The only time we had the rate of N22 to $1 (not even N20 to $1, as you claim here) was under Sanni Abacha in 1994, and that was the bank rate and of course the $$$ was never available for ordinary Nigerians who go to the bank, Abacha used it to make his croonies rich because they will go to the bank with a letter from Abacha or those serving in his government to buy dollar at N22 and turn around and go to the black market to sell at N75 to $1
