Following Monday's bomb blasts in Sabon Gari Motor Park in Kano Sate, the Chief of Army Staff, Lt. Gen. Azubuike Ihejirika yesterday visited the commercial city of Onitsha to appeal to Igbos to remain calm in the face of the recent provocation. Addressing stakeholders at the Officers' Mess, 302 Artillery Regiment of the Nigeria Army, Onitsha, Ihejirika represented by the General Officer Commanding 82 Division,

Nigeria Army, Enugu, Major General Adebayo Olaniyi commended the maturity of Ndigbo in handling the situation while saying that reprisal attack would not solve the security challenges the country was facing. He sued for peace in the entire South-East especially the commercial city of Onitsha while maintaining that Nigerian Army was on top of the security challenges, adding that the recent bombings in Kano was unfortunate and needed serious maturity to handle.

The army chief further disclosed that he was in Onitsha to douse the mounting tension of possible reprisal on non-natives especially on the northerners and appealed to traders and residents to remain calm, adding that the attack was not targeted on Igbos alone as other tribes including the northerners were also affected. Olaniyi challenged all Nigerians to partner with the security agencies by giving out useful information that would help to nip in the bud terrorism such as the recent incident in Kano. "Fight against terrorism is a collective responsibility," he said.

He also said the unity of the country was inevitable and thanked President Goodluck Jonathan and Anambra State Governor, Mr. Peter Obi for their commitment in the fight against terrorism. Responding, the Commander, 302 Artillery Regiment, Col. T. A. Gagariga thanked the army chief for his intervention in the affairs of the masses and promised to make sure there was peace in the state. In his remarks, the Chairman, Omagba community, Chief Akunwata Okeke, assured Nigerians of peace, adding that Igbos were not known for bloodletting, saying no amount of provocation from any militant group could blackmail Ndigbo into shedding of blood.

A driver with a new generation bank, Segun Fatoki, is currently in the custody of the Special Anti Robbery Squad, Ikeja, for stealing $100,000 and 10,000 Euros amounting to N18.1m.

A widower and father of four, 45-year-old Fatoki allegedly stole the money while offloading bags of foreign currencies from the bullion van which he had driven earlier in the day, into the bank's vault.

PUNCH Metro gathered that on March 8 2013, Fatoki in company with four other employees of the cash management unit of the bank went on cash movement for the day. By the time they were through, the group returned to their branch at Adeyemi Alakija street, Victoria Island, with seven bags containing foreign currencies.

"We moved in two cars; I drove the bullion van and there was the escort vehicle. We visited about six banks or more that Friday before returning to the office. When we got back, I was the only person who offloaded the bags of foreign currency from the van. At the time, I didn't notice that I had left one behind in the van," Fatoki recalled.

Each of the bags contained some amount of dollars and Euros. In the bag Fatoki overlooked, was $100,000 and 10,000 Euros.

As it turned out, no other person in the team noticed the shortage and everyone went home for the weekend. Fatoki, however, had other plans. Early the next Monday, Fatoki resumed at work. He took the bullion van out of the bank premises on the pretext of refuelling it.

Safely away from the bank, he quickly made his way to a friend's house at Oworonsoki where he handed over the bag with the instruction that he would later come back for it. Unaware of its contents, his friend Jide took the bag and hid it under his bed for safekeeping while Fatoki returned to the office.

A few hours later, there was confusion at the said bank when its management discovered a bag of foreign currency was unaccounted for.

PUNCH Metro gathered that all the members of the team who undertook the cash movement were immediately arrested by the Bar Beach Police Division on March 11, 2013.

The case was eventually transferred to SARS when the division was unable to get a confessional statement out of the suspects.

Fatoki lamented, "I never meant to steal the money; I don't know what came over me. I have worked 13 years for this bank as a bullion van driver. If they didn't trust me, I wouldn't have been entrusted with such responsibility. I only came early to the bank that morning because I was anxious to refuel the car before the day's work.

"Unfortunately, one of the tyres went flat on my way. It was when I stopped to replace it with a spare, that I discovered the last bag in the car. I know I should have returned the bag. I have done it before when something of this nature happened a few months ago but instead, something came over me and I didn't"

PUNCH Metro gathered that the suspect eventually made a confessional statement last Thursday to SARS that he had indeed stolen the money.

The bag was found hidden under Jide's bed in his apartment and its contents were still intact. Jide, however, fled his home immediately he learnt of Fatoki's arrest. Apparently, he never bothered to check the contents of the bag which Fatoki had left in his custody.

There was no response to the calls and text messages sent to the phone of the Lagos State Police Public Relations Officer, Ngozi Braide, when PUNCH Metro contacted her.

What Is Happening in Northern Nigeria Is Ethnic and Religious Cleansing - Italian GOVT.

An Italian minister on Sunday condemned “ethnic and religious cleansing” in Nigeria following attacks on churches claimed by Islamist group Boko Haram in which three people were killed and dozens injured.

“Christian blood has again been spilt in Nigeria according to a now clear plan of ethnic and religious cleansing,” said International Cooperation Minister Andrea Riccardi, the founder of a Catholic charity active in Africa.

“The international community can no longer look on at this massacre of innocent people without intervening,” Riccardi said.

Foreign Minister Giulio Terzi also condemned the violence in a statement saying the reports had evoked “great pain and indignation.”

“I reaffirm Italy’s maximum engagement in protecting and promoting religious freedom and in confronting the challenge of terrorism,” he said.

Earlier on Sunday a suicide bomber blew his car up outside an evangelical church in the central city of Jos, causing the building to collapse entirely.

In the second attack, gunmen opened fire during a service in the northeastern town of Biu also in an evangelical church. - Naija Pundit.

Destroying Hausa/ Fulani properties or killing Northerners in Onitsha or anywhere in East will only put the remaining millions of Igbos at risk up north.
For anything of such to take place, all the Igbos in the far north has to leave, anything short of that would put millions of them(Igbo) at risk of reprisal attack.

N'Delta coalition wants imbalance in oil block allocation tackled

Akpabio opposes abrogation of onshore offshore dichotomy

THE Prof. Pat Utomi-led coalition of ethnic and political pressure groups in the Niger Delta under the aegis of the United Niger Delta Energy Development Security Strategy (UNDEDSS), has urged the Federal Government to scrap ownership of all oil blocks in Nigeria.

The demand is coming on the heels of revelation in the National Assembly by Senator Ita Enang (Akwa Ibom North East) that 83 per cent of oil blocks in Nigeria were owned either directly by individuals from the North or companies owned by them.

In a statement yesterday, the Secretary General of the coalition, Mr. Tony Uranta said although the revelation was not news "what was depressing was Northern Senators' opposition to a bill that would ensure justice and equity to the Niger Delta people who have suffered and are still suffering so much degradation and other health related issues from exploration and exploitation of oil in the region for too long."

The coalition said it is imperative of the government to scrap ownership of all oil blocs and begin at zero point to re-allocate them in the spirit of fairness and equity.

Said he, "Since the nation is reluctant to give either total control or make sure the Niger Delta gets what it deserves, oil blocs should now be allocated based on federal character principle."

He added that the decision of UNDEDSS was also based on the heels of the division in the Senate over the proposed Petroleum Industry Bill (PIB), which the executive said was aimed at reforming the oil sector.

According to him, "the division over the passage of the bill was caused by a clause for additional 10 per cent oil producing community fund, which some senators wanted to be expunged.

Uranta described the inability of the National Assembly to pass the PIB since the Sixth Assembly when it was first introduced as unfair to the Niger Delta Region.

"Whilst we talk of derivative principle of 13 per cent to the Niger Delta, we must remember that over 60 per cent of the federal allocation to councils in Nigeria go to the North.

"A lot of monies are being paid to the northern states based on the local government councils.

"While Bayelsa, for instance, gets an allocation indirectly derived from the oil it produces for eight councils, Kano gets allocation for up to 44 councils.

"These are the injustice in the system that should touch the heart of any right thinking person in this nation," he said.

He added that the 13 per cent derivative fund already in practice was not enough to take care of the havoc caused by oil exploration in the Niger Delta Region.

He also pointed to the fact that the passage of the PIB "would ensure that the Niger Delta gets a little more for its sufferings, it was for the benefit of all Nigerians and not just oil host community alone. All regions in Nigeria have something to gain from the bill when passed."

Meanwhile, Akwa Ibom State Governor, Godswill Akpabio has kicked against the clamour for abrogation of onshore offshore oil dichotomy, describing it as retrogressive and being done in bad faith.

Speaking when the Minister of Information, Mr. Labaran Maku, led the National Good Governance Tour team on a courtesy visit to him yesterday in Uyo, Akpabio noted that the onshore offshore oil dichotomy was a compromise position for water depth of 200 metres, adding that thousands of oil well in the Niger Delta are not covered by derivation.

He observed that the law only allows 13 per cent derivation for only 200mts, adding that anything above 200 meters does not get any derivation so some of the oil well in the Niger Delta.

The governor stated that some critics complain about the demand for more allocation to oil producing states because they feel that 13 per cent derivation is not well utilised, but our peculiar situation and devastation of our environment make it necessary for our demand to be considered.

He said: "Some individuals in Nigeria makes more than N4 billion per month from their oil block, the wealth in the hands of some individuals in Nigeria is more than the wealth of between five-10 states joined together, well it is their luck because they got it using their military positions. Things like this clearly shows that if those resources were not taken out of the country but used to build factories and create employment, opportunities, some of the poverty in the northern and southern part of the country will not occur."

Akpabio, who blamed the high rate of poverty in the country on over-dependence on oil, noted that every state of the federation has one mineral deposit or the other hence the need to explore alternative sources of revenue for the country.

According to him, "we have high rate of poverty in the country because we depend so much on oil. Let us stop this dependence on oil; let's stop these manipulative tendencies to bring certain sections of the society down. There is no single person from the South South that owns oil block even though we produce the oil.

"The exploration of oil has huge negative impact on the eco system. If the soil wants to balance itself, the first area to be affected is the Niger Delta and other sections of Nigeria will move on. We should try to stop dwelling on things that divides the country and focus on things that unites the country".
