Nigeria and the United Kingdom signed an agreement on Thursday on the exchange of prisoners between them.

Under the agreement, high-profile prisoners like former Governor James Ibori of Delta State, and other Nigerians in the UK prisons will be transferred to Nigeria to complete their jail terms.

The UK Minister of Justice, Mr. Jeremy Wright, signed on behalf of his country while the Minister of Justice and Attorney-General of the Federation, Mohammed Adoke, SAN, signed for Nigeria in Abuja.

Wright, who visited the Acting Minister of Foreign Affairs, Prof. Viola Onwuliri, and the Minister of Interior, Abba Moro, added that the British government would give the Federal Government £1m [about N280m} for a comprehensive reform of Nigerian Prisons.


During the visit to Onwuliri, Wright told journalists that under the agreement, the consent of a prisoner was not required before his repatriation could take place.

He said, “In relation to individual prisoners, there has to be a good deal of discussion between our two countries about individual prisoners and the agreement of both countries to be secured before individual transfers.

“The compulsory nature of this prisoner transfer agreement is that the prisoners’ themselves do not have to choose where they go or not but the respective countries do still have an opportunity to discuss whether a transfer should be made.’’

In April 2012, a British court sentenced Ibori to jail for 13 years for money laundering and associated crimes.

Ibori’s wife, Nkoyo, his sister, mistress and London solicitor were also convicted of related crime.

Onwuliri, who described the pact as “historic,’’ said experts from both countries would work out modalities for its implementation.

“We have been on the prisoners agreement for a long time and we are happy that we are beginning the year on a happy note by signing this agreement,’’ the News Agency of Nigeria quoted her as saying.

The minister expressed delight that the agreement would improve the condition of Nigeria prisons based on earlier pacts reached before the signing.

She pledged that Nigeria would continue to improve the condition of its prisons.

Also, the Director of Consular and Immigration Services in the ministry, Mr. Abdulazeez Dankano, noted that both countries were signatories to the Scheme for the Transfer of Convicted Offenders within the Commonwealth.

Dankano stated that the scheme allowed for transfer of prisoners between Nigeria and the UK where the consent of both states and the prisoner was obtained.

He said that under the Commonwealth Scheme, only one Nigerian had been repatriated from the UK since inception.

After the agreement was signed, Wright stressed the importance of respecting the agreement by the two countries, adding that there was a need for the prisons in Nigeria to be improved considerably.

The UK minister, who led a five-man delegation to Moro said, although the prisoners were paying for the crimes they committed, conditions in their detention centres should be made humane and accommodating enough for them.

He thanked the Federal Government and Moro for making it possible for the two countries to finalise the agreement.

“We believe that the agreement today is a positive step in furthering our mutual relationship and partnership with Nigeria for prisoner exchange. Under the agreement Nigerians in UK prisons will be repatriated to Nigeria to complete their terms,”Wright said.

On his part, Moro promised to do everything within his powers to ensure that the agreement became operative before the end of the year.

He said, “I think that it is in the mutual interest of the two countries that the agreement reached should be implemented to the letter especially with the kind of traditional historical relationship that Nigeria shares with the UK; we have no reason to say one thing and do another.

“This government, anchored on transformation, is desirous of ensuring that we do things very differently from the way we were doing them in the past which have not given us results.”

He assured the visiting minister that even though Nigeria was grappling with prison congestion, it would not hamper the new agreement.

Moro commended the British government for assisting in the reform and transformation of Nigeria’s prison system, especially in the provision of necessary facilities that would make the prisoner transfer viable.

There are 521 Nigerians currently serving jail terms in the UK and only one British national in Nigerian prison

According to officials, about 60 per cent of Nigerians in UK jails qualify for the compulsory prison transfer agreement.

Former teacher Ethel Anderson, 31, (pictured below) was found guilty and sentenced to 38 years in prison in December 2013 for having sex with her 12 year old student.

The married mother of one had sex with one of her students, whose identity is being kept secret because of his age (he was 12 at the time). The alleged abuse started in 2011 just one month after the teacher and the minor started a tutoring session in her home. During her trial last year, the boy, now 14, told the court that she started by kissing him and progressed to giving him MouthAction.

"I felt like she was a girlfriend, I loved her and she said that I was her boyfriend and she loved me. She would rub on my legs, kiss on my ears, neck and stuff like that. We would tongue kiss. I lost my virginity to her. I told her to stop but she said she wanted me bad"

The boy's angry mother told the former 'teacher of the year', who worked as a language arts teacher at Mango Elementary School, in Florida, that she took her boy's innocence.

'Anger and hatred don't even begin to explain how I feel about what you took from my son. His innocence is lost forever.' She said in a statement read at the sentencing

Now there are people, especially blacks in America, who feel 38 years is too much to spend in prison for having sex with a minor...especially after a teacher, Laura Whitehurst (who is white) was sentenced to prison for 1 year and released after only 6 months for sleeping with three of her students and giving birth to a child fathered by one of them. 2 days ago you read that controversial Lagos pastor Sign Fireman had been arrested by Lagos police over the alleged ritual murder of a 12 year old girl, Bose Ogoja, after the girl's killer, 18 year old Ikechukwu claimed he killed her following instructions from Pastor Sign Fireman. (If you missed it, read it here). Well, the boy's mother has spoken out and says his son has never met the founder and Head Pastor of Perfect Christian Mission.

Mrs Esther Egbo told reporters yesterday that they were members of the Badagry brand of Fireman's church and in the two years they've been in the church, they have never set eyes on the man. She said her son had been arrested four different times by the police for attempted rape and had even been charged to court and was only released on December 10, 2013. Continue...

Mrs Egbo said:

"My son has been under as spell since 2009 when he was cursed by one of my neighbours in Badagry. Sometimes, he suddenly sees young girls, grabs them and starts trying to molest them. He only behaves like that in the afternoon and the whole neighborhood knows. In 2011, he was arrested after touching a 15-year-old girl inappropriately. Later, he was arrested for attempting to rape a 17-year-old girl. Most times, it is residents that call to tell me that my son has been detained at the Badagry Police Station when I am looking for him.

“In November, he did it again and was arraigned before a Badagry Magistrates Court for attempted rape and remanded in Badagry Prison for 19 days. He was released on December 10 after he was acquitted. It was three weeks later that he killed the little girl.

I asked him what happened that day and he said he was eating at one woman's shop and saw the woman's daughter pass. He stood up and followed the girl and dragged her into an uncompleted building where he killed her. He was caught as he attempted to run. He said something came over him.

“We even started a deliverance programme for him at the church and he never even met Pastor Fireman. After his interview with journalists, I asked my son why he lied against the pastor and he said it was because he was threatened .”

The victim’s mother said although they attended Fireman’s church, they never met with him because as the General Overseer of the church, it was not always easy for members to see him at random.
She said her son did not even have Fireman’s telephone number and wondered where the supposed meeting he had with her son took place.

An aide to the pastor described the allegations against Fireman as ridiculous, adding that Fireman could not have stooped so low as to encourage a teenager to commit murder.

“I have spoken to the boy (Ikechukwu) and he told me that he was coerced into saying what he said to the press. Pastor Fireman is a very rich man. What sort of money ritual would he want to do? His father owns a gold factory in Russia while his mother is a professor at ABSU. This is a man that has distinguished himself.

Ikechukwu killed Bose in the Badagry area of Lagos State. When he was paraded before journalists at the State Criminal Investigation Department, Yaba, he said he killed the girl in an uncompleted building following instructions from pastor Sign Fireman.

Ikechukwu said,

“I attend Perfect Christian Mission Headquarters around Ketu Street, Aguda, but I live with my parents in Badagry. I just finished secondary school and I have been very broke. So, I approached the pastor, Sign Fireman, for money, but he told me that I should strangulate a little girl. He explained that while strangulating the girl, she would pass out faeces in the throes of death. The pastor said I should obtain the faeces and bring it to him. He said if I could do this, he would give me N100, 000.”

The suspect’s mother says the boy later confessed to her that nothing of such happened and that the 12 year old only passed feces due to the rape and strangulation. She said the incident had nothing to do with ritual but a clear case of rape that led to murder.

Meanwhile, it was learnt that many church members had elected to give the pastor free legal service.
Fireman’s lawyer, Peter Oboyi, said the police had no evidence against the pastor adding that his client’s home had even been searched on Wednesday and no evidence was found.
He said,

“Pastor Fireman has over 100,000 members worldwide and does not even know one tenth of them let alone a small boy in the Badagry branch of the church. The boy has even confessed to the police that it wasn’t the pastor that sent him to the dastardly act. The allegations are frivolous and based on hearsay. If you want to send someone to kill another person, you will send someone that you trust, someone that wouldn’t give your name up easily. How could pastor have done such?”

A South African Pastor, Lesego Daniel during one of his church service did the unexpected when he ordered his church members to eat grass on the floor.

Pastor Daniel, who is the founder and Head Pastor at Rabboni Centre Ministries, situated at Zone 2 Ga-Rankuwa, north of Pretoria, said he was basically trying to prove that humans can be controlled by the spirit and they can eat anything to feed their bodies.

The Pastor successfully convinced his church members to go outside the church and start eating grass, he was even spotted stepping on some members in the church while they all clinged on to each other on the floor both male and female.

There is fire on the mountain. It was observed that the embattled Aviation Minister, Stella Oduah is perfecting a "scam" to deceive President Jonathan and stop him from sacking her over her false claims.

The Minister and her associates have spent the last several hours scrambling to clean up her biographies on the Internet, following revelations that she lied about her academic qualifications, Premium Times report.

“[Stella] Oduah-Ogiemwonyi received her Bachelors and Masters Degree (in Accounting and Business Administration respectively) in the United States,” her new edited profile said, without any reference to the particular university Stella Oduah attended. Biggest fraud!


News website, Sahara Reporters, had on Monday quoted authorities at St Paul’s College, where Mrs Oduah claimed she studied for Bachelor and Masters degrees, as saying they did not award her an MBA at anytime as the university does not even have a graduate school or graduate programme.
The minister is yet to respond to the allegations. Efforts by PREMIUM TIMES to get her to comment for this story were unsuccessful.

Joe Obi, her special assistant on media, did not answer or return calls.

Yakubu Datti, the spokesperson of the aviation agencies, who usually speak for her, said he was not aware of the allegation against the minister, and that he would revert after consulting the minister. He is yet to do so as at the time of publishing this.

However, this newspaper has observed an attempt by the minister and her aides to revise her profiles on the web with a view to cleaning up any reference to St. Paul’s College in her history.

Already, Stella’s biography on the website of the Ministry of Aviation has been revised, with references to St. Paul’s College now wiped out.

The Wikipedia page of the minister too has been hurriedly edited, and it now has no reference to the university Mrs. Oduah attended.

All links and reference materials on the Wikipedia page capable of linking the minister to the university that has disowned her have also been deleted.

Even the minister’s personal website has been reviewed to remove any reference to St. Paul’s College.

While the links leading to Mrs. Oduah’s foundation and photographs remain active, the other principal link, which should lead to her history page, has been deactivated.

It’s unclear whether it was being edited at the back end when PREMIUM TIMES visited the site.

Mrs. Oduah had in a resume she presented to the Senate as a ministerial nominee in 2011 indicated that she obtained a Master’s degree in Business Administration (MBA) from St. Paul’s College Lawrenceville, Virginia, United States.
But Sahara Reporters quoted the President of the college as saying his university had never in its 125-year history had a graduate school or graduate program.

The Provost Vice President of Academic Affairs, and the Vice President of Institutional Development said in response to the website’s inquiries, “We don’t offer any graduate programs here.”

The school’s website also indicates clearly that Saint Paul’s College awards only baccalaureate [bachelor’s] degrees.
