The Department of State Services (DSS) has on Friday in Abuja said that the leader of the Islamic Movement in Nigeria (IMN), Sheik Ibrahim El-Zakzaky, is not dead, contrary to rumours.

An official of the service who preferred to remain anonymous, told the News Agency of Nigeria (NAN) that El-Zakzaky was hale and hearty.

NAN reports that El-zakzakky was arrested in 2015 after his members had a confrontation with the convoy of the Chief of Army Staff, Lt.-Gen. Tukur Buratai in Zaria, Kaduna State.

NAN also reports that 53 of his followers were arrested on Wednesday by the Police in Abuja following a violent protest. Since the arrest and detention of the group’s leader, his followers had organised series of protests in some cities in the country calling for his release.( NAN)

The Borno Government has reviewed the curfew in Maiduguri metropolis from 8:00PM to 6:00AM as against the existing 10:00PM to 6:00AM.

Dr Mohammed Bulama, the Commissioner, Home Affairs, Information and Culture, disclosed this in a statement on Monday in Maiduguri.


Bulama said that the curfew was temporary and would be between Jan. 2 to Jan. 6, to enhance security in the metropolis.


He disclosed that the curfew was imposed based on advice by the Theatre Command, Operation LAFIYA DOLE.


“The Borno State Government on the advice of the Theatre Commander, Operation Lafiya Dole, wishes to inform the general public that the existing curfew regime in the state has been temporarily rescheduled.


“The curfew as from Tuesday, January 2 to Friday, January 6, 2018, will commence from 8 pm in the night till 6 am in the morning.


“This review is done in the over riding interest of public safety and to ensure that the emerging peace in the state is further consolidated.


“While deeply regretting any inconvenience this adjustment of curfew timing may cause, the Borno State Government craves the understanding and full cooperation of the general public”. (NAN)

The Arewa Consultative Forum (ACF) has expressed worry over the raging feud between Dangote Group and BUA Group over the ownership of a mining site located in Okpella area of Edo State.

The conflict over the rightful ownership of Mining Lease No 2541 involving chairmen of the two leading companies, Aliko Dangote and Abdulsamad Rabiu has dominated discussions in the public space for the past few weeks, especially within the business circle. Both sides have engaged in accusations and counter accusations, including name calling in the media.

There had been frantic moves by eminent persons in the country to settle the business row, the latest being the intervention by the Emir of Kano, Muhammadu Sanusi II who had urged the business moguls, both natives of Kano, to sheathe the sword.

Also, Arewa Consultative Forum, (ACF), the pan Northern group has waded into the matter in a bid to end the dispute once and for all. In the last couple of days, the forum and the Northern elders held several meetings where the dispute between Dangote and BUA was seriously discussed. It was gathered that the forum expressed concern over the scuffle and has concluded arrangements to invite the two business giants to a meeting to be chaired by Emir Sanusi II in Kaduna.

The forum which is determined to ensure an amicable resolution of the impasse, also lauded Emir Sanusi II for his timely intervention. Emir Sanusi II, who by virtue of his position as the traditional ruler of Kano and father to all, opted to intervene in the squabble between Dangote and BUA, with a view to finding a lasting solution to the scuffle.

It should be noted that several interventions by the Ministry of Mines and Steel Development, the Edo government and other stakeholders have proved futile.

In the course of the altercation, it was revealed that the two companies got their licences from third parties. While BUA obtained its licence from the old Bendel Cement Company through its privatisation, Dangote Group obtained its licence from a company called AICO (Ado Ibrahim & Co) Limited.

The disputed area is at the boundary between Kogi and Edo States, but officials have said that mineral titles are not by state boundary but by the geographic coordinates, which means they can fall in any state.

The Mining Cadastre Office, however, is insisting that BUA overlapped the AICO’s title and that it has no case. Meanwhile, the case has brought to the fore the weak administration of data of mineral sites in the country, as the titles claimed by both parties are from the same ministry of Mines and Steel Development.

While the BUA group presents mining rights in ML 18912 and ML 18913 in Obu, Okpella in Edo State, Dangote claims right in ML 2541 located in Okene, Kogi State. Both parties presented evidences that the area where the mining is taking place belong to them and was duly signed by the mining authorities, the ministry of Mines and Steel Development and the Mining Cadastre Office.

Recently, the disagreement between the two firms compelled the Federal Ministry of Mines and Mineral Development to issue a directive that the Obuh mine located in Okpella, Edo State, be shut down.

Edo State governor, Godwin Obaseki, had disclosed this while meeting with members of the Okpella community at Government House, Benin. He said, “There are multiple claims and they have all gone to court. We have a letter from the Federal Ministry of Mines and Minerals Development instructing that the party currently mining that particular site should vacate it, pending the outcome of the decision in court”.

Prior to this action, BUA Group had accused Dangote Industries of using armed personnel to take over the site and mining illegally. The company also accused the Ministry of Mines and Steel of frustrating its operations, saying it had written to the Presidency seeking its intervention. Dangote Industries, in its defence, claimed BUA Group was illegally mining on a site it had made all the required payments for.

He said Nigeria exited its worst recession in decades and the country rose 24 places on the World Bank’s Ease of Doing Business.

The Nigeria Customs Service (NCS), he said, recorded its highest-ever revenue collection among other things.

In his Facebook wall, he listed the achievements for 2017 as follows:

1. Nigeria exited its worst recession in decades. After five quarters of negative growth, the economy bounced back into positive territory. Agriculture was one of the stars of 2017, posting consistent growth levels even throughout the recession. Also, Inflation fell for ten consecutive months during 2017 (February to November).

2. The Naira stabilised against the dollar, after the Central Bank introduced a new FOREX window for Investors and Exporters. The stability has attracted billions of dollars in portfolio investments since April 2017.

3. On the back of a stable Naira and increased investment inflows, Nigeria’s stock market emerged one of the best-performing in the world, delivering returns in excess of 40 percent.

4. Nigeria saw bumper food harvests, especially in rice, whose local production continues to rise significantly (States like Ebonyi, Kebbi, Kano leading the pack, with Ogun joining at the end of 2017). The price of a 50kg bag of rice – a staple in the country – has fallen by about 30 percent since the beginning of 2017, as local production has gone up.

5. The Federal Government launched a 701 billion Naira Intervention Fund (‘Payment Assurance Programme’) aimed at supporting power generation companies to meet their payment obligations to gas and equipment suppliers, banks and other partners. The impact is being felt, the amount of power being distributed is now currently steady at around 4,000MW – higher than previously recorded.

6. The Federal Government began paying pensions to police officers who were granted Presidential pardon in 2000 after serving in the former Biafran Police during the Nigerian Civil War. These officers, and their next of kin, have waited for their pensions for 17 years since the Presidential pardon.

7. Nigeria rose 24 places on the World Bank’s Ease of Doing Business rankings, and earned a place on the List of Top 10 Reformers in the world.

8. Nigeria’s foreign exchange reserves grew by $12 billion, reaching the highest level since 2014. Nigeria also added, this year, an additional $250m to its Sovereign Wealth Fund. Also, Nigeria’s trade balance crossed over into surplus territory, from a deficit in 2016.

9. Nigeria successfully issued two Eurobonds (US$4.5bn), a Sukuk Bond (100 billion Naira), a Diaspora Bond (US$300m), and the first Sovereign Climate Bond in Africa, raising billions of dollars for infrastructure spending.

10. The Federal Government launched a Tax Amnesty scheme expected to raise hundreds of millions of dollars in additional revenues when it closes in March 2018.

11. The Federal Government successfully commenced implementation of a Whistleblowing Programme that has so far seen recoveries of tens of millions of dollars.

12. The Social Investment Programme – Nigeria’s most ambitious social welfare programme ever – rolled out across dozens of states. (Currently, 5.2 million primary school children in 28,249 schools in 19 states are being fed daily; 200,000 unemployed graduated enlisted into the Npower Job Scheme, and a quarter of a million loans already distributed to artisans, traders, and farmers).

13. The number of Nigerians facing food insecurity in the northeast dropped by half, according to the Food and Agriculture Organization (FAO).

14. The Nigeria Customs Service recorded its highest-ever revenue collection, crossing the One Trillion Naira (N1,000,000,000) mark. [The target for 2017 was 770 billion Naira (N770,573,730,490); 2016 Collection was just under 900 billion (N898,673,857,431.07)]

15. The Joint Admissions and Matriculations Board (JAMB), under the new management appointed by President Buhari in 2016, remitted 7.8 billion Naira to the coffers of the Federal Government. The total amount remitted by JAMB between 2010 and 2016 was 51 million Naira.

16. 2017 was also the Year of Nigeria’s Agriculture Revolution, embodied by the successes of the Presidential Fertiliser Initiative (PFI) and the Anchor Borrowers Programme. More than a dozen moribund fertilizer blending plants were revived under the PFI this year.

17. Finally, 2017 will be the Year that laid the foundation for a 2018 that will be Nigeria’s Year of Infrastructure. A number of important infrastructure projects, in power, rail and road, are scheduled to come on-stream or inch close to completion next year.

Five hundred and twenty six women and men from 20 local government areas of Bauchi State concluded an empowerment programme sponsored by the Speaker of the House of Representatives, Hon Yakubu Dogara.

The Speaker also presented each of them with cheques of a hundred thousand Naira to start a business from the skills they acquired, according to a statement by the media aide of the Speaker, Turaki Adamu Hassan.

The presentation of certificate for the participants, who were drawn from across the state, took place at the National Open University of Nigeria hall in Bogoro local government area.

The cheques were attached to the certificate of each participant. They are to present the cheque with the certificate at the specified bank to cash it.

The empowerment programme was on building entrepreneurial skills and the participants were taught how to add value to food crops such as beans and rice and how to package them properly for onward sale to earn income.

Some of the participants demonstrated the skills they learnt to the Speaker and all present at the event.

In a vote of thanks delivered on behalf of all the beneficiaries of the empowerment programme, Hajiya Uwaliya Inuwa from Dass local government promised to apply the skills they acquired make judicious use of the opportunity granted them by Speaker to lift themselves and their families out of poverty.

Speaking at the event, the Speaker said the programme is part of his efforts to reduce poverty from the grassroots, saying no democracy can succeed when poverty thrives.

He also disclosed that so far, through the support of his friends, N300m has been raised from donations at a birthday charity football match and book launch for onward presentation to internally displaced persons in Nigeria.

"In that event, just for you to know we are not just blessings to you but from this constituency we are raising resources to address poverty and internal displacement in Nigeria.

That event has generated about N300 million and I believe it will be more because people are still pledging more.

"The credit belongs to all of us because if you had not supported me this wouldn't have been possible," he told them.

Normalcy has been restored to the Moloi area of Maiduguri after the Boko Haram insurgents attacked the area on Christmas day.

Hundreds of villagers, who fled the area in the wake of the attack, had returned to their homes.


Moloi is about five kilometres away from Maiduguri, located on Maiduguri-Damboa-Biu High way.


The residents are mostly engaged in crop and livestock production.


A group of insurgents, moving on gun trucks, attacked a military post there, resulting to serious gun battle on Monday evening.


Hundreds of residents in the area and adjourning villagers scampered for safety and fled into Maiduguri metropolis.


Mrs Yaana Idris, a mother of three, said she was terrified by the insurgents who detonated Improvised Explosive Device (IED) and shot sporadically in the area.


Idris said that she fled with her children into Maiduguri to protect them from the insurgents attack.


“My children were playing outside when I had the explosion, followed by serious gunshots and then people shouting Boko Haram, Boko Haram.


“My home is few metres away from the main road. I hurriedly gathered my kids and moved towards the town.


“There was chaos and people were running towards Maiduguri from all directions,” she said.


Idris said that she spent the night with her relatives in Maiduguri, adding that her husband asked her to return home as normalcy returned.


Amin Modu, a member of the Civilian Joint Task Force (CJTF), added that most of the people who fled the area had returned home.


Modu said that people were terrified and fled the area for safety.


He noted that the soldiers had fought gallantly to repel the attack and destroyed motorcycles used by the insurgents.


“The insurgents escaped after their failed attempt to attack the military post; a truck and insurgents’ motorcycles were vandalised in the attack.


“One person in the village was killed by stray bullet,” Modu alleged.


However, the military command said that its troops repelled the attack.


Maj.-Gen. Rogers Nicholas, the Theatre Commander, Operation Lafiya Dole, said that no live was lost among the troops and normalcy had been restored.


Nicholas disclosed that the troops, with air support, were pursuing the fleeing insurgents.

Gaya was speaking to State House correspondents after meeting with the president.


"On road projects, we have to thank President Buhari for putting extra efforts and may Allah continue to give him good health and strength to continue. I know he is going to commission some projects in 2018 and those not completed will be completed during his second term," he said.


Gaya, who is the chairman of the Senate Committee on Works, said he was in the Villa to, among other things, thank the president for visiting Kano.


He said: "We are also very happy that he has awarded the road projects from Kano to Abuja which will cost N165 billion, that is a plus. And also being that I am the chairman of works Committee, no government for the past 16 years has been able to put so much money on road project like this government.


"The budget of 2011-2014 it was only N26 billion that was allocated for works but in 2016 when President Buhari came in we had a budget of over N200 billion for works and in 2017 we have over N400 billion and for 2018 we have about N500 billion for works. So we are rehabilitating our roads and those that were abandoned for years the contractors have gone back to site.


"I have gone round 26 states of the federation as Chairman Senate Committee on Works, is remaining the states in the south west and three states in the north west for me to visit. We have seen that work are going on, in some places there are issues of payment but the contractors are back to site because the president has orders for them to be paid and I’m sure payment to contractors commenced last week and will continue till next week."

The senator representing Osun Central Senatorial district, Olusola Adeyeye, on Wednesday called for a reduction in allowances of all politicians including senators.

The senator threw the red chamber into a rowdy session when he made this remark while speaking on the 2018 budget appropriation.
The budget has faced series of criticisms from the lawmakers since the start of the debate on Tuesday.

Mr. Adeyeye said the allowances of all politicians, including senators, must give way to make the budget realisable.
“If we are all going to complain, let’s face it,” he said. “I don’t want deficit budget. If we don’t want it and we want to slash the budget of N8 trillion to N4 trillion, some things must give way including the allowances of all politicians.”

This remark was followed by shouts of ‘it begins with you’ from other Senators as they urged Mr. Adeyeye to take the lead in the recommendation.

‘Yes, I agree,’ he replied.

“I’m just saying that there is no gain without pain and we all know it. I agree with you, beginning with me, I agree.

“Here in this place, weeks after weeks, we create new entities that will consume more money at a time when we know the revenue is not increasing. Even this N8 trillion that we are talking about, I bet you, all of us, including myself will go and ask for more things for our constituency, where do we want the money to come from?

“If we are going to face the truth, we must face the truth together.”

Following public outcry, leaders of the National Assembly, for the first time in about eight years, made public, details of the National Assembly’s budget in 2017.

Before then, details of the budget of the two arms of the legislature had always been shrouded in secrecy much so that some of the lawmakers had no knowledge of it.

The 33-page document released in May 2017 revealed that the National Assembly budget was increased by N10 billion to N125 billion, from the N115 billion proposed by the executive.

Of the N125 billion, N85.8 billion was assigned to total overhead costs, N23.7 billion for personnel costs and N14.9 billion for capital projects.
About N9.6 billion was also proposed for legislative aides of the 469 lawmakers in the two chambers.

The Management of the National Assembly was allocated N14.9 billion, Senate’s budget was put at N31.4 billion, while the House of Representatives got a total of N49 billion.

However, the information released did not specify the breakdown of the budgetary sub-head for overheads, thus fuelling the suspicion that this is where the senators get paid the quarterly running cost for each of their offices.

The two legislative chambers have commenced work on the N8.6 trillion2018 appropriation bill submitted by President Muhammadu Buhari.

The United Nations Office for Coordination of Humanitarian Affairs (UN-OCHA) says over 8.5 million persons are in dare need of life-saving support due to humanitarian crisis caused by the Boko Haram insurgency in the North-East.

The agency said in its October North-East Humanitarian Report that 6.9 million displaced persons were targeted for life-saving assistance in 2017.

The fact-sheet showed that 5.2 million people were facing food insecurity and 5.1 million persons were targeted for food security interventions.
It indicated that humanitarian organisations in collaboration with the federal government had provided support to three million persons under the emergency food intervention programme.

The agency disclosed that 3.4 million persons, particularly children, expectant and nursing mothers, needed nutrition support, adding that 2.7 million were targeted for assistance.
It also said that 2.1 million persons had so far benefited from various nutrition interventions designed to control malnutrition in the war ravaged region.

It said more than 5.6 million of the estimated 6.9 million persons received health care service support through effective interventions provided by humanitarian organisations.

The agency said that 4 million persons benefited from outpatient services and 1.6 million persons under mobile medical activities.
It also revealed that 2.9 million children needed education support, adding that 986, 100 of the 1.6 million targeted children received education intervention since January.


“Some 787, 000 children received formal and non-formal education support, and 138, 400 children were provided with learning materials.
“Psycho-social support and basic life skills training were conducted for 11, 500 teachers,” it said, noting that humanitarian organisations received only 18 per cent of the total funding required.

The document showed that 3.9 million people needed water, sanitation and hygiene services and that the agency provided support to two million of the 2.4 million persons targeted for interventions.
Other highlights of the activities of the agency include provision of safe drinking water to two million displaced persons and distribution of hygiene kits to 1.1 million people, while 773, 000 persons were provided with improved sanitation facilities.
On protection, the agency said that over 6.9 million people needed protection intervention, explaining that 2.4 persons were reached with intervention in the affected states.

OCHA, however, decried the spate of violence against civilians and IDPs, stressing that urgent measures were necessary to enhance protection and security of persons affected by the conflict.
It said that improved funding was imperative to fast track implementation of humanitarian interventions to address the crisis caused by the Boko Haram insurgency in the region.

“The humanitarian crisis in the North-East remains severe due to ongoing conflict, continued internal displacement and unpredictable return of refugees from neighbouring countries.

“Attacks against civilians including suicide bombings in and near sites for IDPs continue to be a major concern. At least seven person-borne explosive device attacks took place in October near Maiduguri.

“In planning and programming, the month of October is dedicated by humanitarian partners to carry in-depth assessment.

“The findings will feed into the humanitarian overview and 2018 Humanitarian Response Plan,” OCHA said.

Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Dr. Maikanti Baru, has clinched the Forbes Best of Africa Oil and Gas Man of the Year 2017 Award by the New York based internationally reputable media organisation.

The news of Baru’s nomination for the prestigious award was conveyed to the Corporation via a letter dated October 11, 2017 and signed by president of Customs Solutions Media, Mark Furlong, on behalf of Forbes Media.

Forbes, in the document, informed that the award was given specially to top oil and gas personalities who have made far-reaching and positive contributions to the development of the sector and have caused sustained stability of the economy in which they operate.

In arriving at the choice of Baru, Forbes noted that it had followed with keen interest the rising profile and impressive career path of the NNPC GMD through the years.

“For these and other landmark achievements which you have recorded throughout your enviable career, your nomination for this prestigious Forbes 2017 Award has been approved by Forbes Custom’s Award Committee. This Award will be conferred on you by Forbe’s Mark Furlong”, it stated.

It also noted that the award ceremony would be graced by doyens of the international oil and gas business community, policy makers, entrepreneurs, politicians, opinion leaders, among others.

In his 18-month stewardship thus far as chief executive of the NNPC, Dr. Baru has received many awards and accolades affirming his leadership qualities.
