US to Approve Sales it Deems Safe to Blacklisted Huawei

The U.S. government will issue licenses to companies seeking to sell goods to China's Huawei where there is no threat to national security, Commerce Secretary Wilbur Ross said on Tuesday, leaving industry observers unsure about which products will pass muster.

Seeking to revive trade talks with China, President Donald Trump announced last month that American companies would be allowed to sell products to Huawei Technologies, the world's largest telecommunications equipment maker.

Trump's comments came after the United States placed Huawei on the Commerce Department's so-called Entity List in May over national security concerns. U.S. parts and components generally cannot be sold to those on the list without special licenses.

While American chipmakers welcomed Trump's announcement, many industry and government officials were confused about the new policy.

Speaking at a conference in Washington, Ross affirmed that Huawei would remain on the Entity List, meaning winning licenses would require overcoming a presumption of denial, and said the scope of items requiring licenses would not change. However, he opened the door to some approvals.

"To implement the president's G20 summit directive two weeks ago, Commerce will issue licenses where there is no threat to U.S. national security," Ross said, referring to Trump's announcement at the meeting of world leaders in Japan.

"Within those confines, we will try to make sure that we don't just transfer revenue from the U.S. to foreign firms," he said.

After Huawei was added to the Entity List, the semiconductor industry lobbied the U.S. government for carve-outs to sell nonsensitive items that Huawei could easily buy abroad, arguing that a blanket ban would harm American companies.

However, industry observers said Ross' comments lacked the clarity and relief many hoped for after Trump's announcement.

"The actual policy, of what is not going to endanger U.S. security, is not clear," Washington trade lawyer Doug Jacobson said. "The only way that industry can determine the line is by submitting (license) applications and knowing what types will be approved and which types will be denied."

The Ilorin Zonal Office of the Economic and Financial Crimes Commission, EFCC, has secured the conviction of three persons charged before Justice Sikiru Oyinloye of a Kwara State High Court for offences bordering on internet fraud.

The convicts, Apata Oluwakayode, Yusuf Rasheed and Muhammed Ademola pleaded “guilty” to the one-count charge preferred against them by the EFCC.

They had approached the EFCC for a plea bargain agreement, after realizing the weight of evidence gathered against them.

Based on their guilty plea, Justice Oyinloye convicted them accordingly and sentenced them to six months in prison commencing from July 9, 2019.

The Court further ordered them to forfeit items recovered from them including, an HP laptop, and mobile phones, among others. They were also ordered to take an undertaking to be of good behaviour and never to be involved in any form of fraud within and outside the shores of Nigeria.

The convicts are currently serving their jail terms at the Madala Prison in Ilorin.

Imo State Governor, Emeka Ihedioha, has announced his readiness to sign an Executive Order to bring into force the use of the Treasury Single Account by the State Government.

Ihedioha in Owerri, on Tuesday said the move became imperative following the discovery of over 250 accounts in various banks operated by the Rochas Okorocha led government.

Ihedioha said his discovery on assumption of office was that there were leakages in the revenue accruing to the state government.

He said this was largely due to numerous accounts being used for collection.

He said this accounted for why he decided to sanitise the state’s financial system.

The governor disclosed that he had sought the assistance of a former Director General of the Debt Management Office, Abraham Nwankwo, for a critical look at the financial system.

“It is not an insurmountable issue, we will block all loopholes for leakages and corruption.

“We discovered over 250 revenue accounts. So I will sign the Executive Order for the TSA to begin immediately”, he stressed.

Britain’s ambassador to Washington resigned on Wednesday after Donald Trump labelled him “stupid” and “wacky” following the release of confidential memos from the envoy in which he branded the US president’s administration inept.

Memos from Kim Darroch were leaked to a British Sunday newspaper, infuriating Trump who launched a stinging Twitter attack on both the envoy and British Prime Minister Theresa May who had given him her full support.

“Since the leak of official documents from this Embassy there has been a great deal of speculation surrounding my position and the duration of my remaining term as ambassador,” Mr Darroch wrote in his resignation letter.

“I want to put an end to that speculation,” he added. “The current situation is making it impossible for me to carry out my role as I would like.”

Ms May told parliament after the resignation was announced that she had spoken to Mr Darroch, who was due to leave his post anyway at the end of the year.

“I have told him it is a matter of great regret that he has felt it necessary to leave his position as ambassador to Washington,” she said.

Contrary to speculations by most international organisations that Nigeria’s population is 200 million, the National Population Commission (NPC) has said the country’s population is 198 million.

NPC Director General, Dr. Ghaji Ismaila Bello, who spoke at a press conference in Abuja, yesterday, to mark the 2019 World Population Day entitled: ‘25 years of ICPD: Accelerating the Promise, ‘ maintained that the country needs another census to ascertain the country’s actual population.

He said: “As at today, we are about 198 million. Three months ago, UNFPA brought out a figure of 201 million and we were asked to comment on that. For us, the difference between the UNFDP figure and ours is a function of assumptions. In the absence of accurate census, you have to use model and projection in order to arrive at a figure that you are projecting. There is no major fundamental difference per se between 201 and 198 million. Granted that 3 million can be the size of most countries, but when you are talking of very huge figure the margin of zero is small.

“It is imperative that Nigeria should undertake another census in the light of the recommendation of the UN for census to be taken every ten years and bearing in mind that the last census was undertaken in 2006 and we ought to have taken another census in 2016.

But, NPC’s acting National Chairman, Yusuf Anka, noted that the country still lags behind in meeting the ‘Cairo Plan’s, which gives women greater control over their lives, promote economic equality and opportunity, and stressed that the plan should be implemented.

Reno Omokri, former aide to ex-President Goodluck Jonathan, has joined the long list those calling for the arrest and prosecution of the Senator representing Adamawa North District in the National Assembly, Elisha Abbo, for assaulting a lady in an adult toys shop in Abuja.

He said the Senator should be prosecuted and jailed for his action.

Abbo in the viral video on Tuesday was seen descending on the woman after she pleaded with him not to physically assault the shopowner.

The lawmaker had accused the shopowner of calling him a drunk.

Reports had that the Senator has not been arrested despite case been reported to Police station in Abuja.

The video has since stirred controversy online as Nigerians and prominent individuals are calling for his arrest.

Reacting, Omokri said Senator Abbo should be immediately rejected, following the evidence against him.

In a series of tweets, the former presidential aide said the action of the Senator was an indication that he is unfit to be a lawmaker.

Operatives of Lagos State Police command have arrested a 19-year old cult kingpin who has led his gang to terrorise residents of Bariga, Lagos sttae.

A statement issued by Police Public Relations Officer, Bala Elkana on Sunday said on 26th June, 2019 at about 8.00am, operatives of Operation Crush from Bariga Police Station arrested one Ifeoeoluwa Dodo, 19 years old, a strong member of Aiye confraternity at Odo-Eran Street, Bariga.

He said the suspect has been on the wanted list of the Police for the murder of one Ojo Taiwo in February, 2019 in Bariga.

“He escaped after leading eight other members of his cult to carry out the murder.

He will be charged to Court,” he said.

Denis Suarez’s move from Barcelona to Celta Vigo is now official.

The midfielder will join Celta in a deal worth €13m, with a potential €3m more in bonuses.

“FC Barcelona would like to thank Denis Suarez for his commitment and dedication, and wishes him every success in the future,” a club statement read.

Suarez started his career at his new club, before making the switch to Camp Nou.

The 25-year-old played for Celta B in 2010/2011, before catching the eye of Manchester City.

The ruling All Progressives Congress (APC), has named Abdullahi Adamu as Senate leader. It has also named former governor of Abia State, Orji Uzor Kalu as chief whip.

Ajayi Boroffice was named as deputy leader, while Yahaya Abdullahi got the position of deputy chief whip of the upper legislative chamber. The emergence of the four lawmakers, followed weeks of meetings and negotiations among leaders of APC in Abuja.

Aliyu Sabi Abdullahi, was initially tipped to emerge as Senate leader. He was favoured by the camp of the president of the Senate, Ahmad Lawan. Last minute negotiations, saw the emergence of Adamu. The announcement is expected to be made on Tuesday when the Senate resumes. The party is expected to name leaders of the House of Representatives before next Tuesday. It is still unclear who will emerge in the House.

The Peoples Democratic Party (PDP) a forthright ago, named its own leaders, with Enyinnaya Abaribe emerging as minority leader.

The Chairman of the Presidential Advisory Committee Against Corruption, PACAC, Prof. Itse Sagay, said the Senate President, Ahmed Lawan was being economical with the truth when he said his monthly salary as a senator was N750,000.

According to the controversial Constitutional lawyer, a senator takes home N15 million monthly.

He therefore asked the Senate President to stop misleading the public with his half truth.

Recall that Lawan had on Tuesday in Abuja said that there was no ‘jumbo’ salary for senators as was being claimed and that they earned N750, 000 monthly.

Speaking to the Punch on Wednesday, Sagay noted that Nigerians were more interested in how much senators take home monthly in both salaries and allowances.

He pointed out that it was public knowledge that the bulk of the money earned by senators come from their allowances.

He was quoted as saying: “He (Lawan) knows that nobody will take him seriously. I respect and like him, but what he has done is to give half-truth. He is telling us the actual salary without mentioning anything about the allowances.

“That’s where the jumbo pay comes in when you talk of building, furniture, domestic this or that, 15 items and those items alone bring everything up to N13.5m a month. So, simply mentioning the base salary, which brings it over N14m, is not sufficient.

“So, technically, he’s right, that’s their salary. But what is his income, take-home pay, at the end of the month? It’s about N15m and we are not including so many other things we need not talk about now.”
