. ”Our action in this regard is unanimous as a zone and is borne of our firm conviction that he will discharge the functions of this office with credibility, dedication and due diligence”. The Anambra governor said he was surprised that the meeting, which was supposed to be a valedictory session for the former Kwara governor and NGF Chairman, was turned to an election event, where Amaechi emerged as Saraki’s successor, adding that he was then begged to accept the position of Vice Chairman. He described the Forum as an association that is not recognised by the Nigeria constitution, adding that the NGF was a trouble for him when he was Vice Chairman. Meanwhile, Saraki, yesterday, faulted Obi over the claim that the South-east governors endorsed him for the NGF chair before Amaechi was suddenly picked for the position in 2011, saying the Anambra governor was rejected. The former Kwara State governor, who explained that Obi was rejected because he was not a member of majority party, stressed that there was no trade off, as it was the convention that the party with the majority governors should produce the chairman of the NGF and he was not in the party. The State Security Service (SSS) has again gone after the press, last Monday in Abeokuta arresting and harassing Segun Olatunji, the Ogun State Correspondent of The Punch. Mr. Olatunji went to the offices of the SSS at the invitation of Joseph Okpo, its state Director, who had sent an invitation to him though Kehinde Akinyemi, the Chairman of the Ogun State Council of the Nigeria Union of Journalists (NUJ). SaharaReporters has learned that Olatunji was then subjected to a full day of exhausting and humiliating questioning and harassment by Okpo himself, who then tagged with his deputy, Yau Umar, to continue the process, before he was handed over to their Principal Staff Officer (PSO). The men, who said their activities had to do with issues “bordering on national security,” questioned the correspondent about his academic qualifications and work experience. They then began an interrogation about a story in the Sunday Punch which contained allegations by two former government insiders against former President Olusegun Obasanjo about his maintenance in place of a killer squad that was previously used by General Sani Abacha. Last month, the two men, Segun Seriki and Richard Odusanya, sent a petition to the National Assembly in which they called for an investigation of a slew of allegaitons they said they were ready to substantiate. On April 20, the two men also appeared on SaharaTV and spoke, among others, about issues of corruption and several high profile killings during the Obasanjo presidency, including those of former Attorney General and Minister of Justice, Chief Bola Ige and Chief Harry Marshal, which were never solved by the police. Nonetheless, Mr. Okpo, upset that Olatunji had failed to give him “straight answers” to his questions, instructed his faithful deputy to extract a statement from the reporter, who was then forced to open his email on a computer to enable the SSS identify some of the reports he has written in the past. He was also forced to fill out forms and to write further statements, following which he was handed over to the Principal Staff Officer, and then fingerprinted and photographed in a variety of postures. As the night fell, the reporter was returned to the office of the Deputy Director, made to write another statement, and then thrown into an unlighted room on the ground floor of the building. The room contained two men in handcuffs. The matter took a different turn thereafter when Mr. Akinyemi and the chairman of the NUJ, Wole Sokunbi came in and met with Mr. Okpo in his office. When Mr. Olatunji was brought into the room, the powerful SSS boss asked if Olatunji, who had not been charged to court, would like the duo to “bail” him. He was eventually released, but not until he had been warned against his “uncooperative and arrogant demeanour,” and asked to return again to the SSS office at 11.00am the following morning. It is unclear at this point whether Mr. Okpo, Mr. Yau Umar, or their PSO have solved the security mystery they are chasing, or whether they have yet invited Chief Obasanjo to their office. This explanation here is a blatant lie. Jang himself became a candidate a few hours before the election so when did "Jang contact you first". Mr. Mimiko, did you vote or not? Did Akpabio bring in a signed paper saying that Jang was a consensus candidate but that was rejected and led to votes being cast? If you want to be vice-chairman and both camps want you as you claim, would that not assure that you would win? With your experience under the rule of Obasanjo, no one imagined that you would join the camp of another President to harass and intimidate "opponents". Now that Ondo State people know that you are in the PDP, the Ondo State people who rejected PDP will also reject you. We are waiting for the local government election, see you then. |
The Governor of Ondo State, Dr. Olusegun Mimiko, on Saturday, said he supported Governor Jonah Jang of Plateau State because he approached him to be his vice-chairmanship candidate at the election of the Nigerian Governors' Forum. Mimiko said this in a statement by his Chief Press Secretary, Mr. Eni Akinsola. Mimiko said he was surprised when the camp of Governor Rotimi Amaechi of Rivers State also picked him as its candidate for the same position without his consent. The statement said, "Mimiko had earlier been approached by Jang's group to contest as the vice-chairmanship candidate and he agreed. He was surprised when he entered the venue of the election and saw his name on the list of Amaechi's camp also as the vice-chairmanship candidate. "Confused by this development, Mimiko announced that he was stepping down as the vice-chairmanship candidate to Ameachi to avoid uproar since he was already in Jang's camp. "Mimiko thought it wise then to step down from Amaechi's camp in the interest of democracy and fairness because it was Jang and not Amaechi, who approached him first." Besides, the Ondo State governor said he and other governors made efforts to convince Amaechi on the need to make the process free, fair, transparent and credible, but that the pleas fell on deaf ears. He said, "For instance, the election was to be conducted through a secret ballot arrangement and the sitting chairman refused to dissolve the house and allow a neutral body to conduct the poll. "Apart from that, the way they carried out the entire arrangement suggested that Amaechi and his group had a predetermined agenda of some anti-Jonathan politicians which he was desperate to implement." Mimiko said he and some governors walked out of the venue when it was glaring that Amaechi would declare himself as the winner of the election. He added, "Why the confusion had yet to be resolved, the Director-General of the Governors' Forum came up with ballot papers which he distributed to members. But pro-Jang governors protested and walked out of the venue. There would have been uproar if that decision was not taken." Mimiko said he read a communiqué on Saturday after a meeting with 18 of his colleagues in Abuja where he confirmed himself as the vice-chairman of the forum. The statement added, "More than 18 governors would have attended the press conference addressed by Mimiko if some of them had not left Abuja before the notice for the press conference was sent out." He said prior to the election, all governors from the North had adopted Jang as consensus candidate after Governor Yisa Yuguda had stepped down while the Peoples Democratic Party Governors' Forum also adopted Jang. A committee of the House of Representatives has determined that Rivers State Governor, Chibuike Rotimi Amaechi, did not break any laws in the incidents that led to the grounding of a state-owned Bombardier Aircraft by the Nigerian Civil Aviation Authority (NCAA). The legislators stated that Rivers State remained the real owner of the B700 Global Express Aircraft with Registration Number N565RS with a valid insurance cover that will expire in 2015. The representatives also found there was no truth to the claim by Nigeria’s aviation agencies that the aircraft belongs to a foreign country and has no valid papers. These were some of the conclusions contained in a report by the House committee on Justice and Aviation. The committee investigated the circumstances that led to the controversial grounding of the aircraft. The 11-page report was jointly signed by the House Committee Chairman on Justice, Ali Ahmad, and his Aviation counterpart, Nkeiruka Onyejeocha. The House had composed the committee on April 30, 2013 to probe the grounding of the aircraft by the NCAA. The committee sat on May 14, 2013 and took testimonies from officials of the NCAA, the Nigeria Aviation Management Authority (NAMA), Aviation Minister, Stella Oduah, as well as officials of Caverton Helicopters and the Rivers State Government. The report stated, “The level of ineptitude of NCAA is glaring in many respects: failure to appreciate from a trust agreement that an aircraft belongs to a trustor-beneficiary even after their attention is drawn to it and even as other aircraft are registered in the name of the same trustee; non-detection of an expired flight clearance 24 days after the fact and the detection was triggered by an incident rather than as a matter of course; even if the fact of falsification of documents were true.” The report added: “It was unacceptable that NCAA did not detect this fact for over six months; indeed NCAA boasted in a letter of 29th April, 2013 that following the incident it undertook a due diligence of the status of the aircraft, but even then it failed to determine the issue of ownership and several others. “Operational and other navigational charges were received by NAMA and FAAN and other agencies while operating the aircraft and receipts issued without raising alarm as to ownership of the aircraft by Rivers State Government. Part of the report also stated: “Perusal of the Trust Agreement between Rivers State Trustor and Bank of Utah Trustee would have shown this fact of ownership; it is distressing that NCAA and the Ministry still fail or refuse to appreciate this simple fact; but since the authorities did not raise ownership issue with several other aircraft having the name of Bank of Utah Trustees, this allegation is in bad faith and grossly unprofessional, as the owner, Rivers State Government elected to register the aircraft in the U.S. to save money for the State and avoid unnecessary bureaucracy. “Rivers State Government, through Caverton, applied to the Hon. Minister of Aviation to import and operate the aircraft in Nigeria but the application was not consummated, and so it is being operated in Nigeria as a foreign aircraft for private use. “As from 27 August, 2012 when it applied on behalf of Rivers State Government to import the aircraft, Caverton maintained agency relationship with the Government; although that relationship was abated shortly thereafter with regard to importation of the aircraft, other aspects of the agency relationship continued especially relating to applications for flight clearance; however, all relationships between the parties was brought to an end by Caverton’s letter of denunciated to NCAA dated 26 April, 2013. “As owner and operator of the aircraft, neither Rivers State Government nor its officials forged or falsified any document toward securing flight clearances or any other license. Should top management of Caverton deny transacting business with Rivers State Government despite its acquiescence of transactions between its member of staff and the Government, then its behavior smacks of administrative laxity or negligence; alternatively, its behavior lends credence to the assertion that it was pressured to deny the relationship. “Caverton should be held accountable for providing information that led NCAA to ground the aircraft, contrary to provision of the law; “Rivers State Government operated its aircraft with expired clearance between 2nd and 26th April, 2013; but several other aircraft are suspected to be in similar situation; isolation of Rivers State Government for reprimand becomes difficult to deny. “Justifications for both the delayed start- up in Akure and the continued grounding of the aircraft in Port Harcourt amount to taking an action and later shopping for reasons: the faulty declaration of manifest and failure to file flight plan ceased to be a reason immediately the Director- General of NAMA waived the infringement and permitted the aircraft to depart Akure, otherwise continuous citing manifest and flight plan violations as additional reasons for grounding the aircraft has serious implications for the Director-General; alleged fabrication of documents by Rivers State Government was unsubstantiated. “Having overlooked the Akure violation, the only justification known to law to warrant regulatory action against the aircraft is its operation with expired clearance between 2nd and 26th April, 2013; however, NCAA botched the opportunity to legally impose the sanction as it failed to give a written notice to Rivers State Government as required by Section 35(5) Civil Aviation Act, Cap. C13 Laws of the Federation of Nigeria, 2004; “The handling by NAMA and NCAA of this violation and their response actions further confirm the previous findings of the Joint Senate and House Committee on Aviation on the crash of Dana Aircraft that the Ministry of Aviation exerts undue interference on routine operations of these agencies.” The report suggested that the House Committee on Aviation be mandated to scrutinize the reason for rampant foreign registration of aircraft by their owners and to further investigate all private-use aircraft operating in the country in order to sanitize their operation and ensure enforcement of the law. Nigeria’s Agriculture University, FUNAAB, sacks professor, two other lecturers for plagiarism The dismissals came on the heel over school-wide disciplinary exercise. A professor and an assistant lecturer in the Chemistry Department of the Federal University of Agriculture, FUNNAB, Abeokuta have had their appointments terminated based on a allegations of plagiarism. The professor, Janet Bamgbose, and the assistant lecturer, Akeem Bamigbade, were fired during the just concluded 76th statutory council meeting of the university which held two weeks ago. Mrs. Bamgbose was a Reader in the Chemistry Department prior to her dismissal. The sack is coming about a month after another Nigerian university, the University of Calabar in Cross River State, sacked four lecturers also for plagiarism. Another was sacked for financial fraud. “The academic staff dismissed for outright plagiarism include Dr Azubuike Iloeje and Dr Maurice Bisong of the Department of English and Literary Studies, Mr. Oden Ubi (Department of Marketing) and Dr Paulinus Noah of the Department of Linguistics and Communication Studies,” the Registrar of the Calabar University had said. Two other lecturers from the Chemisty Department of the Agriculture University were demoted from Lecturer I to Lecturer II also based on alleged plagiarism. According to an official release in the university bulletin, reference FUNAAB/VC/PRD.08/42 and dated May 10, 2013, the names of the demoted lecturers are Mojisola Nkiko and Ahmed Akinyeye. The disciplinary exercise was extended to other departments in the school with a director at the Department of Works and Services of the University, Omolola Banjo, suspended from duty without pay for three months for alleged conduct prejudicial to discipline and good governance; while two Chief Technical Assistants, Vitus Chukwu and Oluwasina Akinbola of the same department, who were said to have engaged in personal trade and business without permission, were given warnings. A senior clerical officer of the Asset Department, Olalekan Adebisi, was dismissed for alleged non-remittance of journal page charges to the university’s journal account. However, thirty-six lecturers’ promotions were also approved by the university authorities. The promotions were back dated, officially taking effect from September 30, 2011, October 1, 2011 and October 1, 2012 for various categories of lecturers. |

i have this problem with my baby car, in the morning, it took longtime to change from gear 1 to 2. after that, the gear select normally. but as soon as i leave the car for like say 1 to 2hrs, it takes some time to change again. though, i travel with the car always (lag to IB) without problem when it started changing gear. I have changed the ATF (Oando dextron if i am correct) like 3 times since i bought the car last year. i also observe that the car jerks when moving the gear from P to D or P to R. i have changed the engine seat,gear filter and i was told the gear seat is ok but the problem persist. Make = Mitsubishi model = Carisma Year = 1998 Engine Size = 1.6 kindly save my baby from total break down. thank you in advance auto gurus!!! |
