The regional unions like Ecowas, EAC, and the Magreb Union are supposed to function as pillers of the AU but there almost completely disconnected now of days. I agree with you AU facilities should have been placed somewhere more viable or at least split into seprate offices kinda like the UN. One in Addis ababa, another in Lagos(Eko), Pretoria, Algiers and maybe one somewhere in Central Africa.
