Are you a student or were you once a student? You should have known that he researched what he was going to write about in order to get attention of the readers and be able to pass his message. All what he had to do was to buy or download Naira Marley songs, he didn't need to know a single line offhand.

If they had done that, they wouldn't admit her the second time. The report said treated and discharged. The hospital aided her death through negligence, no doubt about that

Inform the police at what time? Is the phone number of the police station closest to them in circulation or do the emergency numbers work?
How are they supposed to inform the police at night? Remember no public transportation at night, it's also unsafe to walk around at night time.
How do they get in touch with the police please especially at night with limited staff on ground? Perhaps in the morning when admin staff come into the hospital (no admin staff works at night, and even if they did, they wouldn't go at night to any police station).
If the police are so concerned about reports by hospitals, they should send a police man permanently to all hospitals waiting for such victims to be brought in ( that sounds ridiculous to you , and so does the expectation that the staff should go report to them at night) or perhaps the local police stations should circulate all their phone numbers to hospitals around their vicinty.

Stop defending the indefensible friend. They admitted her twice! That was pure negligence. I'm even surprised that the police are not arresting them for handling a case that was beyond their capacity of giving the first aid before referring.

The owner and staff of the clinic shouldn't be left alone for two reasons:
One, they did a poor job. Just looking at the wound, one would know that it was likely that her kidney was pierced. She lost a lot of blood, they knew that. Why not referring her to another hospital after giving her first aid (initial treatment)? Why admitted her for the second time, having seen that it was a case they couldn't handle?
Two, they could have reported the case after the admission. The new law didn't say that hospital shouldn't report but that they shouldn't turn patients back just because report hasn't been made to the police. That's the difference.
My verdict: the clinic killed her through negligence
