The slanging match over compromised safety standards and the
mismanagement of the nation’s aviation sector has taken another turn with
the allegation made by the pioneer Commissioner and Chief Executive of
the Accident Investigation Bureau (AIB) Angus Ozoka that he was ordered
by a former Minister of Aviation, Chief Femi Fani-Kayode, to inform the
world that the Bellview Airlines Boeing 737-200 aircraft, which crashed at
Lisa, Ogun State on October 22, 2005, was bombed during the
investigation of the accident early in 2007.
The Bellview Airlines' crash led to the death of 117 people who were on
board the aircraft.
But in reaction, the former minister, who served under the Olusegun
Obasanjo administration and has since the Associated Airlines crash two
weeks ago been engaged in a duel with the current Minister of Aviation,
Stella Oduah, dismissed the allegation, calling Ozoka a “pathological liar”
with an axe to grind following his removal.
Ozoka, who spoke exclusively to THISDAY in an interview, said: “At a time
everybody knew they were singing a song that it was a bomb that blew
down the Bellview aircraft.
“So when somebody was appointed aviation minister (Fani-Kayode) in
2006. He said to me, call a press briefing and announce that it was a bomb
that blew down the airplane. We were still investigating the crash then and
he said that right in his office with his permanent secretary, his aides and
other staff.
“It was not a one-on-one directive, everybody was there. And I said I would
not do it. I said: ‘Hon. Minister I will not do it. It was not a bomb I will not do
it’. Then he said: ‘I hope you know I can remove you.’ I said: ‘You are the
Honourable Minister’.”
Elaborating, Ozoka added: “When I was in AIB investigating that fatal crash
on October 22, 2005 that killed 117 people, I was forced to hand over to
somebody who was the Director of Air Worthiness at NCAA when the crash
happened. He was advised not to allow the plane to fly and he defied the
advice.
“When the crash happened, he was removed. Only for somebody that
called himself a Minister of the Federal Republic of Nigeria to bring that
same person and appointed him to head the investigation into that crash
as Commissioner of AIB.”
Ozoka admitted he was angry at the level of hypocrisy in the country and
the criticism concerning the recent Associated Airlines' crash, noting that
many of those who are talking now, were aware of why he was removed and
replaced by somebody who indirectly had a hand in the crash to
investigate the accident.
“And none of these people that are talking now saw anything wrong with
that appointment; none of them said anything against that. If they said
anything, let them produce what they said. So I don’t take their criticism
seriously.
“To me, that is the height of hypocrisy. The people who are criticising now
knew what happened. They were in the system; none condemned that
action. I don’t take them seriously and that is why I said a lot of people go
to the television to make noise.
“Aviation is not where you go and make noise. A plane has crashed; we are
supposed to be in mourning," he said.
Ozoka also dismissed the notion that there might have been two reports on
the Bellview crash, noting that his work might have been abandoned
because it did not tally with what his successor wanted, but it was his
report that was concluded by the present Commissioner and Chief
Executive of AIB, Muktar Usman.
“I submitted a preliminary report, submitted an interim report, and
submitted an updated report. We had not got to the conclusion and safety
recommendations before I was removed. I spent over two years there.
“When the person that took over from me came in, it is possible that the
report that I submitted wouldn’t be in tandem with what he wanted, so it
was delayed until luckily, God in His own way made it that the person was
removed.
“Then Captain Usman was appointed and completed the report, following
the footsteps of what I had laid down," he said.
Ozoka said when he was removed, he wrote and informed all the security
agencies, disclosing: “I told them that the aviation ministry wanted to
manipulate the investigation."
According to him, “I copied the Inspector General of Police, State Security
Service (SSS), National Security Adviser, Senate Committee on Aviation,
Secretary to the Government of the Federation, Head of Service and Civil
Service Commission and said they wanted to manipulate the investigation.
“It was only the Secretary to the Government of the Federation at the time
that wrote a letter to the Ministry of Aviation asking why were they doing
this? Nobody else said anything.”
Ozoka explained that the establishment of AIB required National Assembly
legislation for the establishment Act, which took at least one year and a
public hearing before it was signed into law, stating that it was not Fani-
Kayode that established AIB.
“AIB was established by an Act of parliament and to pass a law takes one to
two years, so the former minister cannot say that he was the one who
established AIB, although it was signed into law by the then president
(Obasanjo) on November 14, while the minister was appointed on
November 7, 2006, so how did he establish AIB?” he asked.
But a personal aide to Fani-Kayode, Taiwo Lawal, yesterday denied the
allegation, saying Ozoka was a liar and had falsified the reports of the
accidents that had occurred at the time because he was a corrupt man.
“How the former minister could have asked him to include something in a
report that was submitted a year before we came into office beats my
imagination.
“His report was formally submitted to Chief Fani-Kayode’s predecessor in
office before he became Minister of Aviation so the suggestion that he or
anyone else asked Ozoka to doctor his report and say that there was a
bomb or anything else on board is ludicrous.
“How can you doctor or change something that had already been
submitted and released? The reason that Ozoka was sacked was because
Chief Fani-Kayode discovered that he was incompetent and all his reports
about air crashes had question marks.
“The former minister suspected him of doctoring accident reports and he
told him that to his face and promptly sacked him,” Lawal said.
Lawal maintained that Ozoka was lying and alleged that all the accident
investigation reports he submitted were unreliable.
“It was not only the Bellview crash report that he submitted that was
suspicious and unreliable but all the reports he submitted, of all the five
crashes that took place between 2005 and 2006 that resulted in the death
of 453 people.
“Consequently, he had to go because the former minister felt the federal
government could not protect the lives of air travellers as long as such a
questionable and shady character was in the aviation sector.
“The final report of the investigation on the Bellview crash which
commenced after Chief Fani-Kayode left office and which was conducted by
the new AIB, a new agency which the former minister set up after Ozoka's
exit, vindicated his position about Ozoka's earlier report because it
contradicted all his findings,” Lawal added.
Lawal noted that the final report of the Bellview crash was not submitted
until 2010, a good three years after Fani-Kayode left office.
“If you have any doubts about the fact that it contradicted Ozoka's earlier
report substantially, ask Engineer (Sam) Oduselu (Ozoka’s successor), who
was the person that was in charge of AIB when the investigation was
conducted and who submitted that report to both the present minister and
the one that came before her, for a copy.
“The report was meant to be passed on to the president but it never was.
Dr. (Harold) Demuren, who was in charge of NCAA (Nigeria Civil Aviation
Authority) at the time and the American NTSB investigation agency were
also given copies of Oduselu's report in 2010.
“Chief Fani-Kayode did the right and proper thing by sacking that man
Ozoka because he was a disaster and a danger to the Nigerian air-
traveller,” Lawal said.
The former minister’s aide said even former President Obasanjo felt the
same way about Ozoka which is why he approved his sack and gave Fani-
Kayode permission to set up a “new and more or less independent agency.”
The new AIB, he said, was autonomous of the ministry and an entirely new
parastatal set up specially to investigate aircrashes and to report directly to
the president in the event of a crash.
About a year after the Bellview crash, a kite was flown by some government
officials in the aviation sector who had alleged that a bomb was planted on
board the ill-fated aircraft.
Those in the know said the story was propagated in order to absolve the
airline of liability and manipulate the insurance claim on the aircraft.
But the bomb conspiracy theory was in stark contrast to the investigative
report made available by the US Federal Aviation Administration (FAA) and
AIB, which attributed the crash to a technical problem with the aircraft and
pilot error.
AIB’s investigation report had said: “The investigation considered several
factors that could explain the accident. They include the PIC (Pilot in
Command) training of the captain before taking command of the B737
aircraft, which was inadequate. The cumulative flight hours of the pilot in
the days before the accident which was indicative of excessive workload
that could lead to fatigue.”
Furthermore, the AIB investigative report revealed that the airplane had
technical defects and should not have been dispatched for either the
accident flight or earlier flights.

The Lagos State Government says the Badagry-bound carriageway on the Lagos-Badagry Expressway will be closed for five hours on Sunday.

The Commissioner for Transportation, Mr. Kayode Opeifa, said this in a statement on Wednesday.

Opeifa said the closure was necessary as part of efforts to deliver the first phase of the Blue Line Rail Project.

He advised motorists and other road users to make use of alternative routes to avoid traffic delays.

He said, “The contractor, China Civil Engineering Construction Corporation, will be installing pre-cast beams for the pedestrian bridge to take commuters into the rail station at Mile 2 and across the road.

“The Badagry-bound carriageway on the Lagos Badagry Expressway will be closed to traffic between 7am and 12 noon on Sunday, October 20, 2013 to enable the contractor to install the beams.

“We appeal for caution and cooperation from all road users to obey all traffic regulations and ensure traffic flow during the period of closure. We are working with relevant Lagos State agencies to ensure free flow of traffic.”

OANDO Gas and Power (OGP), a subsidiary of Oando Plc and the Lagos State Government have completed the construction of a N3.2 billion Independent Power Project (IPP) in Alausa, Ikeja area of Lagos State.

The project, which is a 10.34Mega Watt dual fired power plant has already been slated for commissioning on Thursday in a bid to vastly improve the provision of power to the state secretariat complex in Lagos.

The natural gas fired plant is expected to significantly assist in the reduction of emissions that emanate from the more than 70 diesel generators that are currently in use within the Lagos State Secretariat area of Lagos.

The Lagos State Government had said that consistent and reliable power supply to the secretariat would increase the functionality and efficacy of its employees, which it described as key to the progression of the state.

OGP said in a statement yesterday that the Alausa IPP is the second successful project of such profile for Oando, following the Akute Power Limited’s 12.15 Megawatts power plant, which was commissioned to improve electricity supply to the Lagos State Water Corporation.

The statement said: “Oando has identified the need for IPPs as a welcome resolution to Nigeria’s crippling power problem, and is implementing a strategic framework which earmarks the development of critical infrastructure to harness the vast natural gas resources in Nigeria to accelerate industrialization, economic well-being, and value creation for relevant stakeholders.

“It is estimated that the entire secretariat requires an average of 4.0 megawatts; 5.5MW during peak periods and about 0.5MW during off peak periods. The disconnection of the Alausa secretariat complex from the PHCN grid will make additional electricity available to many residents in Lagos State, and the streetlights on the main Awolowo Road will be powered by the plant, thus enhancing security for road users at night.”

It added that with over N3.2 billion spent in the development of the plant, the project has provided employment to over 200 people from the construction period to commissioning, which is scheduled for October 17.

Officials of the National Industrial Court of Nigeria, Lagos Division, were jolted by the 7,158-page suit which was on September 30 filed by human rights lawyer, Mr. Bamidele Aturu, on behalf of 1,678 former employees of Enterprise Bank Limited.

No suit in the history of the  court was said to have been that voluminous.

 Five copies of the 7,252-page documents, making a total of 35,790 pages, were filed on behalf of the plaintiffs.

The court officials initially refused to accept the massive documents,  which were taken to the court registry by some members of Aturu’s staff.

 When the court officials refused to accept the massive court papers, the handlers were said to have immediately put a call to Aturu, who asked them to report the case to a senior registrar of the court.

The senior official, who had yet to see the bulky documents, immediately dismissed the excuse his juniors might have possibly given for rejecting the processes. However, he opted to go to the registry, apparently to scold the workers for being “lazy”.

His countenance however changed when he saw the sprawling mass of documents. His bottled fury was said to have immediately metamorphosed to shock. He was said to have redirected the rage which he had wanted to unleash on his subordinates for being lazy, at  Aturu’s staff, querying the basis for the enormity of the court processes.

 He reluctantly directed his juniors to accept the documents since the rules of the National Industrial Court, unlike that of the Court of Appeal, did not put limit on the number of pages court processes must have.

Similar scenario was said to have played out when the court processes were served on Enterprise Bank Limited, which is the second defendant in the suit.

At the Head Office of the Enterprise Bank  Ltd in Victoria Island, Lagos, legal officers of the bank were said to be pushing the responsibility of accepting the court process to one another.

The suit was filed by Aturu on behalf 1,678 sacked workers of the Enterprise Bank Limited who were seeking about N2.75bn entitlements from the bank.

Our correspondent who saw a copy of the 7,158-page court documents observed that the plaintiffs’ statement of facts alone took 1,820 pages. The narration of facts took 45 pages; the computation of the claimant’s claims took 1,790 and the reliefs  took 43 pages.

The documents also comprise separate bundle of 42 pages of document;  142 pages of general complaints; 1668 pages of the claimants’ letters of appointment and 1,701 pages of statements on oath. Two pages of list of witnesses and another two pages of list of documents were also part of the documents.

When contacted, Aturu explained that the number of the claimants involved and the complexity of the issues raised in the suit were largely responsible for the size of the processes.

THE lingering disunity among Igbo political
leaders, which also played out during the
last election of the umbrella socio-cultural
body, Ohaneze Ndigbo, is fast giving way to
apathy towards the region’s common
activities, with the poor turnout at Sunday’s
yearly Igbo Day, raising further concerns.
Apart from the Minister of Power, Prof.
Chinedu Nebo, who represented President
Goodluck Jonathan, governors, political and
religious leaders from the zone failed to
attend the much-publicised annual event
held at the Okpara Square in Enugu
yesterday.
This is coming as President Jonathan has
assured of his government’s determination
to end the alleged marginalisation of Ndigbo
in the scheme of things in the country.
In his speech, Jonathan thanked Ndigbo for
their support and promised not to abandon
the region. He noted that signs of ending
Igbo marginalisation were already becoming
visible in terms of federal projects ongoing
in the zone.
Nevertheless, the host governor, Sullivan
Chime of Enugu State, was represented by
his Commissioner for Culture and Tourism,
Chief Joe Mmamel, while several seats at the
popular stand remained empty throughout
the event.
Investigations linked the low turnout to the
leadership crisis that rocked Ohaneze soon
after the election that threw up the
incumbent administration of Chief Gary
Igariwey in January this year.
A source hinted that Ebonyi State Governor,
Martin Elechi, who allegedly felt slighted by
Chief Gary Igariwey’s emergence, had since
pulled out of all Ohaneze activities pending
the conduct of a new election.
Meanwhile, the President General of
Ohaneze Ndigbo,
Igariwey has said that Ndigbo would realise
their pursuit of the Presidency after Jonathan
had served out his tenure either in 2015 or
2019, just as he urged Ndigbo to “think
home.”
He called on Igbo indigenes to think of
recreating at home their achievements in
other regions in order to uplift Igboland. In
his speech entitled, “Think Home Ndigbo,”
Igariwey said: “As a people, we have burst
the rims of the space, Nigeria, and poured
out to all corners of the world. In all of these
places, we have left marks of success in all
fields.
“If we think home, we will put smiles on the
faces of our youth by providing employment.
Unemployment has been identified as one of
the major causes of security breaches in
Igboland.”
Igariwey warned that Ndigbo would not get
the Presidency by being timid but must
demonstrate some level of seriousness
towards the project. He lamented the
“deliberate act of cheating and intentional
exclusion of Ndigbo from a sense of justice
and equity.”
According to Igariwey, the structural
imbalance against Ndigbo in Nigeria has
remained disturbing, and “if these had
occurred in any other zones in this country,
there would have been neither peace nor
calm in the country until the injustice was
redressed.”
He added: “The security situation in the
country today has taken a big toll on our
people. We have taken casualties, we have
lost properties and it is ongoing. This is
unacceptable.
“We call on the Federal Government to
deploy all resources available to put this to
an end immediately and work out modalities
for compensating those who lost relations
and properties.”

IGov. Abiola Ajimobi of Oyo State
has dissolved the State Executive Council
(SEC).
A statement issued on Monday in Ibadan bythe Director, Cabinet, Mr Dotun Omokemi,
said that the decision was taken after the
SEC meeting.
It said the dissolution was informed by the
need to inject fresh blood into the
administration in the quest to serve the state
better.The statement said that Ajimobi thanked the
commissioners and special advisers for their
contributions to the state’s development and
directed them to hand over to the Permanent

The plot by some members of the House of Representatives to impeach the Speaker, Mr. Aminu Tambuwal hit a dead end on Saturday as it became extremely difficult to muster the statutorily required two-third majority for Tambuwal's removal.

Reports about an impeachment plan against Tambuwal spread on Friday following an allegation by the Abubakar Baraje-led faction of the Peoples Democratic Party that the Presidency had dangled a N2.5million carrot before lawmakers to remove Tambuwal.

The faction alleged that Tambuwal's sin against the Presidency was that he received the Baraje group during a visit to the National Assembly on Tuesday to brief members on why they pulled out of the main PDP led by  Dr.  Bamanga Tukur.

On Friday, some lawmakers in favour of the impeachment against Tambuwal, reportedly held a meeting in Abuja,  to strategise on the said plan.

SUNDAY PUNCH gathered that getting lawmakers together to draw the required number to impeach Tambuwal might, had become a Herculean task for the plotters.

The House is currently fragmented into about four groups, according to findings.

There is the New PDP group made up of 57 members officially, but which claims to have 108 lawmakers.

In the All Progressives Congress caucus, there are 137 members in the records of the House, while there are a few members in Accord Party and the All Progressives Grand Alliance members, who opted not to join APC.

The PDP as a block, before the crisis, had 208 members.

"Right now, there is confusion on the exact number of PDP members either in the New PDP or in the Old PDP.

"If the New PDP has 108 as they claim, then there are 100 members left in the Old PDP; if it is 57, the membership of the New PDP is less," one of the lawmakersconfided in Sunday PUNCH in Abuja.

It was also gathered that not everybody in the Old PDP accepted the idea of moving against the Speaker.

Two influential members of the Old PDP told our correspondent that even though they were unhappy with the Speaker's decision to receive Baraje and the seven governors with "glee", impeachment was not on the table yet.

"Our interest is that we want a united House that can work for the good of the country.

"Let us continue to work in harmony like we have done in the last two years under the leadership of Tambuwal.

"The Speaker should not try to come under pressure to divide the House. We have told him this much," one of the sources stated.

Another member said, "Having met with the Speaker and made our minds known to him, it is hoped that he will stop playing politics with members."

The Deputy Minority Whip, Mr. Garba Dhatti, also told Sunday PUNCH that with over 137 members on the Speaker's side, there was no way any impeachment plot would succeed.

He said, "Impeaching the Speaker is not as simple as electing the Speaker. To elect the speaker, you need a simple majority, but to impeach him requires two-thirds majority.

"Two-thirds of 360 is 240. Where will they get that number from? No single group can impeach the Speaker, that is what we have to realise before we even start talking.

"So, if these people are fragmented, will they get the number? At best, they will only succeed in causing trouble in the House and no more. They don't have the number to remove anybody."

Further findings also indicated that the 57 members of the New PDP were working together with the All Progressives Congress to checkmate any move by those believed to be behind the plot.

"You will recall that the New PDP members moved to the Baraje camp with their governors.

"As long as the governors remain in that camp, all the members will remain there.

"Therefore, it is even difficult to contemplate buying any of them over to the camp of the divided Old PDP group," another lawmaker confided in Sunday PUNCH.

When contacted for comments, the spokesman of the House, Mr. Zakari Mohammed, said  impeaching Tambuwal might be the wish of some forces outside the National Assembly,  stating that the idea would only remain a dream.

"You don't impeach the Speaker outside the floor, you bring it up in the House.

"This House is united under the leadership of the Speaker; the House is not involved in this talk of impeachment.

"It may be the wish of some people outside, but for us as a House, we are focused on our legislative duties", Mohammed stated.

But, the Office of the Speaker in its reaction, described the impeachment plot as "speculation."

The Special Adviser to Tambuwal on Media and Public Affairs, Mr. Imam Imam, said as far as Tambuwal was concerned, the impeachment talk was speculation.

"It is pure speculation.You know the Speaker does not react to speculations.That is our position and that is all we have to say," he added.

I must confess at this juncture that as a nation many untold situations of crisis lie ahead of US if we refuse to give a befitting final burial to sentiments, nepotism, ethnicity and religious favouritism in the course of addressing issues of national concern. The most painful now is the way the nigerian youths make comments, so unguided, non futuristics, political driven, religiously confined and among others. For instance,the PDP crisis has shown how myopic the nigerian youths are, where is our sense of reasoning, if you agree with me, do you know that if the current old ASUU strike has received the so much attention and efforts directed towards proferring a solution to the PDP crisis,ASUU strike would have been a thing of the pass, all these politicians are not worth our precious time to start quibbling over their selfish and greed promoted crises, our pursuit should be that of facing the realities ahead that one day the nation will be great again, youths are said to be the leaders of tomorrow, our tomorrow is now, we are no longer kids, how old were those that started and led the struggle for our dear nation’s independence, the likes of Sir Herbert Maucaulay, Tafawa balewa, Nnamdi Azikwe etc were youths in their late 20s, let’s launch a serious campaign against these set of old cargoes called politicians in nigeria today who have refused to understand the fact that nigeria is not their family name that guarantees them to operate and direct the affairs of this nation in a family manner, nigerian youths, is time we save the future of our nation for the unborn generation, you may be wondering how can we do this, 2015 election is the tool we have…For the sacked ministers, guess they are the enemies of progress to GEJ’s admnistration, let’s see more events to come before we determine the true intention of the president behind the sack.

Prince Oyinlola, former National Secretary of the party was elected the Interim National Secretary of Alhaji Kawu Baraje led faction of the new PDP
last Saturday. Briefing newsmen in Osogbo at the end of PDP elders’ forum, the party claimed Oyinlola after he had voted at the Eagle’s Square “lied” to the state delegates that he was going to the toilet only for him to resurface where a parallel convention was held. Similarly, the party may have commenced the process of disciplining the former governor in line
with the constitution of the party. The party alleged that Oyinlola had erred and contravened its constitution by teaming up with other members of the party to form a parallel group.
The former Deputy National Chairman of the party, Alhaji Shuaib Oyedokun who briefed newsmen at the end of the meeting, said the party would ensure that the former Governor was disciplined for allegedly contravening the constitution of the party. Oyedokun who claimed that a crucial meeting of the party had been called in Oyinlola’s Local Government Area, Odo-Otin, noted that the former Governor did not consult with any of the delegates from the state at the convention before he took his decision.

Hello Auto guru, I noticed when ever I start my car and put on the AC, the dashboard will start vibrating. But as soon as I move the car the vibration will stop.

I also observed that when the car is in Reverse or Drive, the vibration begins again until the car start moving before the vibration stop.

I took the car to my Mechanic and told me I need to change the engine seat (front and back) which we changed. But the vibration still persit.

He also changed the plug and clean the injector but still the vibration didn't stop.

Please what can I do to stop this shaking and vibration. I need your advise on this please.
